Commons ChamberMay I say how pleased I am to have been able to meet the Chairman of the Justice Committee? I take the advice of all my lawyers, but particularly that of the Chairman of the Select Committee, extremely seriously.
This is a critical issue that faces our prisons. We cannot have reform in our prisons if we do not have safe prisons for people to work in. Those two things go hand in hand. I am committed to an agenda of making our prisons safe and places of reform. I will be laying out my plans very shortly on this issue, and I look forward to discussing it more with the Select Committee tomorrow.
Will the Secretary of State look again at statements that were made by her Department recently about the number of prison officers? The Department claims that the number has increased, but it has not. Will she look at the matter again? I believe that she did not take into account staff being regraded or the number of hours that they actually work when she examined the number of officers in the system.
I will, of course, look at those numbers in detail. In fact, I am looking at them at the moment. As well as the number of staff, it is important to consider how staff are deployed and trained, and the powers that governors have to get the best out of staff working in prisons. I am looking at all those aspects, but I agree that staff are absolutely crucial to make our prisons work well.

Commons ChamberThe Under-Secretary of State rightly says that she is worried about the number of girls taking A-level maths, given that two thirds of A-level maths students are boys. Is she also worried about the fact that level 6 key stage 2 entrants are consistently more often boys than girls? She has announced changes in the maths curriculum, but what elements of that curriculum, or of teaching, will help to deal with this issue?
I agree that that is an issue. Information provided recently by the OECD’s programme for international student assessment showed that girls have as much confidence as boys at the age of five but begin to lose that confidence as they proceed through the education system, and that that contributes to feelings of anxiety about mathematics. One of the things that we must all do is end the culture in which saying “I am rubbish at maths” is acceptable, whereas it is not OK to say “I am no good at reading.” What is needed is a “can do” approach to mathematics. Our new maths hubs programme—there are 30 hubs across the country—will promote best practice in teaching, so that we can close the gap between girls and boys.

Commons ChamberWe have raised standards for early-years teachers so that they have to pass the same maths and English tests as primary and secondary school teachers, and this year we have seen a 25% increase in the number of students applying for those courses, so they are proving very popular.
T5. How is it possible to be an ardent champion of social mobility and at the same time have a close adviser who thinks that educational attainment is genetic?

Commons ChamberI agree completely. That goes back to the first point that I made about financial education being one of four strands of the solution, the others being debt advice, advertising and regulation. The hon. Gentleman is right to point that out.
In schools across England, the provision of personal financial education is ad hoc. We saw some good examples when writing this report. I took it upon myself to visit schools in my constituency and I was impressed with what I found. There is little teacher training on personal financial education and there is therefore limited subject knowledge and confidence among some teaching staff. It is stating the obvious to say that schools face significant barriers to teaching financial education, such as curriculum time, the absence of a statutory mandate and the lack of awareness of suitable resources.
Does the hon. Lady agree that the current requirement of a grade C in mathematics to teach in primary schools may need to be amended? Is she concerned, as I am, that we have the smallest proportion of students studying maths from 16 to 18 of any country in the OECD? We therefore do not necessarily have people moving through the system with the right mathematical understanding.
I agree with that to a point. I have A-level maths and I am very glad that I studied that. One does not have to be a maths expert to deliver good financial education, but one does need to have confidence in the subject, have a good grasp of the knowledge and be a good teacher. A good teacher who can get the ideas across can probably teach the things that we discuss in the report quite well.
