On a point of order, Madam Deputy Speaker. I want to respond to your helpful comments about the programme motion and the information now available in the Vote Office and the Table Office—thank you for that. In the past the Clerks have been incredibly helpful to me and to other Back Benchers who want to table amendments to such complex pieces of legislation. They have often emailed the programme motion to all Members of the House, along with the Bill and other documents. Given the late hour and the rush in which this is being done, it would be very helpful if the programme motion and the Bill could be emailed to all Members, and made available on the House of Commons apps, along with information on the availability of Clerks to help with amendments if this motion passes, so that we have fair play on a level playing field and everyone knows where they stand.

The hon. Gentleman makes a very reasonable point, and I shall endeavour to find out what can be done to help hon. Members. I assure him and the House that whatever can be done will be done to expedite these processes and to make it easier for hon. Members to become conversant with exactly what will happen tomorrow and on subsequent days.

On a point of order, Madam Deputy Speaker. I apologise for the unusual nature of raising a point of order at this time of day, after the Adjournment debate, but I wonder whether you have had any notice of a possible statement at some point by the Home Secretary to explain why the Prime Minister is currently attending a clearly party political electioneering stunt in Wakefield with what appears to be upwards of 50 police officers surrounding him for the benefit of the media and the Prime Minister’s clearly political speech. This is clearly entirely inappropriate.

I am a member of the Home Affairs Committee and we have regularly raised concerns about the lack of police resources. Many of us are often pictured with police officers—I am sure you have been yourself, Madam Deputy Speaker—when they are doing hard work in our communities, as they should be. Serious questions need to be asked about the use of police time in this way and the potential politicisation of the police. I wonder whether you have had any notice of the Home Secretary coming to explain why on earth this is going on.

I thank the hon. Gentleman for his point of order. It is a somewhat unusual point in the proceedings for a point of order, but I understand why he wished to bring it forward at this moment, its having presumably only just come to his attention. I have had no notice of any forthcoming statement or debate from any Ministers on this matter. However, the Home Secretary and Home Office Ministers are certainly very careful to make sure that the House is always kept informed about matters concerning security—security for Members of Parliament, security for Ministers, and also, one would presume, the security of the Prime Minister. I am sure that if any further explanation about what is currently happening is required, Ministers will keep the House informed. I thank the hon. Gentleman for his courtesy.

On a point of order, Madam Deputy Speaker. I apologise for not being able to raise this matter with you in advance—the Policing Minister may be interested to hear this—but I am aware of concerns about harassment targeted at some of the peaceful demonstrators who have been outside Parliament for many weeks, months or years protesting about issues around Brexit. I am always unclear about the boundaries of the parliamentary estate, but I am sure that you would agree, along with many Members, that people should be able to express themselves and protest freely and peacefully outside Parliament’s buildings.

I am told that some of those protestors, particularly those from SODEM—the Stand of Defiance European Movement—including Steven Bray, are being harassed by people holding potentially defamatory placards targeting individuals and by the activities of the far right. This is a relatively recent development and, as I think you will be aware, these good-natured protests have been going on quite peacefully for a long time. Could you use your offices to speak to the parliamentary security authorities to ensure that protestors are kept safe, that their right to protest is respected and that contact is made with the Metropolitan Police to ensure that those protests are able to continue in a safe and secure way?

I am grateful to the hon. Gentleman for raising that point of order. It is matter of concern for Parliament and for Members that peaceful protests should be allowed in the vicinity of Parliament. Exactly what constitutes peaceful protest and what crosses the line into a breach of the peace is another matter, and one on which I obviously cannot comment without knowing further details. The hon. Gentleman has targeted his point of order well in raising it while the Policing Minister is still in the Chamber.

I note your comments, Madam Deputy Speaker. Key in the motion is the issue of the single market, and the hon. Gentleman knows that I fully support our remaining in it. He will recall that the Brexit Secretary said that we would get the “exact same benefits”, but that is patently not going to be the case. I totally agree with what the hon. Gentleman was saying, as I too have been to see those Treasury papers, and they are clear that we will be worse off in every scenario. That is not the “same benefits”, be they for citizens, for our businesses or for our country.

Order. No he cannot. We are discussing new clauses and amendments to the Bill, not what people are seeing on Twitter. If the Prime Minister has anything to report to the House, I am sure that she will come at the earliest opportunity to give such a report.

I thank the hon. Gentleman for raising that matter but, as he is well aware, it is not a point on which the Chair can rule as a point of order. He is clearly seeking a way of bringing the issue to the attention of the House and he has succeeded in so doing. He is well aware that, if he wants to bring a Minister to the Dispatch Box, there are correct procedures whereby he can attempt so to do.

On a point of order, Madam Deputy Speaker. You may be aware that very important elections have taken place in Somaliland in recent days, towards which the UK has provided important support. But it has come to my attention that the Prime Minister, when answering a question in Prime Minister’s questions earlier, interchangeably used the words Somaliland and Somalia. Obviously, they are not one and the same, and I wondered how I might be able to encourage the Prime Minister just to be clear on the matter. It is of great concern to Somalilanders, and we should be celebrating the election.

The right hon. Lady knows that the Chair will not become involved in an argument between one Front Bench and the other, or one side of the House and the other. The Minister has—[Interruption.] Order! Do not shout when I am speaking from the Chair. The Minister has the floor and he has heard the points that are being made. It is for the Minister to answer those points.

On a point of order, Madam Deputy Speaker. What advice might you be able to get from the Clerk of the House, perhaps during the course of this debate, on whether the motion is binding? It is important for the House to know that information. I appreciate that you might not be able to rule on it at this moment, but I would also appreciate it if we could get that advice in due course.
