Back in January this year, I submitted a written question to the Government about the number of schools in my constituency of Wirral West that had buildings rated as very likely to collapse. In the response I received, the Schools Minister said:

“Department officials are clear that there are no areas within schools open to pupils where there is a known immediate risk of collapse.”

Presumably those buildings would be evacuated if that was the case—

Order. I appreciate that the Secretary of State has been very generous in giving way to Members, but she will not be as aware as I am that there are 22 people who wish to speak this afternoon. The Secretary of State is very politely giving way to Members who are not going to take part in the debate, and if we have long interventions from those Members, people who are waiting to speak will not have the chance to do so when we come to the end of the debate. I am trying to get some fairness into this, but I do appreciate that the Secretary of State is being polite and I will allow her to respond to the intervention.

I thank the hon. Gentleman for his point of order and for giving me notice of his intention to raise this matter. He knows that Minister’s responses are not a matter for the Chair, but I understand that he is making a serious and apparently well-founded criticism that information has been given from the Dispatch Box that does not appear to accord with the facts as he understands them. Ministers on the Treasury Bench will have heard what he has said, and I hope that his concerns will be passed on to the appropriate Minister. There is no doubt that what is actually done should accord precisely with what is said to have been done. Of course, he has other recourse, through the Table Office, to finding other ways of raising this matter on the Floor of the House.

On a point of order, Madam Deputy Speaker. Leverhulme Estates wishes to build hundreds of homes on the green belt in Wirral West, and a series of planning appeals relating to this are currently being heard by the Planning Inspectorate at a public inquiry. On 12 April, Wirral Council wrote to the Secretary of State for Levelling Up, Housing and Communities requesting that consideration be given to the recovery of these appeals for determination by the Secretary of State himself. The Secretary of State did not respond to that letter or to a reminder sent by Wirral Council on 5 May. My constituents care passionately about protecting the green belt and I fully support them in that. Will you advise me on what I can do on behalf of local residents and Wirral Council to impress upon the Secretary of State the importance of his giving this matter his urgent attention?

I thank the hon. Lady for her point of order. Although this is not a matter for the Chair, I fully appreciate her desire and duty to defend and protect the green belt. But from the Chair I have no authority to take any action in respect of delays in Government replies to local authorities. She has very reasonably raised this matter, and as I said to the hon. Member for Middlesbrough (Andy McDonald) a few moments ago, I trust that those on the Treasury Bench will have heard what she has said and noted her very reasonable concerns, and that they will hopefully take action on them. If not, the hon. Lady knows where to seek advice from the Table Office as to how she might take the matter further.

The Secretary of State will know, having grown up in Liverpool, how beautiful the coastal constituency of Wirral West is. The Rivers Trust found that a sewer storm overflow in Caldy spilled 75 times in 2022, for a total of more than 1,700 hours, discharging directly into the Dee estuary. It is a very beautiful part of the world, where people go to enjoy the beach, let their children play, enjoy water sports and so forth. It is also very important environmentally—

Order. Before we proceed, it will be obvious to everyone present that the Secretary of State has now been at the Dispatch Box for an hour—normally, statements run for an hour. I am going to let this one run for a little more than an hour, but I give notice now that not everybody who wishes to speak will have an opportunity to take part. That is simply not practical, so I say two things. First, if you are not very enthusiastic, go now and you will be able to save up your brownie points for tomorrow and the next day. Secondly, the briefer the questions, the more people will get in. I have noticed that the Secretary of State has played the game by giving some very brief answers—thank you.

I note the Secretary of State’s comments about hospital discharge. As she will know, the Government legislated through the Health and Care Act 2022 for a process known as discharge to assess, whereby people’s social care needs assessments can take place after they have been discharged from hospital, rather than before, and that model was already being used under the Coronavirus Act 2020. However, when I asked the Government last May what assessment they had made of the number of patients who had been readmitted within 30 days, I was told that they did not hold the data centrally. It is vital that the Government understand the clinical outcome of this policy, so will the Secretary of State please commit to gathering and publishing that data?

Children have suffered throughout the pandemic in so many ways. Many have lost loved ones, and all of them have been through the same stresses and tensions as the adult population. Research published by the Education Endowment Foundation found:

“For many children the experience of lockdown was made harder by cramped living conditions, no access to green spaces, parental mental health difficulties and financial hardship.”

Young people have had to deal with restrictions on their lives and on their opportunities to develop social skills.

The lack of opportunities for social interaction has meant that the children of the pandemic have had a very different start in life from what would usually be the case. They have missed out on the fun of making friends, playing together and growing together. Those are important experiences for children, so it comes as no surprise that recent research by Parentkind found that mental health and wellbeing is now a major priority for nearly nine in 10 parents. We must ensure that education policy and the way schools operate support that priority. We must put children’s happiness and wellbeing at the forefront of all decision making about the education children receive.

Of course, a child is far more likely to do well if they are enjoying their learning. I recently visited Woodchurch Church of England primary school in my constituency, one of just six primary schools in the country to have been selected to take part in the “Life-Changing Libraries” initiative being run by BookTrust, which aims to develop a culture of reading for pleasure. BookTrust has provided funds that have been used to transform a space in a corridor into a magical reading environment, stocked with a specially curated book list of approximately 1,000 titles chosen by BookTrust’s expert team.

Talking to the staff, it is absolutely clear that the project is a real success. It is noticeable that there is so much enthusiasm for reading in the school, with children reading in the playground at break times and sharing books with each other. I ask the Minister to look at that scheme and beyond just the phonics that the Minister for School Standards’ opening speech focused on. Encouraging a love of reading in childhood reaps so many rewards, improving reading levels while engaging in the world beyond the immediate here and now. Every child should be given that opportunity. There is absolutely no need to test reading for pleasure; one just needs to create the environment for it and encourage an appetite for it.

That brings me on to the issue of testing. If we are serious about putting children’s wellbeing at the centre of their educational experience, it is time we took a long hard look at just how much we are testing them. There are numerous stories of parents worried sick that their children are being over-tested, and recent polling by Parentkind found that 80% of parents disagree that SATs provide parents with useful information about their child's achievement or progress in school.

The National Education Union has reported that pressure on teachers and children from cramming for SATs

“is extreme and school staff have very little time to deliver interesting, varied lessons, as they feel forced to ‘teach to the test’”.

Will the Government scrap SATs and put pupils’ wellbeing at the forefront of education policy?

There needs to be a proper look at the curriculum too, to ensure that all children have the opportunity to develop their creativity and are given the opportunity to study and engage in subjects such as art, music, drama and dance—I note the comments by the Minister for School Standards earlier. The OECD’s programme for international student assessment, known as PISA, measures 15-year-olds’ ability to use their reading, mathematics and science knowledge and skills to meet real-life challenges. The OECD is introducing a creative thinking assessment to PISA in 2022 as an optional additional assessment. It is immensely disappointing that England has opted out of that, and I ask the Minister to explain why.

There are other things that the Government should be doing to improve children’s experience of education. They should reinstate the £20 uplift to universal credit, because we all know that children who are hungry struggle to learn, and that it is no good for children’s wellbeing when their parents are struggling to pay the bills. Ministers should get behind the “Right to Food” campaign of my hon. Friend the Member for Liverpool, West Derby (Ian Byrne) and end the scandal of hunger and foodbanks once and for all. The Government should also get rid of the two-child limit in universal credit that punishes families with more than two children. The Government have responsibility for the wellbeing of every child. They should give every child access to qualified in-school counselling staff, as Labour would do, to provide psychological support for children when and where they need it.

If we are to look after our children, we need to look after their teachers too. The Government cannot be getting it right when, as National Education Union research has shown, two thirds of teachers in state-funded schools in England feel stressed at least 60% of the time and over half of teachers say that their workload is either “unmanageable” or “unmanageable most of the time”. Education policy has to be about the wider social environment in which children are growing up. If we have a Conservative Government who are determined to destroy public services, as we do at the moment, then our children will suffer and their futures will suffer too.

The massive cuts inflicted on Wirral Council by central Government since 2010 have left the future of numerous libraries in my constituency hanging in the balance. A loss of libraries and of skilled librarians does a huge disservice to the children of our country. Those cuts, too, have put the future of Woodchurch leisure centre and swimming pool at risk. How are the children supposed to learn to swim if they do not have a leisure centre because of these cuts from central Government? The impact of cuts to public services on our communities cannot be overestimated. The Government are creating cultural deserts and opportunity deserts, and children will suffer as a result.

I gently suggest to the Minister that the rule about facing the Chair when addressing the House is not just about courtesy and politeness—I know that she is the most courteous and polite person on the planet. It is also because if she is looking at someone who has asked a question, the microphone does not pick up her voice. I say this to everyone. That is why it is important to face this way; if she does so, she can be properly heard.

The Minister said that there was a lottery in how people paid for their care. There certainly is, and this is raised with me on a regular basis by my constituents. A quarter of Wirral adults with ongoing health needs were denied continuing healthcare over the summer, according to figures from NHS England. I think the Minister would agree that the CHC—continuing healthcare—system is unfair. Just at the very time when families need support, they often find themselves facing huge bills for care and having to consider selling the home of the person who needs care. Can she tell us what action she will take to ensure that no person has to sell their home to pay for their care, or was that just another hollow promise from the Prime Minister?

One of my constituents owns a company that supplies video, lighting, sound systems and technicians to performance venues on a rental basis, but his business will not benefit from the Government’s announcement. He is really worried that he and many other providers of services to performance venues will have to make many staff redundant within the month. So what will the Minister do as a matter of urgency to support those incredibly important technical staff working in this industry?

There is a great deal of public concern about the Bill before us today, because it fails to provide for effective parliamentary scrutiny in future trade agreements. In effect, the Government will have free rein to do what they like in signing trade agreements with countries around the world, including countries that do not have the same level of environmental protections, food safety and animal welfare regulations that we currently have. Free trade agreements can have an impact on our labour standards, and on the ability of our public services to operate in the public sector. That has profound implications for the quality of all our lives, and for our democracy.

Before the current covid-19 crisis, large sections of the public had become aware of the privatisation of the national health service which has been going on under this and previous Conservative Governments. The Bill fails to protect the future of the NHS, since it does nothing to prevent trade deals from being done behind closed doors without proper parliamentary scrutiny.

The Health and Social Care Act 2012, introduced by the Conservative and Liberal Democrat Government, brought in complex changes, undermining our national health service as a public service delivered by public sector employees. The abolition of the student nurse bursary seemed designed to erode further the public sector ethos of our NHS. Yet, despite this onslaught from the Government, today we see doctors, nurses and other NHS workers putting their all into serving all of us as our country goes through the most terrible of public health emergencies. It is humbling and we owe them an immense debt of gratitude for their outstanding dedication. In this context, it is all the more important that those of us in Parliament and in this place stand up for the NHS and fight to protect it. I believe that the Bill fails to protect the future of our national health service.

The British Medical Association has been quite clear that the Bill should stipulate that the health and social care sectors are excluded from the scope of all future trade agreements to ensure that the NHS can be publicly funded, publicly provided and publicly accountable. It is also quite clear that the Bill should rule out investor protection and dispute resolution mechanisms, to ensure that foreign private companies cannot sue the UK Government for legitimate public procurement and regulatory decisions, and that protections should be included in the Bill to ensure that NHS price control mechanisms are maintained so that patients have access to essential and life-changing medicines.

I am very concerned that, while our fantastic NHS workers are doing everything they can to tackle covid-19 and provide care and support to anyone who needs it, the Government are seeking to pass a Bill that does nothing to enable elected representatives meaningfully to scrutinise trade deals to protect the NHS. The Trade Justice Movement has said:

“The current processes are fundamentally undemocratic: Parliament has no guaranteed say on trade deals, and the government is not required to be transparent before or during trade negotiations.”

At the last general election, the Conservative party manifesto promised:

“In all of our trade negotiations, we will not compromise on our high environmental protection, animal welfare and food standards.”

Yet, the National Farmers Union has highlighted the absence of any provisions to safeguard the high farming production standards in the context of the international trade negotiations. Compassion in World Farming has quite rightly said that any new trade agreements must not undermine UK standards for animal welfare, food safety or environmental protections, and that they must protect UK farmers from imports produced to standards lower than those in the UK.

During the transition period following the UK’s exit from the European Union, trade remedies are dealt with by the EU. At the end of the transition period, we need our own trade remedies authority to investigate alleged unfair practices. However, the new trade remedies authority provided for in the Bill lacks the independence, parliamentary oversight and accountability needed to ensure that it will operate transparently and fairly when investigating and challenging practices that distort competition against UK producers in breach of international trade rules. There is no provision for ensuring a voice on the trade remedies authority for industry bodies or trade unions, and there is no proposed mechanism for their ongoing consultation on trade practices affecting the competitiveness of UK industries or the employment of workers therein.

To conclude, the Bill fails to make provision for meaningful and effective parliamentary scrutiny of trade deals and gives the Government immense powers to turn back the clock on safety standards in the food we eat, the products we buy, our employment rights and the way in which public services are delivered. It threatens the future of the NHS by leaving it exposed to greatly increased privatisation—
