Before we proceed, I am afraid that I will have to introduce an initial time limit of seven minutes, to ensure that everybody gets an equal chance to make all the important points that have to be made. I would also like to welcome to the Gallery of the Chamber Stacey Abrams from the USA. It is good to have an international input to our proceedings. Ms Abrams was the Democratic candidate for Governor of Georgia and the House of Representatives minority leader, and we are delighted to be observed by her this afternoon.
