I begin by paying tribute to my right hon. Friends on the Front Bench. They have met the challenge of Salisbury clearly, firmly and deliberately. The response of the international community today simply underpins the resolution they have shown in dealing with this crisis.

The strength of our response, however, only underlines how our policy towards Russia has not worked. Yes, it was well intentioned, yes it was rational—we wanted to see Russia as a partner and a part of the rules-based international system—but it has not worked like that. Our actions have not deterred Russia from repeated misbehaviour. After Georgia came Crimea. There were sanctions. After those sanctions, thousands of Russian troops were deployed in the Donbass, and we had the shooting down of MH17, including the murder of 10 of our own citizens. Our response to the murder of Litvinenko clearly did not deter the attempted Salisbury murders. So we have to do more.

I note and welcome that the Government have reserved the right to deploy other measures beyond the expulsions—measures that must surely include making it more difficult for those close to the presidential Administration to do business, raise funds or buy property here in London.

Let me offer the House four thoughts, none of them particularly original. First, we must rise to the challenge of fake news: the ability of sophisticated enemies like Russia to obfuscate what should be clear, to foster conspiracy where none exists, and to tell blatant lies when they are pushed into a corner. It is the speed with which Russia is able to do that, using propaganda, social media, the “bots” and all the rest of it, that requires our response to be so much quicker. We need to deploy faster truth. I appreciate the difficulties of revealing or sharing intelligence, but when we have photographs of a mobile launcher that brought down an aircraft, and when we know that an agent as powerful as Novichok could only be developed in the highest-grade, most technically advanced state laboratory, we need to get those facts out far, far more quickly.

Secondly, this was an armed attack on a member of NATO. Under article 3 of the North Atlantic treaty, which is not quoted in the Chamber as often as article 5, NATO members agree

“to maintain and develop their individual and collective capacity to resist armed attack”.

NATO must now renew its focus on the Russian threat. It must use the July summit to modernise its decision making, to make possible much more rapid deployment of troops and planes across NATO’s internal border, and, above all, to beef up its strategic communications, which are so often much less than the sum of their parts. We need a faster and more coherent response from NATO.

Thirdly, whether we in the House are remainers or Brexiteers, we need to come together now to support the security partnership that the Prime Minister described so well in her Munich speech. One obvious way in which to reinforce the security of what continues to be our continent is to help to reduce Europe’s dependence on Russian gas, which means—even as we leave the European Union—supporting the fledgling European energy market. I was delighted to note a reference to that in the Prime Minister’s earlier Mansion House speech. It means helping to increase diversity of supply across our continent, encouraging dual flows and shared coding, promoting more interconnection, and using our technology and our regulatory experience to continue to play a leading part in making the European energy market much more resilient.

Finally, we need to strengthen our defences. Yes, the Prime Minister was right to remind the House that we have had a rising defence budget since April 2016, and yes, we do meet the 2% target, but Russia is not spending 2% of its GDP on defence; it is spending more than 5% of its GDP on defence.

That is precisely the point that I am about to address. Russia is spending 5% of its GDP on conventional weapons, nuclear weapons, cyber and hybrids, and, as we now know, on a completely illegal chemical weapons programme. As my hon. Friend has pointed out, the NATO 2% is a minimum and not a ceiling. I think the House should consider this—and I do not make the point in a party political way. In the last year of the last century, the Blair Government were spending 2.7% of GDP on defence. That was before 9/11, before Daesh terrorism, before Kim had his nuclear weapons, before cyber-attacks on our own Parliament, and before Russia became more malignant again. I was in the House in 1999, and I do not recall anyone suggesting that our armed forces were overfunded then.

If we want to continue to lead in NATO, on the ground in the Baltics, in the air over the Black sea, and in the North sea and the north Atlantic in anti-submarine warfare, if we want to go on playing our part in the counter-Daesh coalition, if we want to prop up fragile democracies in Afghanistan, Ukraine and Nigeria, if we want to go on contributing to United Nations peacekeeping in sub-Saharan Africa, and if we want to maintain a presence in the Gulf and recommit ourselves to protecting international trade routes in Asia-Pacific, we must will the means to do so. That means that, along with the modernisation programme that I know my right hon. Friends are now considering, we must now set our minds—and this is the answer to my hon. Friend the Member for Gainsborough (Sir Edward Leigh)—to a higher defence target. I have said publicly that I think we should commit ourselves, under the next spending review, to meeting a target of at least 2.5% of GDP by the end of the current Parliament.

If there is one thing that Salisbury has taught us and we have learnt all over again, it is that what Russia really understands is weakness—countries that will not stand up for themselves, will not protect their people, and will not protect their values and the freedoms that they enjoy. We have never been such a country, and Salisbury should remind us all that we never should be.

I cannot think of one ally—never mind the United States—that thinks that the world would be safer or that we would be safer if we left the European Union. Let me be clear: our central defence rests on our membership of NATO, but there are things that the European Union can add to that—not least, for example, the recent action taken against Russia after its annexation of Crimea and its interference in eastern Ukraine. It was the European Union that was able to apply economic sanctions—something NATO cannot do.

President Obama is indeed visiting the country later this week. Nobody doubts for a second the total commitment of the United States to NATO, and nobody claims for a second that, just because the United States is not in the EU, it is any less committed to national defence, NATO or anything else—indeed, it would never surrender a jot of its sovereignty. The fact is that our security depends on NATO, not the EU, and if we leave the EU, we will be just as safe as we are now.

My hon. Friend and I, although we have been friends for many years, differ on this matter. Let us be clear: the United States, as we do, shares its sovereignty by its membership of NATO—by being prepared to come to the aid of other NATO members under the obligations in article 5. There are many international ways in which we decide to share our sovereignty for the common good and for the better security of our country.

Our recent strategic defence and security review identified cyber as one of the key threats facing this country. My Department has now taken overall responsibility for cyber security, and we are spending more than £2 billion to ensure that we keep the institutions of government properly protected and do our best to spread good practice in our industry.

As I have said, NATO is the cornerstone of our defence and the EU plays a complementary role. I have not yet come across any NATO Defence Minister who thinks that we should leave the European Union or that we would be safer and stronger outside it. Taken together, membership of those two organisations—the alliance and the union—keeps us stronger and safer in an uncertain world.

There would obviously be significant implications for Faslane if the nuclear deterrent was no longer there, as was pointed out yesterday by GMB Scotland, which said:

“The commitment in the SDSR to multilateralism and to the successor programme going ahead is welcome as it is crucial to jobs”

in Scotland.

The Government were elected on a manifesto commitment to replace the Vanguard submarines, and it takes over a decade to build and trial a nuclear submarine, so we have to take that decision in 2016. Design work is already far advanced, and in yesterday’s review we announced further investment of £600 million, which takes the assessment phase cost from £3.3 billion to £3.9 billion.

I want to make three basic points about why renewal is vital. First, this is about realism. We are of course committed to creating the conditions where nuclear weapons will no longer be necessary. We have reduced our nuclear forces by well over half since the height of the cold war; this very year, I cut the number of deployed warheads on each submarine from 48 to 40, and by the mid-2020s, we will have reduced our overall stockpile of nuclear weapons to no more than 180 warheads. Unfortunately, those actions have not been matched by any other nuclear nation or stopped unstable nations seeking to acquire or develop nuclear weapons.

My right hon. Friend mentioned costs. If we had had an effective Opposition yesterday, and even today, there might have been a greater focus on the cost overruns, which are what worry me. He is making sterling efforts to deal with the problem in the MOD, for which I salute him, but will he commit to holding the feet of the private sector to the fire and making sure there are no more cost overruns? This is too big a project to take money from the conventional forces.

I can certainly give my hon. Friend that assurance. I will come later to how we will deliver the Successor programme and maintain that downward pressure on costs that he wishes to see.

I said that other nations have not matched our own disarmament. Russia is commissioning a new Dolgoruky class of eight nuclear submarines, is developing and preparing to deploy a variety of land-based ICBM classes, and is planning to reintroduce rail-based ICBMs. Last month, North Korea showed off a long-range ballistic missile carrying miniaturised nuclear warheads. It has carried out three nuclear tests and, in defiance of the international community, conducted ballistic missile tests. In an unpredictable nuclear age, we cannot simply wish away threats that exist now or that may emerge in the 2030s, 2040s and right through to the 2050s.

Yes, I fully accept we have to persuade those with doubts about military action that there is a political track as well. Towards the end of the week, the Prime Minister will be replying to the questions posed—quite legitimately—by the Foreign Affairs Committee that deal with exactly that point: how a transitional Government can be put in place that has the support of all sections of the different communities in Syria and how that can lead to the provision of security, particularly in the Sunni areas, in northern Syria. However, that should not delay our dealing with a terrorist menace that has already brought slaughter to the streets of Paris and resulted in the deaths of our own citizens on a beach in Tunisia and one in Paris itself.

24. Further to the answer given to my right hon. Friend the Member for New Forest East (Dr Lewis), it is dangerous to wound an enemy and not kill him, especially if fighting a wild beast. Given that no air campaign alone has ever dislodged a determined enemy, what is the plan after we have bombed Syria? Where is the strategy? What ground troops are we going to put in?

In Iraq, we are assisting the legitimate Government of Iraq, the Iraqi forces and the Kurdish forces to push ISIL out of Iraq, and we are having some success in that. Of course in Syria we will in the end need ground forces that are local and locally supported. Prime Minister Abadi in Baghdad does not want British troops or American troops on the ground; that would further radicalise opinion, particularly in the Sunni areas. On the ground, the battle has to be won by local forces that have the support of the local population, but that should not deter us from making a start in dealing with ISIL’s headquarters, from where this terrorism and slaughter is being directed.

I agree that we should keep the embedding of five pilots in hundreds of missions in perspective, but the fact remains that we were given a solemn promise that if British service people were to bomb in Syria, we would be consulted. I urge my right hon. Friend to learn the lessons of these incidents. Twice bitten, twice shy; twice we have relied on faulty intelligence to undertake disastrous invasions of Libya and Iraq. Two years ago we were told that we had to bomb Assad; now we are told that we have to bomb his enemies. I say to my right hon. Friend, please do not take us for granted; tell us all that is going on.

I have never taken my hon. Friend for granted. The motion that the House debated almost two years ago in August 2013 did not license UK military operations in Syria. There are no UK military strikes in Syria, but I have explained to the House that where our personnel are embedded with other forces, they are participating in those countries’ operations that are approved by their procedures and Parliaments.

I am grateful to the hon. Gentleman for what he has said.

Let me make it clear at the outset that Ukraine has the right to defend herself, and to defend her sovereign territory. The hon. Gentleman asked what was our strategic objective. It is to help Ukraine in that task: to help it to build up the capacity and resilience of its armed forces, and above all, when we can, to help to reduce the number of fatalities and casualties that are occurring.

The hon. Gentleman asked about NATO. This is not a NATO deployment; it follows a decision by the United Kingdom Government. Obviously we consult our allies very closely—I hope to do that in Washington very shortly—and NATO has set up a couple of trust funds, to which we have contributed, as part of its partnership with Ukraine. Nevertheless, this is not a NATO operation A number of our allies are considering providing non-lethal assistance, and the United States is already doing so.

As for how the deployment fits in with other efforts, it accompanies our continuing diplomatic efforts. I should emphasise that this country has been at the forefront of the efforts to impose sanctions on Russia. I should also emphasise that it is leading the efforts to ensure that those sanctions are renewed, and to make Moscow understand that unless its aggression ceases, it will face further sanctions and additional international isolation.

The hon. Gentleman asked about force protection. The training will be carried out either around Kiev itself or in the west of the country, an area that we know well and where exercises and training take place. Obviously, however, we will continue to assess what force protection is required for each specific mission. The hon. Gentleman asked about the status of our trainers. I want to make it very clear that we are providing this training capacity at the request of the Ukraine Government. Each of these things has been asked for by Ukraine; we are answering Kiev’s call.

The trouble with sending advisers is that, as the Americans found in Vietnam, and as many other nations have found since, mission creep eventually results in the sending of combat troops. Given that Ukraine is an area the size of France, where whole German armies of tens of thousands of men were enveloped and destroyed in the second world war, is there not a real danger of that? We must rule out sending ground troops, and we should concentrate our efforts on promoting peace, self-determination in the east within Ukraine’s borders, and solving what the Foreign Secretary described as a “sink of corruption” in Kiev. We should send advisers to help to sort out corruption, not wage war.

We already provide advice and support on how to tackle corruption inside the Ukrainian Government. We have done so over the past few months and, indeed, I think even before then. As for mission creep, may I make it absolutely clear that we are not deploying combat troops to Ukraine, and we will not do so? We are providing non-lethal assistance that has been requested by the Ukrainian Government to enhance the capability of their armed forces and to attempt to reduce the number of fatalities and casualties that they have suffered.

No, I do not think that anything in the agreement will stop that continuing relationship, but we are still waiting for an answer from the Labour party on whether it will respond to the union’s call to renationalise this company, should we ever be unfortunate enough to have Labour in government again.

Given that we started this process in the old Department of Trade and Industry 21 years ago, this must be the longest fire sale in history. It was apparent then, as it is apparent now, that if Royal Mail is to grow it must have commercial freedom. At the same time, it is possible through primary legislation to protect the universal service—the stamp costs the same in rural Lincolnshire as in London. We said that 21 years ago and we have been saying it ever since. When will Labour Members start to listen?

I am grateful to my hon. Friend, who played a part at an earlier stage of the story. A lot of progress has been made since then in tackling the pension deficit, setting up a proper regulatory framework and separating Royal Mail from the Post Office, but he is right to emphasise the key point: Royal Mail needs commercial freedom to invest in its future. The private post in Germany, Deutsche Post, is spending about £600 million a year in modernising its network and in automating, and Royal Mail needs the freedom to invest similarly.

The Government are reducing the overall burden of regulation affecting business. From January we will further tighten the screw on regulation by doubling the challenge from one in, one out to one in, two out. The impact of regulation is independently verified and reported twice a year in the statement of new regulation. We published the fifth statement this week for the first half of next year, which forecasts that by July we will have reduced the annual cost of regulation to business by over £900 million.

I was told by a colleague that early in this Parliament a Minister responsible for deregulation—not the current Minister—rushed into a meeting with his colleagues to say that although his civil servants wanted to increase the number of regulations on business by 67 this month, with hard fighting he had beat them down to 57. That is still 57 extra regulations this month. Is my right hon. Friend going to bear down on that and ensure that by the time of the next general election there is a real, dynamic reduction in regulation on business?

Yes. This Government intend to be the first ever to reduce the overall burden of regulation during their time in office. If my hon. Friend looks at the fifth statement of new regulation, he will see that—significantly—more regulations will be removed over the next six months from January than will be added. As I said, the overall cost reduction to business is nearly £1 billion.
