Urgent Questions are proposed each morning by backbench MPs, and up to two may be selected each day by the Speaker. Chosen Urgent Questions are announced 30 minutes before Parliament sits each day.

Each Urgent Question requires a Government Minister to give a response on the debate topic.

We have a very close working relationship with the Government in Northern Ireland. We will continue to maintain that and to share information as appropriate, as we have done throughout this pandemic. I pay tribute to the work of the Government in Northern Ireland in tackling it.

The Lancet reports that there is a 2.6% chance of catching covid-19 at 1 metre and a 1.3% chance of catching it at 2 metres. The World Health Organisation recommends 1 metre. It is now time for the Government to decide. The Minister knows that this will be game-changing for reopening our schools and reopening our economy, but also for impeding the spread of this pandemic. He speaks about making the right decision at the right time. One metre is the right decision; now is the right time, not in two weeks.

I am grateful to my hon. and gallant Friend for that question. The WHO says that the distance should be at least 1 metre, so it is not prescriptive in that respect. We should make sure that we note that. He makes a very powerful case for getting our economy, and particularly our small businesses and hospitality businesses, moving again. We are making good progress in tackling this disease, and we do not want to put that at risk. The review will give us the scientific evidence to make an important decision on the way forward.

With due respect, I think that the hon. Gentleman is mixing up a number of issues. The future accommodation model has yet to start, but the pilot scheme is on track to start in December. We have been working closely with the families federations, which have themselves recommended the locations for the pilot schemes. I very much look forward to this work taking place in December.

Recently, concerns have been expressed to me about the quality of grounds and buildings maintenance at armed forces accommodation at Woodhouse in my constituency. The Minister’s commitment to our armed forces personnel is well known and clear. Can he reassure me that the future accommodation model will include high-quality maintenance, and will he meet me to discuss that specific issue?

Accommodation is very important. As I have mentioned, equipment and training are one thing, but we must ensure that we look after our people. The level of accommodation is one of the reasons why armed forces personnel choose to leave, which is why we are investing in more modern accommodation. I would be delighted to meet my hon. Friend to discuss the issue. The Secretary of State and I take very seriously the matter of upgrading the accommodation that we offer our armed forces personnel.

I join the hon. Lady in welcoming the cessation of hostilities. The peace talks will begin on 18 April in Kuwait. A number of organisations have been created, including the Yemeni national independent commission of inquiry, which is the appropriate body to look into human rights issues in Yemen. The Saudis have themselves organised their own investigative committee in order to analyse and put their hands up when mistakes were made.

I commend the Minister for his tireless work in seeking an end to the horrendous conflict in Yemen. What steps are the Government taking to support the UN-sponsored peace talks in Kuwait in little under a week’s time?

We have participated fully in bringing together what has been a very complex situation. Often people simply try to knuckle it down to one, two or three sides, but al-Qaeda is in Yemen, as is Daesh. There are not only the Houthis and other groupings, but many militias that are looking at which way the winds will blow. I have spoken on a number of occasions to President Hadi, and indeed to Ismail Ahmed, the UN envoy, to encourage the ceasefire. I hope that we will see real progress when the talks commence in Kuwait on 18 April.

These investigations must be concluded, they must be looked into and they will be ongoing. The situation on the ground is very difficult and, in many cases, we are unable to have access to verify what has happened. I am pleased to say that progress is being made by the UN envoy, Ismail Ahmed, in bringing the parties together in Geneva very shortly, and that is where we need to focus in terms of getting a ceasefire in place.

The humanitarian consequences of the conflict in Yemen, a country I know well, are heart-rending. Does the Minister agree that international peace talks leading to a political settlement are the best way to bring an end to the humanitarian suffering and any potential breaches of international law in Yemen?

My hon. Friend is absolutely right to say that we are discussing important challenges in the middle east, but unfortunately the scale of the situation in Yemen is dire; 20 million people are facing famine and starvation, as there is a lack of oil, water and the support that they need. There is no governance there and until we have a ceasefire, the port of Hodeidah will not be able to be opened up to allow that humanitarian support to come into the country.
