13. What steps he is taking to reduce reoffending.

I am grateful to my hon. Friend for his question. Between 2010-11 and 2020-21, the overall proven reoffending rate decreased from 31.6% to 24.4%. The Government continue to take action to drive down the reoffending rate even further by investing in initiatives to get more offenders into work, stable accommodation and substance misuse treatment on their release.

My right hon. Friend is absolutely right; the key to rehabilitation and ending reoffending is employment and stable accommodation. He has spoken already about purposeful activity today, but may I ask him to look at making the subsistence payment available to all prisoners on release, because that would ensure access to the sort of settled accommodation that is required?

My hon. Friend makes an interesting suggestion. I am happy to meet him, if that would be helpful, to discuss further his ideas.

I am grateful to the hon. Lady; she will be aware of the work being done across the criminal justice system through both the race disparity review and the Lammy review in that context. Decisions on remand are taken by the judiciary, so it would be wrong for me to comment on judicial decisions, but I am happy to meet her to discuss this further if that would be helpful, and so is the Minister for disparity in the justice system, my hon. Friend the Member for Finchley and Golders Green (Mike Freer).

What progress his Department has made on building new hospitals.

On 2 October, £3.7 billion-worth of funding was confirmed for 40 new hospitals, with a further eight schemes invited to bid for future funding, to deliver a total of 48 hospitals by 2030. Four in the programme are already in construction, and three others have commenced early, enabling works on site. The hospital building programme is, of course, in addition to significant upgrades to 20 hospitals, which will be complete by March 2024, and is part of a wider programme of investment.

I am pleased to confirm to my right hon. Friend, a distinguished predecessor of mine in this office, at this Dispatch Box that £6 million-worth of funding has been approved in principle, allowing Shrewsbury and Telford Hospital NHS Trust to develop its plans and produce a business case for this scheme. The Department will continue to work closely with the trust to understand how the right support can be provided centrally to develop an affordable case for the overall scheme and to maximise the impact of this funding, and I will be writing to my right hon. Friend with more detail later today.

The independent reconfiguration panel overwhelmingly backed the plans for the development at the Epsom and St Helier trust; does my hon. Friend agree that the Labour party should take away the threat of a judicial review and allow this investment to take place so that my constituents and the constituents of south-west London can benefit from greater access and better-quality healthcare?

I am delighted that my right hon. Friend the Secretary of State recently gave these plans the green light following independent advice from the IRP, and I am pleased that this will mean my hon. Friend’s constituents and, indeed, many others will benefit from a new state-of-the-art NHS hospital in Sutton. Patients and the public will now be engaged in shaping the detail of the new services; I encourage all local people to participate positively in that process and the council and others to get behind that scheme and that record investment by this Government in his area.

Last Friday I held an open meeting so that my residents could better understand the proposals for Epsom and St Helier University Hospitals Trust. While I understand that the Minister cannot comment on the consultation, does he not agree that my residents would do better to consider the evidence that shows these proposals will improve access and quality and have no adverse impact on health inequalities?

My hon. Friend is right. I do not intend to prejudge the consultation, but I agree that his constituents should look very carefully at the evidence of what it will do to save lives and improve healthcare and respond accordingly.

While I recognise and pay tribute to the hon. Lady for her championing, as one would expect, of her constituents and local hospital, I am sure she will none the less welcome this Government’s massive investment in our NHS. I hear what she says about her own local hospital, and she is right to highlight the work done by the staff, who do amazing work day in, day out, particularly in the aftermath of some incredibly challenging disasters. I would be very happy to meet and talk to her in more detail about the finances of her hospital and trust since 2011, if she feels that would be useful.

I welcome my hon. Friend to his role and wish him every success. I also welcome this Government’s continuing investment in the NHS, particularly that in the Epsom and St Helier University Hospitals NHS Trust. Does he agree that it will provide high-quality A&E services for my residents, maintain key services at the St Helier site and confound those naysayers who said that this Government were going to shut that hospital?
