The hon. Gentleman is right to raise the incredibly valuable role of community pharmacies. He may want to raise that in an Adjournment debate so he can discuss with Ministers precisely what steps he thinks they should take to protect that incredibly valuable role.

A few weeks ago Councillor David Slater, a sitting county and borough councillor and the former, and longest-serving, leader of Charnwood Borough Council, passed away. David was a selfless and dedicated public servant. Will my right hon. Friend join me in paying tribute to David’s work and the work done every day across this country by elected local councillors, regardless of party, and may we have a debate on the value that that brings to our communities?

I think we all know of people who go above and beyond the call of duty in serving the people of this country in councils across the United Kingdom. I join my hon. Friend in paying tribute to his constituent. He may wish to seek a Backbench Business debate so that all Members can pay tribute to those who do such good work in their own areas.

I am sure that the whole House will have welcomed the hon. Gentleman’s tribute to Sir Gerald Kaufman. On his point about football and Leyton Orient, we did have a debate about the governance of football only two weeks ago, so I do not think that I can offer a further debate in Government time in the short term, but I will undertake to report his concerns about both Leyton Orient and the general issue that he raises to the Secretary of State.

May I associate myself with the tributes paid by right hon. and hon. Members to the late Father of this House? It speaks volumes about the depth of knowledge and wisdom in this House that the late Sir Gerald was a Member of this House and of the Government before I and many other Members were even born. Although I only overlapped with him in this House for a year and a half, I think that I am on very safe ground in saying that his wisdom, judgment, wit and experience will all be sorely missed from the deliberations of this House in the future.

Today the Joe Humphries Memorial Trust, which was set up in memory of Joe Humphries, a 14-year-old boy from my constituency who dropped dead suddenly while jogging in 2012, is holding an important conference in the city of Leicester to bring together professionals from the world of sport and the medical profession to discuss sudden arrhythmic death syndrome, also known as sudden adult death syndrome. They want to discuss what can be done to raise awareness of it and to help to prevent it. Will the Leader of the House join me in paying tribute to Joe Humphries’ family and to all those who work with the trust for their work, and can we have a debate in this House on sudden arrhythmic death syndrome?

I certainly join my hon. Friend in paying tribute to Joe’s family and to the others working with them. I very much welcome the initiative that he describes to encourage a fruitful exchange of ideas about how we can do more to detect and treat these very distressing conditions. The death of a young person, in particular, causes devastation to their family and friends.

We have some of the fastest improvements in hospital death rates for strokes and heart attacks anywhere in Europe, and there is some evidence that that is partly due to the creation of specialist stroke and cardiac units, but there is a great deal more to be done. I know that the Department of Health will want to applaud the work that is happening in Leicestershire.

I do not want to pre-empt what my right hon. Friend the Secretary of State for Communities and Local Government is going to say in his statement later today, but there is an opportunity next Tuesday in the Adjournment debate to raise precisely the kind of local city or county-specific issues that the hon. Gentleman has in mind.

Rothley post office in my constituency closed recently and moved its services to a local shop, despite strong local opposition. It appears from local reports that promises about services that were made during the consultation are not being fully adhered to by the Post Office. May we have a debate on the impact on rural communities of changes to the Post Office branch network and, in particular, on the importance of the Post Office adhering to assurances that it gives during consultations?

I would be concerned to hear that the Post Office was going back on previously accepted positions. My hon. Friend may wish to catch your eye, Mr Speaker, in the Adjournment debate next Tuesday to raise his constituency concerns. The Post Office operates as an independent business, and the Government do not interfere in day-to-day operational responsibilities, but the Post Office has a responsibility to carry out proper consultation locally and seek feedback from people. I hope that my hon. Friend will bring his constituents’ concerns directly to the attention of senior managers in the Post Office.

There has just been a debate on the issue of women’s pensions. I think the hon. Lady does not accept that we do not agree with her. My view on the issue of women’s pensions is that it is a difficult one. Putting in place any transition is difficult, because somebody will always be affected by the changes. The reality is that, if we are to have an affordable and fair pension system, we have to put through some of those changes and sometimes not make changes, even though people may want them.

Many of my constituents in Thurmaston are concerned about Post Office plans to move their local branch, despite strong local objections and concerns. Given that many such changes, good and bad, will be made by the Post Office in constituencies across the country in the coming years, can we have a debate on the Post Office’s approach to its branch modernisation programme, and on its approach to consultation and taking into consideration the views of local people?

Lord Grayling Portrait Chris Grayling
- Hansard - - - Excerpts

That is something visible to Members across the country. As my hon. Friend has said, there has been a range of changes in the Post Office. At least this is about upgrading post offices; we have been through many years of battles to try to save post offices from closure. There is now a real opportunity for our post offices. Sadly, as we have heard in previous business questions, we have seen the disappearance of many local bank branches. The Post Office offers an alternative to many small businesses. I hope that that will help to secure its future in many of our communities.

I can assure the hon. Lady that this remains a matter of concern to Ministers. The responsible Minister will be in the House next Tuesday, and I encourage her to put this point directly at that time. I will make sure that Ministers are aware of her concerns and are properly equipped to give her the latest update.

I have been contacted by a constituent concerned that the abolition some years ago of the 15-year “long stop” rule for claims against independent financial advisers leaves open time-unlimited opportunities to pursue such claims. This situation applies to no other profession. Will the Leader of the House find time for us to debate this important issue of fairness and the Financial Conduct Authority’s approach to it?

Lord Grayling Portrait Chris Grayling

My hon. Friend raises an important point. Complaints should be brought in a timely fashion, although it is difficult to strike the right balance. It is important that complaints be made in a timely fashion and that people are not left hanging on forever at risk of a case being brought against them, but occasionally the full facts only emerge after some time, so we cannot have too tight a deadline either. I will make sure that his concerns are drawn to the attention of my colleagues in the Treasury, and I will ask them to respond to him.
