I am grateful to my hon. Friend for those kind words. There has been a great success with the Government Digital Service, which the Washington Post has hailed, stating that the UK has set

“the gold standard of digital government”.

The Obama Administration and the Australian Government have created their own analogous organisations, explicitly modelled on what we have done.

I do not know what the Minister is eating for breakfast this week, but you do not seem to be able to keep him down, Mr Speaker —I half expect him to announce a U-turn on his intended retirement before the week is out.

Is not the secret success of the Government Digital Service the confidence that it has given Departments to develop solutions in-house with an agility that was simply impossible in the days of lengthy contractual negotiations with large IT companies?

My hon. Friend is completely right. From a time when British government was synonymous with failed IT projects, we have moved to being the world leader in digital government. There is still a huge amount more to do, but I am grateful to him for his support for our work.

My hon. Friend makes a really good point, and there is much more that we can do. For example, we will make available public sector Government-owned land and buildings for the siting of mobile phone masts, which will be beneficial in lots of ways. It will provide locations for the masts as well as income for the Government. We have now also published the second iteration of our map of the publicly funded digital infrastructure. This includes the many thousands of miles of fibre that have been paid for by the taxpayer but which are massively underused and under-exploited. If that network can be mobilised to support the roll-out of mobile coverage and rural broadband, it could accelerate the programme to which my hon. Friend and I are both deeply committed.

It is three years to the day since the Minister took up my invitation to visit Ark Data Centres in Corsham with me, and I am delighted to hear that the taxpayer stands to benefit to the tune of £100 million from the Crown hosting joint venture with the company. Does he agree, however, that the benefits of digital services extend much further than that, in that they allow a total redesign of the processes that underpin our public services?

My hon. Friend is completely right. The digitisation of services is sometimes seen as just a pretty front end on a website, but this goes much deeper. It is about a fundamental redesign of the way in which services are delivered, with the processes being designed and built around the needs of the citizen instead of around the convenience of the Government, which has far too often been the case in the past.

I do not recall this ever being addressed by the previous Government. We have inherited very large numbers of extremely costly contracts where nobody has taken any interest in this subject at all.

Days after the coalition Government came to office, we introduced strict controls on ICT spend that saved the taxpayer £316 million last year alone, a figure verified by the National Audit Office. We have opened up procurement to small and medium-sized enterprises, we are moving towards open standards and interoperability, and we are reopening some of the incredibly expensive and burdensome ICT contracts that we inherited from the previous Government, with a view to making significant further savings. There is much more that can be done, and much more that we will do.

I thank the Minister for that answer and welcome those actions. I also thank him for visiting Ark Continuity in my constituency, a company whose data centres make cloud computing possible. There are myriad data centres in local and national Government and in the wider public sector, and there are huge savings to be made. Will the Minister target this area in searching for ways to save the taxpayer money?

I enjoyed my visit with my hon. Friend to Ark Continuity. It was very illuminating. There is a huge amount we can do. Data centre capacity across Government is massively underused. A huge amount of overcapacity was left in place by the outgoing Government, who had no interest in these subjects at all. We are getting to grips with it, however. We need to do more, and we will do so; there is much more money we can save.

As I said earlier, SMEs are increasing their share of Government business. It has doubled since the election and is set to continue further. I point my hon. Friend to what happened with the Government’s aggregated travel contract when we brought it together: one of the two contracts for travel across the whole of Government was won by a small business, which is rapidly becoming a bigger one.

My responsibilities are the public sector Efficiency and Reform Group, civil service issues, the industrial relations strategy in the public sector, government transparency, civil contingencies, civil society and cyber security.

In March, Ministers confirmed in this place that the Department was conducting a review into the long-term funding challenges facing the charity advice sector, as was promised to me by the Prime Minister last October. Will the Minister tell the House and the busy advisers, such as those at Wiltshire’s citizens advice bureau, what conclusions he has reached?

As I have repeatedly made clear, this Government are very open about the meetings that Ministers have with outside organisations and individuals, so the answer is yes.

When will we learn from the crisis that engulfed the House three years ago that the response to such situations is not simply to point fingers at one another, but to address with renewed urgency the need to deal with the source, which in this case is the continuing escalation in the political party funding arms race? Will the Minister therefore apply a renewed sense of urgency to tackling that very point?

I can only say yes, that is exactly what we are doing. It is important that we look at all the issues involved in party funding. As I have said—the right hon. Member for Blackburn (Mr Straw) confirmed this—we came very close to reaching agreement. I am sorry only that the Labour party last time blocked the reforms.

The hon. Gentleman is completely correct that an oligopoly of IT suppliers has, to far too great an extent, dominated Government ICT contracts. We seek to change that by having smaller contracts and much quicker and better procurement processes, but we have a legacy of huge contracts with that oligopoly of suppliers and are looking at how we can deal with that.

T8. Europe’s most energy efficient data centre was recently opened by Ark Continuity near Corsham on the edge of my constituency, providing resilient top-tier security infrastructure. Given the Minister’s interest in improving public sector information, communications and technology, can I interest him in joining me on a site visit to see that world-leading technology for himself?

I would be delighted to visit my hon. Friend’s constituency and that installation. There are now ways of providing much better ICT at a much lower cost and in a much greener way. We are exploring all of them and I would be delighted to share our thinking with my hon. Friend—[Interruption.]

In opening access to public data on the performance of our publicly subsidised railways, does the Minister recognise that real-time running information would be even more powerful in driving innovation that would aid the travelling public? Will he get train operators to be more open with such public data?

My hon. Friend makes a powerful point. These are services that rely on public subsidy, and that information is incredibly valuable and capable of providing enormous benefit to the users of public transport. It can drive more passengers on to public transport, which we all want, so it is in not only the public interest but the operators’ interest to make such data available.
