Commons ChamberOn that last point—two huge armed forces meeting in central Europe—the hon. Gentleman will know that NATO has refrained from stationing non-national NATO troops in the front-line new NATO member states precisely to avoid that build-up. It is part of the Russia-NATO agreement to avoid that build-up of forces in a confrontational way. I am personally rather reluctant to dictate to independent third countries what they can and cannot do. I think Ukraine is perfectly entitled to aspire to membership of the EU or NATO if it chooses to do so. However, it is very, very clear that membership of either organisation would be many, many years away. Ukraine would have a huge amount of work to do before it was ready for membership of either organisation.
I welcome the Foreign Secretary’s clear articulation of the economic limits to Russia’s stance, but what is his assessment of the economic impact on Ukraine’s ability to sustain its position and the period of conflict with Putin’s proxies?

Commons ChamberThe UK has contributed considerable resources, including military surveillance resources, to assist the Nigerians, and we have produced some intelligence that could have been helpful in the ongoing manhunt. However, the capacity of Nigerian forces on the ground in that region is not as great as we would like, and the constraints on their freedom of action in the north-east region are growing all the time because of the increasing role of Boko Haram.
Allied warplanes cross the skies above Syria while Assad’s helicopters drop barrel bombs on the civilian population, unimpeded by any flight restrictions. How can this apparent indifference possibly help to discourage Syrians from turning to the ISIL militia?
There have been proposals, principally promoted by the Turks, for the introduction of no-fly zones and safe havens in northern Syria. We have not dismissed these proposals out of hand. We are engaged with the Turks in looking at them—the hon. Gentleman will probably know that the Turkish Prime Minister is here in London today—but there are some practical difficulties with them. Both we and the United States have said that we would need to look very carefully at any such proposal before we could consider it further. The House of Commons, given the view it clearly expressed about UK engagement in Syria, would undoubtedly want to have a very significant say in this matter.

Commons ChamberFirst of all, I did not publish a document. The chairman of the Joint Intelligence Committee wrote to the Prime Minister summarising the judgment of the UK intelligence community. That was done in an atmosphere in which we were extremely conscious of the parallels with Iraq 2003 and extremely cautious about presenting any argument to Parliament that relied or depended on intelligence information that we could not publish or produce. I think we made the right judgment in presenting our argument cautiously, relying only on information that was available and could be examined by Members of the House of Commons.
T4. Ministers’ summer reading will have included the report of the Committee on Arms Export Controls, including its concerns about export licences for dual-use items to Syria. In responding to that report, will the Minister confirm that British exports will not have contributed to the military strength of the Assad regime?

Commons ChamberLet me assure my hon. Friend that relationships with the Treasury have improved dramatically at a working level. My right hon. Friend the Chief Secretary and I have complete transparency on these matters and have worked together very closely to achieve this outcome. The Government are fully committed to the replacement of the Trident nuclear deterrent.
I welcome the Defence Secretary’s decision to require an estimate of 10 years’ worth of support costs before a project is committed. It makes little sense, after all, to go to a cheaper supplier of respirators, for example, only to pay more each year in servicing them. Will that open the door to a more innovative approach from suppliers, so that we might increasingly be procuring not just kit but in-service capability?
I am glad to tell my hon. Friend that that is already happening. We are increasingly entering into availability contracts where the whole-life costs of the project are taken into account and capability is delivered in the most efficient way.

Commons ChamberThe Prime Minister has agreed that the growth review should include a review of public procurement in the UK, and that work is now under way. We will look at what happens in other EU countries that are similarly constrained by EU procurement rules, and we will look at best procurement practice in large commercial companies to maintain long-term best value. We will certainly look at the opportunities provided by, and the appropriateness of, including socio-economic criteria, where appropriate.
I am sure that the Secretary of State will want to join me in congratulating Invensys, based in my Chippenham constituency, on winning a multi-million pound signalling contract on the Thameslink project. A world leader in train-signalling technology, Invensys has in the past experienced some difficulty in winning domestic contracts. What steps is the right hon. Gentleman taking to ensure that recognition of UK engineering talent is more commonly the rule rather than the exception?
The general rule is that we would expect to evaluate bids for contracts on their merits. Companies such as Invensys and, indeed, Bombardier have won many contracts on their merits, but we will look at whether we should, in appropriate cases, include wider socio-economic issues and factors, which some other EU member states routinely do in their public procurement processes.

Commons ChamberI am pleased to be able to tell the hon. Gentleman that franchising policy in Wales is a matter for the Welsh Assembly Government, so it will be for them to decide when the current Arriva Trains Wales franchise comes up for renewal, which—off the top of my head—is in 2016. However, I said something this morning that he will be interested in: I indicated that when we return to the House later this year with our proposals for broader rail reform, we will consider the greater devolution of regional railways and regional railway funding, both to the devolved Administrations and to local authorities and integrated transport authorities around the country. That will enable us to oversee the national strategic rail routes, but not manage the regional and local railways system, from the Department in London. That seems a sensible way of proceeding.
I welcome the greater autonomy for Network Rail route managers in the Wessex area, because rail passengers in my constituency are endlessly frustrated by the pass-the-parcel attitude to responsibility for performance on the railways. In the light of First Great Western’s recent announcement, will the timing for the letting of the Great Western franchise enable the Government fully to embrace the McNulty report proposals in setting out the future of rail travel for my constituents?
Yes, of course. The fact that the Great Western franchise will be re-let in 2013 will enable us to bring forward to that date the incorporation of the benefits of McNulty’s work. However, I would re-emphasise that one of Sir Roy’s key conclusions—one that I strongly share—is that our railway is not the same in every area. What is right for the west coast main line might not be right for the East Anglia franchise. What is right for the northern franchise might not be right for the south-eastern franchise. We will consider each franchise individually, and look at different models appropriate to the type of railway involved. We will proceed on that basis, and we will learn as we go.

Commons ChamberI do not want to say, “Calm down”, but I would like to say that I am sorry if I have set a hare running. I was trying to say to the hon. Member for Halton that we are very much aware of the risk that making franchises less prescriptive could lead to reductions in train services, and we are not prepared to accept that, so I can assure the hon. Lady that under the new west coast franchise, the same number of station stops at Warrington Bank Quay will occur as under the present timetable.
I warmly welcome the creation of the sustainable local transport fund. I hope that the Minister is aware of the exciting trans-Wilts rail proposal, of which we heard earlier, developed by the community rail partnership, which has demonstrated the strong support of local businesses and MPs. Can he confirm that he would welcome a bid from Wiltshire council to that fund, and that it would be given serious consideration?

Commons ChamberI understand that Hitachi will issue a press release broadly simultaneously with my statement that will set out more details of its plans, but clearly, it will be unable to start building factories until financial close occurs later this year. There will then be a factory to build, which will create hundreds of temporary jobs in the area. I have heard that the owners of the industrial estate on which the factory will be built have also indicated that they will expect to build other units simultaneously on a speculative basis in anticipation of suppliers to Hitachi wanting to locate around the factory. I therefore hope that there will be significant construction job creation quite early in the programme. Then, of course, Hitachi will begin recruiting for the permanent jobs for the actual building of the trains—my guess is that this will happen later next year, but it is for the company to confirm.
I welcome the Secretary of State’s clarification that electrification to Bristol will also take in the line through Bath and Chippenham. Can he confirm my estimation that this proposal might even bring down journey times from London Paddington to Chippenham to less than one hour?
It may surprise the hon. Gentleman to know that among the many destinations for which I have journey time savings, Chippenham does not appear, I am afraid. However, I will be very happy to get back to him immediately after this statement.

Commons ChamberBecause the capacity problem could not be dealt with by further investment in the west coast main line. [Interruption.] The hon. Gentleman says that it could, but if he looks at the engineering reports that have been published, he will see that, in practice, it could not. We are going ahead with additional rail cars and additional train sets on the west coast main line, and the Network Rail route utilisation study published two weeks ago shows that by 2024 the line will be operating at capacity between London and Manchester, and London and Birmingham. It is not possible, because of the design of the infrastructure—we are not just talking about platform lengths—to put longer trains on a railway that is designed in the way that the west coast main line was designed. If he recalls the chaos that lasted for years when the west coast main line was upgraded a couple of years ago and if, on the back of that, he is seriously proposing that we should add two additional tracks to its entire length while resignalling the whole thing, he needs to think again.
I congratulate the Secretary of State on having the foresight to add a connection from High Speed 2 to High Speed 1. Can he tell me what the capacity will be for this link and so give this House an indication of the proportion of services from Birmingham that will be able to be through services to the continent?
The determining factor, of course, will be commercial considerations: how much passenger load there is and where interchanges might be made in the system between Birmingham, Manchester, Leeds, Old Oak Common and the route through the channel tunnel. However, the proposed single bore tunnel will have capacity for four trains per hour in each direction.

Commons ChamberYes. In accordance with our transparency agenda, we have made it clear—I made it clear in my previous announcement on roads—that we will in due course publish the business case analysis that informs decisions about projects that go ahead and projects that do not.
There is a pressing need for additional carriages on the Cardiff to Portsmouth line—indeed, a literally pressing need around Bristol, and on trains serving Bradford-on-Avon. Will it be need and overcrowding, or the commercial positions of franchisees, that drive the allocation of the 650 new carriages?
This is not about the commercial position of franchisees; it is about the economic benefits. We are not just looking at costs and revenue. If revenues were able to justify the costs, franchisees would be able to do the work on their own, without Government support. We are looking typically at situations where the revenue from fares does not cover the costs, but the wider economic benefits justify the investment of public money.
