As I have explained, the missionaries were to make contact with opposition groups in Libya in order to assess the humanitarian situation there, and it will be necessary to have further diplomatic presence and diplomatic contact in order to do that. I am not going into further operational details about that for entirely obvious reasons: other missions sometimes take place in other parts of the world. The mission under consideration met the president of the national council that the opposition have formed, and that is the basis for further contact between the United Kingdom and those opposition groups.

I wonder whether the Foreign Secretary could elaborate on that point. I am keen to know what direct contact either our embassy or his other officials have established with the chair of the national Libyan council, Mustapha Abdul-Jalil.

The diplomatic team that was there at the weekend did have a meeting with him, and we have had a range of contacts with other figures in the opposition. The hon. Gentleman will be aware that several figures have defected from the Gaddafi regime to the opposition, and I have spoken to some of them myself, including General Younis, one of the Ministers who took some of the special forces over to the other side in Libya, so our contact has been with Mr Jalil, that particular general and other figures among the opposition forces in eastern Libya.

I am grateful to the hon. Lady for raising the subject of the Lords Resistance Army. It is an organisation comprising about 400 fighters, under the leadership of an extremely evil commander, and although it is small, it can wreak havoc; it is able to displace many communities and terrorise many people. We are sparing no effort at all in helping those countries who are on the front line of tackling the LRA, and we are doing all we possibly can to bring its leader to justice in the International Criminal Court as well.

There are strong bonds with Sudan across the Salisbury diocese, including between Holt school in my own village and a school in Juba in southern Sudan, where educational resources are very stretched. In light of the referendum, there are growing concerns for the Christian minority that will be left in the north. What representations have the Government made to the Sudanese authorities about the importance of protecting minorities throughout Sudan?

I am grateful to my hon. Friend for asking that question, because we are working very closely with the Government of Sudan. We made it clear to President Bashir’s Government that his requirements for debt relief are conditional not just on making progress on the CPA and achieving an inclusive peace with justice in Darfur, but on having a policy that respects the rights of all parts of that country.

The hon. Gentleman is right to condemn attempts to shut any electronic media, including al-Jazeera. It is completely self-defeating. There will always be ways to provide information and we have, indeed, urged on the Egyptian Government the opening up of all electronic media, including al-Jazeera, as soon as possible.

What representations did the British Government make to the Egyptian Government before the supposed elections last year about making those elections free and fair?

I thank my hon. Friend for making a pertinent point. We urged on the Egyptian authorities the appointment of independent monitors for the elections, as we have done in respect of the presidential elections that are due, all other things being equal, in September this year. A measure of transparency would have been very welcome in those parliamentary elections, and we will continue to press this route on the Egyptian authorities.

The Israeli Government are in no doubt about our views, which I stated at the beginning of Question Time. We regard all settlement in the occupied Palestinian territories as illegal, and we clearly want the moratorium on settlements to continue. No one can be in any doubt that that is the very emphatic view of the United Kingdom, which is regularly expressed to Israeli Ministers, and a view that I believe they will receive from most of the world. I hope that they take heed of it.

I welcome the Minister’s earlier remarks about political prisoners in Burma. Will he now use his good offices to seek to persuade our EU partners to back United States-United Kingdom calls for a UN commission of inquiry into war crimes and crimes against humanity in Burma?

The UK supports the UN special rapporteur’s call for the UN to consider a commission of inquiry, and we are working to build international support for that and putting a lot of emphasis on it. I am grateful to my hon. Friend for his question.
