My hon. Friend is absolutely bang on. More than half of resettlement prisons now have a business leader who chairs their EAB. That puts us ahead of schedule for our national plan to deliver for every resettlement prison by April next year. To be clear on the results and outcomes we are looking for, let me give one example: at HMP Wandsworth, 39 prison leavers have been helped to find jobs and further training through their board and the prison’s employment team.

As recently as February in my Hyndburn constituency, Lancashire police had to issue dispersal orders in Accrington town centre because of antisocial behaviour. Will my right hon. Friend tell me how we can prevent young people in particular from reoffending or falling into bad habits, particularly when they have been through the youth justice system?

My hon. Friend is absolutely right. I was up in Blackpool last week to announce a £300 million fund that local authorities can access to prevent youth offending. It is called the turnaround project and is targeted at around 20,000 children. The idea is to get them into sports, whether that is boxing or martial arts, or indeed into drama or other positive outlets. By doing that, we can then wraparound the pastoral care and work with the law enforcement agencies. That will not just give those children the opportunity to take a springboard into school, training and, ultimately, work, but keep our streets safer for communities.

I can reassure the hon. Member that in all the discussions I have had, he is the only person to have made that point.

We must stand together with our international partners against thuggery and election rigging. The EU sanctions will be a crucial tool in holding Lukashenko and his regime to account. Will my right hon. Friend confirm that we will remain involved in those sanctions even after the end of the transition period?

I reassure my hon. Friend that if the EU adopts sanctions—we hope that it will and that they will be ambitious—we would continue them after the end of the transition period, obviously having worked out the timing and how they coincide with the Magnitsky sanctions.

The hon. Lady is absolutely right to warn about the risk of covid and famine, and particularly children at risk. I hope that she will be reassured by taking a look at the detail of the £119 million that we have announced today to address the threat of famine in the countries worst hit by coronavirus. The sum includes £25 million for UNICEF to support feeding centres in Yemen that provide treatment for malnourished children under the age of five. It includes £15 million in cash transfers and food aid for the most insecure households and families, including children, in Afghanistan. In areas such as South Sudan, which is dealing with internally displaced people, there is £8 million for shelters to deal with some of the most vulnerable, which will of course include children.

The pandemic has demonstrated just how important it is that our development and diplomatic efforts are fused more closely together. Does my right hon. Friend agree that this new approach, bringing together all our efforts in different countries, will make sure that we can further our aims while ensuring that we continue to help the world’s poorest?
