We want to be a safe haven for those fleeing persecution, but we also want to encourage people to take legal and lawful routes, and that is why we have set them out. We do not want to encourage the kind of situation we see across the channel; we want to ensure that people come through the right channels. That is the right, balanced approach, and I think it is what our constituents would expect.

While the Taliban’s PR skills seem to have improved over the past 20 years, it is not yet clear that the new regime is any less evil or oppressive. Does the Foreign Secretary agree that there should not be any question of either Britain or our international partners recognising the Taliban Government until we can be sure they will meet their commitments on human rights, terrorism and humanitarian access?

My hon. Friend nails it: we do not intend to recognise the Taliban. The UK Government do not as a matter of practice recognise Governments, and the reason why is that that allows us to engage, and measure and calibrate our level of engagement, based on what the authorities do, not just what they say. The issues and tests that he identifies are the right ones, and we will be watching very carefully what the Taliban do in the weeks and months ahead. I would just say that while my scepticism runs quite deep, there was some evidence in the engagement we had on the ground in relation to the airport that it is possible to have a rational and constructive engagement and be able to test whether they will keep their word. That was an early test; the ones that my hon. Friend described will be the next ones we have to face.

We are still a world-leading donor in relation to Yemen. We have remained and will remain between third and fifth in terms of the top donors. As the right hon. Gentleman already knows but I am happy to repeat, we have a world-leading export licence regime that makes sure that anything that could be used for illegal purposes cannot be exported.

The Foreign Secretary is absolutely right that Daesh’s operations pose a threat not only to the people in north Africa and the middle east but to our own security in the UK. With that in mind, will he support the US’s targeted response against militia units and make sure that the UK stands alongside President Biden on such matters?

My hon. Friend is right and, as I have expressed in public statements recently, we have supported the action that has been taken, and we will always stand shoulder to shoulder with our American allies in tackling the militias, Daesh and all those who threaten our interests and our people.

The reason the measure is being introduced now is that the advice that we have always had is that there was little point, if any, in introducing quarantine at the border with the R level—the level of the prevalence of the virus—at a high level, particularly above R1. Now that it has come down, and is still coming down even further, it makes sense, as we reduce the level of coronavirus in the UK, to introduce the measure to stop reinfection coming in from people carrying it from abroad, particularly those who would not necessarily be showing symptoms. There will be some flexibility in the detailed arrangements set out, but this will cover, in principle, all people coming in, whether it is to ports or to airports.

A number of my constituents were overseas when this pandemic struck and are now unable to get together the money they need to pay for new flights home. What action is my right hon. Friend’s Department taking to financially support British nationals who are unable to get home and have no access to funds?

We have, in the first instance, worked with insurance companies to make sure that they extend travel policies by 60 days when emergency support is needed. I can also tell the House that the Foreign Office has introduced a special package to make sure that those who are stranded and cannot get back can receive support with food, accommodation and other essentials of up to £3,000 for individuals, £4,000 for a couple, and £5,000 for families. That is a last-resort option, but we are making sure that those who are hunkered down or stranded and cannot get back have the support that they need.

Yes, and it is good to see my hon. Friend in his place. I remember competing with him in an open primary in Esher back in 2009; I think I have aged more than he has over the last nine years in the last week. He is absolutely right. Crucially, our first priority is to ensure that UK personnel in the region are safe and that our diplomats are safe. We have changed our travel advice, because we need to protect the safety of our wider citizens too.

There has been a pattern of misinformation campaigns coming from Iran to seek to subvert the extent of its actions in the past. What assessment has my right hon. Friend made of the conflicting accounts that have come out of Tehran about this and other recent incidents?

The short and honest answer is that it is difficult to tell, but my hon. Friend asks the right question. There is clearly a range of different views, not only in Iranian society but in the Government and, indeed, around the senior leadership. As I said at the outset, there is clearly a choice, and I think Iranians are conscious of it: do they continue to contravene the basic principles of international law and the basic tenets that we expect respectable members of the international community to live up to, or do they take the path out of economic and political isolation, which would be in the best interests of the people of Iran, let alone the region and, indeed, the international community?

I welcome the more positive language coming out of Brussels over the weekend, but does my right hon. Friend agree that, although warm words are all very well, it is time the EU matched that language with actual movement if we are to reach a mutually beneficial deal this autumn?

My hon. Friend is absolutely right. The time for warm words is over; now is the time for deeds, actions and political decisions. I am confident that we can get there, as I have said, if the EU matches the innovative approach that we have taken. The EU is often at its best when it is innovative, rather than dogmatic and relying on dry legalism. If it can produce the political will to meet us halfway, I am confident that we can get a good deal, in the way he described.

The Secretary of State rightly says that the proposals have been put forward in a spirit of compromise. Is he confident that there is nothing in the proposals for a mobility framework that would restrict our ability to take back control of our borders?

On whether there may be a slippery slope, the Prime Minister has been clear that we are standing firm and that there will be an end to free movement. The provisions in the White Paper relating to mobility make it clear that we want to enable top talent to be recruited into this country to service the UK economy and for businesses. We want to ensure that people can continue to travel for tourism or holidays, and we want to continue to allow students and young people to enjoy educational opportunities and the rich tapestry of cultural life across the continent, and that applies both to UK and EU students.

What safeguards can be put in place to make sure that the provisions to save parts of the European Communities Act cannot be extended beyond the agreed implementation period?

I understand my hon. Friend’s concern, and I hope he will be reassured that the implementation period will be finite and much shorter than some had been arguing for. We think that strikes the right balance between allowing businesses to make one change to the rulebook and making sure it is a reasonably finite, limited period, for the very reasons he has expressed.
