Commons ChamberLast week, I went to The Hague to offer British assistance to the International Criminal Court in bringing those responsible for war crimes in Ukraine to justice. Russian commanders carrying out war crimes should know that they cannot act with impunity and that, like Karadžić and Charles Taylor before them, their actions risk landing them in a jail cell. I also set out proposals to tackle strategic lawsuits against public participation—SLAPPs—to stop oligarchs using our libel laws to muzzle journalists and academics.
My constituency has strong links to Ukraine. Can my right hon. Friend reassure my constituents that this Government will do everything to support the investigation of war crimes potentially committed in Ukraine?
We are looking at a package of measures including financial assistance and also technical assistance, which is crucial to the preservation of evidence. The kinds of things I am analysing with colleagues across Whitehall include specialist IT capabilities and other expert areas such as police and military analysis—all the things that the ICC will need.

Commons ChamberWe have an excellent relationship with Pakistan. The hon. Lady is right that, on my visit, I saw Prime Minister Khan and Foreign Minister Qureshi. The Minister of State, my noble Friend Lord Ahmad, had visited Pakistan in June. All of us—the Prime Minister, through me, and right the way down—made sure that we were in constant contact. The bilateral relationship as well as the country’s relevance and importance on Afghanistan is something very dear to our hearts and we discussed it at length when I was there.
I sincerely thank the Foreign Office and the Ministry of Defence for their help in evacuating several Kensington-related families. I still have British nationals with Afghan dependant minor children and spouses in Afghanistan. May I encourage my right hon. Friend to urge the Home Office to publish the details of the Afghanistan resettlement scheme as quickly as possible so that these families know where they stand?
My hon. Friend is absolutely right. I thank her for paying tribute to the cross-Whitehall teams that worked so assiduously under immense pressure. Of course, cases like the one that she describes could be eligible under the nationality criteria, depending on the nature of the dependants, or separately under the resettlement scheme. The particular circumstances will be relevant and important, but, of course, we will make sure that the full details of the resettlement scheme are published shortly.

Commons ChamberThe hon. Gentleman asks thankfully an excellent question. Certainly the curtailment of the territory within which Daesh can operate in Syria has been important, but of course, like a Hydra, it can sprout limbs elsewhere. That is the key thing that we need to watch because, as other hon. Members have said, Daesh, or equivalent terrorist groups such as al-Qaeda or the successors to al-Qaeda, are looking for the underlying conditions, be it conflict or instability, to prey on. So we must be eternally vigilant to that from the middle east through to the Sahel and many other places.
What steps is my right hon. Friend taking to crack down on the spread of Daesh’s influence across the globe and, in particular, what steps he is taking to cut off its financial resources?
My hon. Friend raises an excellent point. Whatever the perverse but romantic ideology Daesh spouts, it relies on cold, hard cash. That is why robbing and depriving it of territory, particularly in Syria, has been so crucial. Yes, we do seek to target the financial lines of credit and other financial support, but it is also important to note that as Daesh has lost territory, it has lost control over oil resources and the people it subjugates, including with illegal taxation, so the territorial aspect is also crucial to the financial objectives.

Commons ChamberI congratulate the hon. Lady on her new shadow position and congratulate her on and pay tribute to her leadership campaign, which she conducted with conviction and integrity, as ever. She is absolutely right that we must look after the poorest. We have had an ODA review because of the impact of coronavirus on the economy and on gross national income. We have made it clear—I think this can give her the assurance she seeks—that we are absolutely committed, as we were in that review, to safeguarding the money for the very poorest, for girls’ education and for COP26 and our climate change goals. I agree with the hon. Lady about COP26. We are making sure that we use our aid money and our development expertise to provide 26 million people with access to clean energy and we are supporting farmers to grow climate-resilient crops. In all those ways, the bringing together of our development expertise with our Foreign Office reach and clout can show that we can have even greater impact in the months and years ahead.
Next year, we take over the presidency of the G7; will my right hon. Friend set out our objectives for that leadership position?
We have a global leadership role next year, not only with the G7 but in hosting COP26 and various other international fora. Our specific items for the G7 have not been set out yet—we would not expect that this early—but I can tell my hon. Friend that we will want to show that we are a global force for good across the piece, whether it comes to trade, climate change or girls’ education. The Foreign, Commonwealth and Development Office will be a major motor—an engine for driving maximum impact, not only in value for taxpayers’ money but in helping the very poorest in the world.

Commons ChamberI pay tribute to the right hon. Gentleman for all his work on human rights in the international sphere, both in the Select Committee and previously as a Minister. We have the asset-freezing powers in place; the additional element that makes the Magnitsky model is the visa bans. We will look throughout at ways to fine-tune and strengthen the measures. With corruption, the legal definition is an issue. We want to get it right and to avoid all sorts of people bringing litigation against the Government regarding people on the list; we do not want to mis-step in that regard. Also, we want to make sure we have a firm basis for the regime, so that we are not judicially reviewed, so we have started with the clearest and most serious human rights violations. We want to proceed based on evidence and I am certainly open to further consideration of evidence and information, which we will assess independently, from Members in all parts of the House, and to suggestions of other ways to strengthen the regime.
I also warmly welcome the statement. Will my right hon. Friend assure me that we will implement the new regime without fear or favour; that if necessary we will go after individuals from ally states; and that we will target the decision makers who order human rights abuses and atrocities, and not just the little men who execute them?
It is for precisely that reason that we set out a policy note that gives, I hope, my hon. Friend and hon. Members across the House reassurance about how we are going about this. Obviously, our approach will need to be evidence-based and evidence-driven, but if she takes a look at that policy note, once it is published, it will give her the reassurance she needs.
