I will resist the temptation to broaden questions about the statement still further.

I congratulate my right hon. Friend on his statement. Will he confirm that the intention is to increase the thresholds each year in line with inflation, so that we do not get to the same position we are in now? If so, what factor of inflation will he include on an annual basis? Finally, what impact does he expect this measure to have on the youth courts?

I thank my hon. Friend for what he has said. We do not plan to index the thresholds, but he makes a reasonable point. We will obviously need to keep them under regular review, but this is a big step change in the threshold and we will keep a close eye on the impact that inflation has on them. More broadly, he asks about the youth courts, which are a crucial part of the system. We are proposing a general uplift of 15% to magistrates courts fees, and the youth courts will be included in that uplift.

Of course, Turkey has received a significant number of refugees itself. I can tell the hon. Lady that we have made clear our opposition to Turkey’s military operation in the north-east of Syria. I have to say at the same time that Turkey is an important NATO ally and a key partner. It does an extraordinary amount countering terrorist threats and managing those migration challenges that I mentioned. At the same time, notwithstanding what I said earlier, we strongly support Turkey’s efforts to try to secure a ceasefire, which has reduced the risk of further violence in the Idlib province. Those are the approaches we take, and of course it depends a little bit on the area we are talking about.

My right hon. Friend clearly understands that we have a huge number of UK citizens who have gone to fight for Daesh and at the moment have been captured. What action is being taken and what action is he taking to bring those people to justice, whether within the region or by returning them to the UK, where they would face the justice of our courts?

My hon. Friend is absolutely right. We want to see accountability and we want to see a deterrent effect. Obviously, it is difficult. It is challenging on the ground, but our preference, and I think the preference for the victims, would be to have the crimes dealt with in the territory where those crimes have been committed. That means seeking to provide support for a justice pathway in the region. At the same time, if we have UK nationals or anyone else who has been there and been engaged in criminal activity or in fighting, we will monitor them and where we have got evidence, we will prosecute them here at home.

We are leaving no stone unturned to secure the release of Nazanin, but also all the other dual nationals arbitrarily detained. I have spoken to Nazanin—she is subject to furlough at the moment—a number of times over recent months. We are doing everything we can. The fact that she is on furlough and not in Evin prison is a sign that we have made some progress, although not enough, in securing her release and return back to her loved ones at home.

  I welcome the Government’s strong condemnation of anti-Israel bias at the UN Human Rights Council recently, but the robust stance that we have taken there conflicts with our voting at the United Nations General Assembly, where we have supported dozens of resolutions hostile to Israel, even one erasing the Jewish connection to Jerusalem. Will my right hon. Friend commit to ensure that, going forward, our actions will better reflect our words?

My hon. Friend is always a great champion for all the different community groups in his constituency. He is right to talk about the importance of balance in these UN resolutions. In fact, our record has not changed in recent years; it has been consistent. We support the Palestinian right to self-determination consistent with a two-state solution. We support the work of the United Nations Relief and Works Agency. We have called out illegal Israeli settlements. In relation to Jerusalem, what he says is not quite correct, because the resolution explicitly notes its importance as a holy site for the three monotheistic religions. We have also voted against one resolution and abstained on three precisely because we did not feel they were balanced.

In general, nothing in the transition period regime is hampering the repatriation effort. Indeed, the hon. Gentleman is right to say that, given the number of Brits in European countries, we also have more airline capacity coming back. It is probably easier to pick up the phone to some of our European colleagues, who we know very well. The key thing is the bilateral dialogue: the calls I am making, and those that our embassies and junior Ministers are making hour by hour—not even day by day—to cover all the particular circumstances. The biggest problem is perhaps not some of the cases we all know about, such as people in Spain and Peru. Once we are on the case we can put a plan in place to get those nationals home. What catches out both British nationals and missions abroad is the fast-changing situation in smaller jurisdictions or those to which people travel less.

The Italian-owned company Costa Crociere has a number of cruise ships in and around the Mediterranean, in particular the Costa Victoria, which has literally hundreds of UK citizens on board. Unbelievably, they are going full steam ahead to dock at Venice. Of course, everyone on board is concerned about how they will get home from Venice, whether they will be admitted to Venice, and whether they will be infected with coronavirus as a result. Will my right hon. Friend make representations to ensure that these ships dock not in Italian waters but in other countries that will offer a safe haven and the chance to get home?

I agree with the right hon. Gentleman that watching the change in the public mood in Tehran and more broadly in Iran is very striking. He is also right to say that we need to work with all our partners. In fact, I would go further and say that, beyond our partners in the middle east, we also need to work with China, Russia and those closest to them to enhance and reinforce the solidarity and clarity of the message that we are sending to the regime in Tehran.

The malign influence of the IRGC extends from the strait of Hormuz through Lebanon, Gaza and Yemen and almost anywhere, and now into Europe. Is it not time that we sent a very strong signal by proscribing the IRGC, freezing its assets and saying, “We will give you an opportunity to unfreeze them once you restore proper, normal diplomatic actions and behaviours across the world”?

My hon. Friend makes a strong point about the pernicious behaviour of not just the IGRC but the Quds force, of which General Soleimani was the head. The Quds force is the element, the component or the wing of the regime that is responsible for working with the militias, the proxies and the terrorist groups from Lebanon through to Iraq and Syria. It is absolutely right to make that point. On proscription more generally, they are subject to sanctions, but we will obviously keep the issue under very careful review.

I thank my hon. Friend and pay tribute to him for his extraordinary work and dedication to implementing the Truro conclusions. I confirm that we absolutely want to protect not just individual freedom of expression, but the rights of religious groups as well as the right for people to exercise their faith and conscience. One of the issues that I discussed with Foreign Minister François-Philippe Champagne in Canada on Thursday was a new global award for media freedoms that we have announced to recognise those who defend journalists and keep the flame of freedom alive in the darkest corners of the world. That is not just because we want to protect them individually, but because transparency and getting the stories out and holding regimes, and often, non-Government actors to account can happen only if we get the facts. Journalists do an incredibly brave job in getting those facts into the public domain.

Once we have left the EU and regained control of our sanctions rules, the Government will implement the Magnitsky provisions of the Sanctions and Anti-Money Laundering Act 2018. That will give us a powerful new tool to hold the perpetrators of the worst human rights abuses to account.

In the Conservative manifesto, three conflict zones were specifically mentioned: Israel and the middle east, Sri Lanka and Cyprus. Will my right hon. Friend give us a further illustration of what action the Foreign Office will take in those three regions to help to end those conflicts and bring perpetrators of war crimes to justice?

My hon. Friend is right: those three areas remain a priority. There is a huge amount of diplomatic work. We talk to our international partners, including not only our traditional partners—the Europeans, Americans and Canadians—but those in the regions of the different conflicts, about not just the importance of getting peace, but the kind of reconciliation that can come only with some accountability for the worst human rights abuses. Bringing into effect the Magnitsky regime is our opportunity to build and reinforce that at home.
