Of course we will do everything we conceivably can. One reason why we did not get everyone out was that some were afraid; the conditions on the ground were objectively very challenging. None the less, we are committed, both through our efforts with third countries and also in seeing when and how Kabul Airport can be reopened, to make sure that, as well as the resettlement scheme, we do everything that we can for her cases, in relation to the UK nationals, the qualified independents, the Afghans who worked for us and the other special cases. I am very happy to continue to support her in that endeavour.

We are watching the developments on the ground very carefully, but it is fair to say that the Taliban are in control of the vast majority of Afghanistan. I do not think it is the right thing at the moment to start supporting other groups, notwithstanding our previous role. I say to my right hon. Friend, with an understanding of his passion and knowledge of the issue, that we have to adjust to the new reality on the ground.

I totally agree with hon. Lady, which is why we have made it clear in our mission statement and in our strategy that, for example, dealing with and addressing the poverty of the most poor, least developing countries remains central to our foreign policy. Likewise, the hon. Lady mentioned gender equality, and our campaign to ensure that every girl gets 12 years of quality education is absolutely central to our “force for good” work. I hope that I can not only reassure her in respect of her concerns but show her that there is an opportunity, as we bring together our diplomatic network with our aid leverage, to show that we can have even greater impact as a force for good in the world.

Aid is all about jobs, so will the Secretary of State maintain a rigorous focus on economic development in the world’s poorest countries? Otherwise, there will be ever more small boats crossing the channel.

My right hon. Friend is absolutely right. One reason for integrating, not just in the new Department but in the structures that we have across Government, is to make sure that all aspects of our foreign policy are joined together. Trade and the work that the Secretary of State for International Trade is doing—she is doing an absolutely fantastic job—is critical, not just in countries such as the US and Australia but in the poorest countries, where a liberal approach to free trade can lift millions out of poverty.

I thank the hon. Lady and assure her that, when I was in Saudi Arabia before the coronavirus lockdown, I raised the women’s rights defenders case with all my interlocutors. I can hopefully therefore reassure the hon. Lady that we raise that issue specifically with the Saudi Government.

I thank my right hon. Friend—[Interruption.] It is a perfectly good question, because all sorts of legal issues have to be scrutinised very carefully when introducing these designations. We have done our due diligence. We have lawyered this very carefully. I hope I can give him the maximum reassurance that the risk is being mitigated to the very lowest level.

We certainly will engage. I have enjoyed the telephone calls with Opposition leaders, including the right hon. and learned Gentleman. I just gently say that if he is suggesting that we can set out concrete proposals now, despite clear evidence and advice from SAGE that we should wait for their review of evidence in the next week or so, that is the wrong thing to do. If he thinks he knows better than SAGE and the scientists, he needs to explain that. He talked about the Scottish Government. They have not set out an exit strategy. I read their 25-page document carefully. It was eminently sensible and grounded in the five tests that I set out on 16 April. He talked about some of the other European countries, but he will know, because he is an assiduous follower of the international evidence, that Germany is now having to think twice about easing up the measures because of the risk of a second spike. That is exactly the risk that the Governor of the Bank of England referred to last week, that I referred to on 16 April and that SAGE and the scientists have referred to.

The right hon. and learned Gentleman is trying and succeeding in engaging in a very constructive way. He has a strong professional reputation from when he was Director of Public Prosecutions of being guided by the evidence. That is much to his credit. I gently say that he should not abandon that rigour now.

Will garden centres and nurseries be allowed to reopen in short order?

I thank my right hon. Friend for cutting straight to the chase. I totally appreciate the value of garden centres and nurseries. As I have indicated, the current advice from SAGE is that relaxing any measures, including the ones to which he refers, would risk damage to public health, our economy and the progress that we have made—the sacrifices that so many have made; the lives that have been lost. However, I reassure him that SAGE looked specifically at garden centres and we will continue to keep the evidence on each measure under very close review.

I am happy to correct the record as to which Attenborough I meant. We are lucky to have had so many fantastic Attenboroughs in this country. I also repeat that we are ambitious for COP26.

Of course, I will look carefully at the case the hon. Member raises. In all these consular cases, we want to provide the most effective representation to secure people’s release and to provide the reassurance they need and comfort to the family.

The hon. Lady’s point is one with which Members across the House would agree. We remain seriously concerned about the situation in Hong Kong and the recent violent clashes between protesters and the police. We condemn the minority of hardcore violent protesters, but also continue fully to support the right to peaceful protest. As the hon. Lady says, that ought to be a stepping stone to political dialogue, particularly with the forthcoming local elections on 24 November in mind.

As I mentioned in my response to the hon. Member for Blaydon (Liz Twist), the local elections on 24 November will be an important milestone to see whether there can be a de-escalation of tensions in Hong Kong, and a path towards political dialogue and engagement that is consistent with the joint declaration and one country, two systems. I share my right hon. Friend’s concern about the barring of Joshua Wong because standing for election is a fundamental right enshrined in Hong Kong’s Basic Law, which itself reflects the one country, two systems model. We continue to make our concerns known to our Chinese partners.

We had an extended Cabinet session last month. We looked at a whole range of action points right across the piece, including some of the IT issues to which the hon. Gentleman refers. We want to make sure we are in the best position to manage, avoid or mitigate any risk in a no-deal scenario, but of course we are striving for the best deal with our European partners.

My right hon. Friend will know that that is one of the reasons the White Paper proposals deal with the kind of customs arrangements and co-operation with our EU partners which will not just prevent friction at the border, but, particularly in relation to just-in-time manufacturers, provide them with the frictionless trade they need.

Through our White Paper proposals, we are absolutely committed not just to secure and build on our brilliant trading relationship with the EU, but to take advantage of the growth opportunities globally. We are also committed—not just through the EU withdrawal Act, but through the legislation that will be coming forward—to ensuring that we leave the country in an environmentally stronger position for the next generation.

If anyone were to cut up rough at the borders, what is the significance of our being a signatory to the World Trade Organisation trade facilitation agreement?

The WTO rules provide some legal checks in relation to discrimination and other aspects, but the reality is that there would be disruption at the border. We can mitigate to a large degree, but not wholly; that will depend on the response from our EU partners and friends. The French, the Belgians and the Dutch are co-operating with us constructively with regard to Eurotunnel. My hon. Friend will have heard what the Minister for no deal planning said about the French approach. We are confident that there would be a constructive approach on both sides in the case of a no-deal scenario, but we do need to prepare for all eventualities.

I thank the hon. Gentleman. Of course, many of the banks and people in the City are already preparing and are very confident that they can withstand any of the uncertainty in relation to Brexit negotiations. We have been preparing for some time now. I pay tribute to my hon. Friend the Member for Wycombe (Mr Baker) for all the preparatory work that he has done. We will be starting to step up some of those preparations. Some of that will become more publicly facing in the weeks and months ahead. That is necessary, and any responsible Government would have to do it. We will obviously set out the details of that shortly.

I understand my hon. Friend’s concern, but the common rulebook relates only to those particular rules that relate to the border, to enable frictionless trade. We will ensure, through technical-level consultations, that we have a voice in the formation of those rules. Ultimately, it will be for this House to say yes or no to whether those rules become the law of the land.

I gently say to the hon. Lady that the insistence on trying to sequence the negotiations was on the EU’s behalf. We have been consistently saying that we need to get on to the wider post-withdrawal relationship as soon as possible, but we are keen to do that and I hope that the White Paper gives the hon. Lady a sense that this will be a priority for the Government.

How can my right hon. Friend justify the use of the adjective “common” in describing the noun “rulebook”, when he has committed to ongoing harmonisation? Even with a parliamentary process, it is their rulebook, is it not?

I understand the concerns that my right hon. Friend and others will have about this. We are proposing to sign up to a common rulebook. There will be an opportunity to influence it through consultation. There will be a parliamentary lock. As I said, if this is not in the UK’s interests, there will be an opportunity to revise the arrangements, but the reality is that the common rulebook on manufactured goods, where a risk would be creating friction at the border, has remained relatively stable over recent years, so I do not think that in practice it would lead to the fears that he has understandably outlined.

For the record on the hon. Gentleman’s figures, local authorities have built over 10,000 homes since 2010-11 compared with under 3,000 in the 13 years of the last Labour Government. We are restless to do much more, and that is why we are raising the housing revenue account borrowing cap by up to £1 billion to make sure that we spur local house building as far and as wide as we can.

Is it in the interests of the private sector to build in sufficient quantity as to achieve a reduction in price?

It is a good question, and probably one for a symposium with everyone from developers to planners. The reality is that we want to see a stabilisation in house prices. We need to build more homes and deal with some of the demand issues that have been raised. There is no single answer; we have to yank every lever at our disposal 20% or 30% harder.

As I have said, the building regulations review is under way and we have had the interim report. We have accepted all its recommendations and, when the final report is published, we will look at it carefully and consider how to take it forward.
