Because they are not discriminatory. The hon. Lady sees evils where they do not exist. Everyone on the Government side of the House, and I hope everyone in the House, agrees that black lives matter. She is wrong and has been wrong every time she has tried to run that argument about voter identification. It is a reasonable thing that many other countries do, and it will improve the security of our voting. The evidence shows there is no impact on any particular demographic group.

When I was first elected, I used to come and go from this Palace unchallenged. Now I am required to show ID even within its precincts—but is that a big deal?

I think my right hon. Friend makes the point, quite rightly, that we expect to show who we are in every walk of everyday life. It is quite fair enough that we do so at our workplace, and quite fair enough that we do so when we pick up a parcel from the post office, when we apply for benefits, or when we do many types of things that involve interacting with public services or just going about our everyday life. It is therefore right that we do that in our elections as well.

Let the law take its course. By what factor did the Government and the other remain campaigns outspend the leave campaigns? It was 2:1, was it not?

My right hon. Friend reminds us that there are designated lead campaigners in referendums. The subject matter of this report is in part how leave campaigners interacted with other campaigners. The virtue of having this report is that it allows us to examine spending—it brings spending into the light. It is about transparency of spending, as is, of course, the rest of the apparatus of what we do to regulate elections. This is an examination of allegations rather than the whole dataset. Again, my right hon. Friend reminds us that there are people who feel that these arguments cut both ways.
