Commons ChamberI thank my right hon. Friend for his support of the report. Of course he speaks with incredible experience. He is right to raise the issue of the importance of targets, and sometimes targets can have unintended consequences. The report does talk a bit about the importance of that issue. I can assure him that as we make changes and work with our colleagues in the NHS to make reforms, we will certainly be taking that into account.
As the Secretary of State will have seen over his years as an MP and a Minister, there are managers and leaders who are excellent and outstanding and there are others who are not so good. Is not part of the problem, as the right hon. Member for Maidenhead (Mrs May) mentioned, the continual structural changes, which add to instability, the massive recruitment and retention problems and the record numbers of people using the hospitals? No matter what he does to improve leadership, it will not solve all those problems. Part of the problem is that we do not have enough people coming forward to take up leadership roles. At what point in the next five to 10 years does he expect to have solved the leadership crisis in the NHS?
The hon. Gentleman is right to talk about the importance of recruitment in the NHS—bringing in the right people in the first place and then retaining them—but I hope that he will also recognise that good leadership plays an important part in that. This morning, I went to Chelsea and Westminster Hospital, which is an outstanding and incredibly well run hospital, and heard from the leadership team about the important role that they play in attracting and retaining talent. I hope that he recognises that point as well.

Commons ChamberFirst, I thank my right hon. Friend for being a vaccinator and for all the work he has done personally to help this country get through the pandemic. Of course there is a distinction—he is absolutely right. The NHS can offer an individual a jab—they might receive an email or a text saying, “Please come forward. Either book or walk in. You are eligible.”—but the individual has to come forward and take up that offer. That is why a huge amount of effort—even more effort than before—will go into persuading people to come forward.
May I ask the Secretary of State why the Government have no coherent plan for dealing with delays to elective surgery and treatment? I say that because I asked some parliamentary questions about what impact the recently announced Government funding will have on waiting times over the next three years, but the answer said that no estimate has been made at this time. I then asked what assessment has been made about private sector capacity. Again, I was told that no estimate has been made. I ask the Secretary of State: where is the plan to deal with the huge backlog of elective treatment? Macmillan estimates that there are 50,000 missing cancer diagnoses in the UK and that 32,000 people are waiting for their first cancer treatment in England.
I remind the hon. Gentleman that the Government have already announced the biggest catch-up fund for electives that the country has ever seen in order to deal with that challenge.. There is an extra £2 billion for the second half of this year and a minimum of £8 billion over the next three years, and the NHS is working on a detailed plan which will be published as soon as it is ready.
The proposals in today’s statement will lead to almost £13 million of additional funding for Northamptonshire County Council, which I know will be welcome. My hon. Friend makes a wider point about longer-term sustainability, and he will know I am ready to consider any proposals on restructuring from Northamptonshire County Council or other local councils in the area. I will take such proposals seriously if they come forward.
Halton Borough Council has had a 60% cut since 2010, and it is struggling to ensure it has enough money to fulfil its statutory responsibilities. If the funding situation continues as it is now, the council will have a real problem in future years. What is the Secretary of State doing to consider smaller unitary authorities such as Halton that have a very good record on efficiency but are struggling with the current financial settlement? He did not set out today any sustainable financial help for local authorities such as Halton, or any financial funding solution for local government in general.
The hon. Gentleman will know that other council areas have come forward with restructuring proposals, and we are looking at having a bottom-up approach. If a local authority area has an idea and it wants to restructure, it should approach us. The Dorset region was mentioned earlier. We are looking at a proposal on that region, which includes some smaller unitary authorities as well. We want a bottom-up approach where these ideas are put to us and we will give them active consideration.

Commons ChamberThere are two parts to my answer on that. First, I point to our commitment to help with the creation of more affordable homes, both for rent and to buy. A lot of that will be through the support provided through housing associations, including the £1.4 billion of extra funding in the last autumn statement. In the longer term, we have the issue of pushing up supply, because that is the only way in which we shall tackle the affordability issue once and for all.
My constituency is the most heavily urbanised in Cheshire. Most of the available brownfield sites have been built on, there is little green belt land and there is pressure on school places and on the local roads. Will the Secretary of State or his Minister therefore meet me to discuss the specific problems that areas such as mine, particularly small urban areas, have in meeting housing demands?
I am sure the Minister for Housing and Planning would be happy to meet. The hon. Gentleman should know that we would not be able to discuss the specific planning issue, but more general discussions would be welcome.

Commons ChamberThe Minister’s statement underlined what a shambles this is, and also made it clear that there might not be a new appointment for some time. My specific question is this, however. When my hon. Friend the Member for Nottingham East (Chris Leslie) asked about the Chancellor’s involvement, the Minister said that the Chancellor had had no direct involvement. May I ask whether he had any indirect involvement? Let me help the Minister to answer that question. Was the Chancellor asked by any member of the ministerial team or by civil servants in Whitehall, or by people in the Royal Bank of Scotland, for his view on whether this was the right decision?
As I have said, such decisions are for the board of RBS, which is a commercial organisation. As we all know, however, because it is a commercial organisation in which the state is the majority shareholder, with the state’s interests represented through UKFI, when RBS makes a major decision it will inform the Government.
