My hon. Friend makes a powerful point. I am a strong supporter of transparency and am proud of what this Government have done to make us the most transparent Government in the world. There is a concern, and that was a very bitter period in our nation’s life, but the normal considerations about the protection of personal papers must be followed in this case as in others.

Is not the whole subject of these papers embarrassing to the Government and to the Minister? At the beginning we argued that 75 pits were to be closed, and the Thatcher Government said at the time that there were only 20. They lied continually in the House of Commons, repeating that figure, and then the Cabinet papers revealed that it was 75 after all and that the miners had been right. He is embarrassed to reveal other papers simply because that Government decided to attack the NUM and Britain’s manufacturing base, and that has been carried on by the Tories ever since.

I think that the hon. Gentleman’s case would be stronger if at that time he had made the case for the National Union of Mineworkers to have a proper ballot of all its members so that they could decide whether they wanted to be brought out on strike, rather than being bullied and intimidated into it.

Why has the Prime Minister not turned up to answer questions? Is it because there is not enough money on offer? Is it not a fact that the Prime Minister has been surrounded by sleaze ever since he walked through the doors of No. 10, a public property that he has been using for his own and his party’s ends? The truth is that it is time this matter was cleaned up in a proper manner. It is time it went to the police.

It is indeed time that this matter was cleared up. I look forward to the hon. Gentleman’s enthusiastic support for putting a cap on donations, including donations from the trade union movement.

The hon. Member for Bolsover (Mr Skinner) says, rather regretfully, “Not very much.” It sounds as though he wants us to be more regulated and bossed around—that is somehow in his nature.

The answer to my right hon. Friend the Member for Wokingham (Mr Redwood) is that some functions will not be carried out at all. The key point is that the presumption will be that where there is a state activity, at least he and the rest of the House will be able to hold a Minister to account for what is done. What people find so irritating is the sense that there has been incontinently set up, in large part by the previous Government, this huge amount of activity by bodies that are in no way accountable: no one can hold them accountable for what they do. That is what we are seeking to change.
