When the mines were publicly owned, there were safety committees at every single pit every month, manned by the Coal Board and the National Union of Mineworkers and other appropriate unions. There were also mine inspectors, paid for by the union and the board, and unannounced inspections would take place. Now that we have a scattering of small mines employing very few people, what safety measures are in place? Are they parallel to what went before, and can the Secretary of State assure me that the mine rescuers in south Wales had all the necessary equipment available and ready to move when they had to go into that mine?

I thank the hon. Gentleman. This is an important issue, and he is absolutely right to highlight the potential difficulties now that the industry is smaller. I and my hon. Friend the Member for Selby and Ainsty (Nigel Adams) insisted that we saw the NUM representatives when we visited Kellingley, for example, and their clear message was that they thought safety had been carefully respected in that incident. We need to keep under constant review safety at Gleision, Kellingley and the other collieries, and we will continue to do so.

Will the Secretary of State reflect further on the anaerobic digester plants that are close to and in built-up areas? Is he aware that the stuff being carried by lorries trundling through the village of Whitwell in my constituency is not the green deal but brown and stinks to high heaven? What does he have to say to the people there?

I thank the hon. Gentleman for his question. The more I do this job, the more I realise that there is not a single energy source, whether it is anaerobic digesters, wind turbines or nuclear power, or indeed fracking with shale gas, that does not involve concerns and worries. It is our job to make sure that those are minimised, and we want to ensure that his constituents suffer the minimum disruption to their lives in built-up areas.

As I have just said, our plans clearly envisage an important role for new nuclear. When people visit the departmental website, they can access an interesting pathways model called “My2050”, which allows them to see the effort that would have to be made if we did not have nuclear. We would have to make enormously greater efforts on both renewables and carbon capture and storage. That is physically possible, but the costs would be very substantial.

The nuclear industry is in serious trouble as a result of what has happened in Japan, we are running out of supplies of North sea oil and fighting all over the place in the middle east is massively increasing the price of oil, so is it not time for king coal again?

The hon. Gentleman makes a good point. The entire departmental strategy on energy is to have diverse supplies; it is not to put all our eggs in one basket, be it coal, nuclear or renewables. The reality is that coal will have a role to play in a low-carbon future, as will other diverse supplies.

I am grateful to my hon. Friend. It is very important that consumers have the information that they need when assessing their energy use, and that is very much one of our departmental objectives. We are considering every possible way to ensure that consumers are fully informed so that we have a marketplace that drives energy saving and energy efficiency. As my ministerial colleague with responsibility for energy, my hon. Friend the Member for Wealden (Charles Hendry), has just pointed out, the smart metering programme is part of that, but it is also crucial that we have a commitment to the display of energy use details.

On the question of anaerobic digestion, does the Minister understand that when planning applications for plants are made in built-up areas such as Whitwell, in my constituency, those making them know that the contents of the lorries coming from the plant will not be clean and green but will be a different colour and stink to high heaven? Will he ensure that his Department examines such plans carefully?
