Does my hon. Friend share my hope that the EU—some time, and perhaps this century—will get the Nobel prize for economics?

I would hope that my right hon. Friend and I—we are of a similar age—will live long enough to see that, but I do not think it will happen immediately. It will require the eurozone to become much more tightly organised than it is today.

Last week, I visited Germany and Norway with the Select Committee on Foreign Affairs. We are considering the future of Europe and the implications for this country of different options that might arise. Two or three years ago, the political debate in Germany was about trying to keep Britain on board and to move with Britain. However, the reality, right across the political spectrum, is that Germany has given up on the UK under the coalition Government. The Germans see their future as being with France and Poland, and their priority will be to save the eurozone at all costs.

That means that the UK will be in an uncomfortable position. The Prime Minister might have signed a joint letter with European leaders in 2010, but the reality in 2012-13 is that Germany is not with us. Anybody who thinks that only Germany is not with us should read the remarks of Radek Sikorski, the Polish Foreign Minister, who gave a radical speech in Oxford just a few weeks ago, in which he used phrases such as:

“Poland wants to be with Germany and France as partners”.

He also said:

“You could, if only you wished, lead Europe’s defence policy…Britain’s leaders need to decide once again how best to use their influence in Europe…The EU is an English-speaking power. The Single Market was a British idea. A British commissioner runs our diplomatic service…But if you refuse, please don’t expect us to help you wreck or paralyze the EU.”

Switzerland and Norway are smaller countries than Turkey. The Turkish people are very wise and they will make their own decisions in their own national interests, but it is helpful of us to say that it is in the UK’s interests for Turkey to be part of an enlarged EU, and that that will promote democracy and stability as well as our influence throughout a very difficult part of the world.

Ad interim, having the status of a Switzerland or a Norway would be useful. Switzerland is a member of Schengen, and I think Turkey would love to join Schengen; and Norway implements more EU directives than we do, so if Turkey were to follow the Norwegian course, it would be far more a part of the EU than the UK is.

I agree.

Turkey has an important regional role to play. There are currently some interesting developments in relations between the Kurdish regional Government in Iraq and Turkey. There is growing economic investment from Turkey in infrastructure and other projects in the Kurdish region of Iraq. The Iraqi-Kurdish community wants to have good relations with Turkey because there is a Kurdish community within Turkey. The role of the terrorist organisation, the PKK, greatly complicates the situation, of course, but it is also interesting that relations have improved in recent years despite the PKK’s activities. Those of us who want a stable, democratic and prosperous Iraq should recognise that Turkey has an important role to play in bringing that about. As the Kurdish region in Iraq exports its oil and gas via Turkey and has greater economic ties with Turkey, we must do all we can to ensure that that is not perceived in Baghdad as somehow leading to a division or break-up of Iraq. This is a very sensitive issue because there are also Kurdish minorities in Syria and Iran, as well as a large Kurdish community within Turkey.

The Turkish Government have shown great restraint so far in the face of terrible unwarranted military action by Syrian Government forces, including the shelling of refugees in Turkey and the shooting down of aircraft. Such actions are totally unacceptable and have rightly been condemned. Turkey would be justified in taking much stronger action than it has taken so far. The fact that it has not done so reflects its wish not to be drawn militarily into what might be a civil war in Syria, but the time will come when Turkey has to intervene. If the number of refugees continues to rise and the conflict within Syria spills over and presents security problems for Turkey, then Turkey might deem it necessary to act, in which case it will have to be shown solidarity and support by the international community. I hope that will occur not through a unilateral action but through discussion within NATO and the North Atlantic Council. If necessary, and if the Assad regime continues to behave provocatively and outrageously, we should be prepared to invoke article 5 of NATO’s charter to support Turkey and offer it our solidarity if it feels it wants that international umbrella of legitimacy and support in taking action to defend itself.

I hope that Turkey will continue to play a constructive role in assisting peace and security in the region. Interestingly, the Government’s response did not refer to one of the conclusions in our report, paragraph 129, which makes it clear that good relations between Turkey and Israel are in the UK’s interests. Perhaps the Government did not respond to that paragraph because we did not recommend anything, but I hope that the Minister will refer to it in his response and set out the Government’s position.

Unfortunately, Turkey’s relations with Israel have deteriorated significantly, mainly because of the Mavi Marmara incident and its mishandling by the Netanyahu Government. We had conversations in Turkey about that and the Turkish Government and their representatives felt that a proper apology was not given either when the incident happened or afterwards, even though they were led to believe that there would be a full apology. That would have led to the restoration of improved relations, which did not happen.

In conclusion, I want to mention the so-called Turkish model and its influence in the region. Our report suggests than rather than talking about Turkey as a model for the Arab world and the Arab spring, we should talk about it more as an inspiration. Reference was made to the victory of the Muslim Brotherhood and President Morsi in Egypt. It is significant that when Prime Minister Erdogan visited Egypt last year, there were initially huge crowds of Muslim Brotherhood people at the airport as well as demonstrations of support for him. After he said that they should be moving towards not an Islamic state but a secular state, such as that in Turkey, led by a Muslim party, there were very few people to greet him and praise him when he left the country. The message did not go down very well with some of the Muslim Brotherhood, who have now won the presidential election. It will be interesting to see how the development of one form of Islamic-led democracy influences another country that has just elected a Muslim Brotherhood president.

Turkey is an important player in its region and a growing power economically in the world. Turkey gives us an ally with whom we should be working in NATO and at some point, I hope, in an enlarged European Union.

This really is a pretty shoddy second-rate shambles. We are going to betray the Norwegians, our closest allies and friends, we are reducing the Turks, the biggest single military contributor to NATO in terms of personnel, to observer status—I suppose they can bring in the coffee—and we have not got support from one major EU country. The Chairman of the Foreign Affairs Committee rattled off a few—

Is France not a major country?

France has only just rejoined NATO. It does not have quite the same weight in NATO councils as ourselves, Germany and Italy. We have a real problem.

We could have been a lot more robust about preserving the Western European Union. The idea was put to me when I was a Minister, but it was one of those topics that just get put back in the box in the hope that it dies. The last Labour Government and their Foreign and Commonwealth Office team should not be awfully proud of that. The WEU was not the greatest organisation in the world, but it did bring together serious, real-life parliamentarians from countries that were directly involved in military activities. Instead, we have now got an absolute disaster of a sequence of proposals, of which I worry most about the proposal from the presidency of the EU, which is currently held by Belgium. I do not know where that proposal comes from because Belgium does not have a Government to put a proposal forward.

We heard some interesting comments in this week’s debate on the EU referendum Bill from the hon. Member for Stone (Mr Cash), the Chairman of the European Scrutiny Committee. He started animadverting on something called a non-paper and treated the concept with immense scorn, but a non-paper or aide memoire is quite a common bit of diplomatic terminology. However, this is the first time that the current House of Commons has had to deal with a very major proposal relegating its importance, and coming from a non-Government.

I hope we can be robust on this issue, because let us be quite clear: the Belgian presidency proposal sets up a new committee of which six members will come from the Westminster Parliament—both Houses—and 54 from the European Parliament, so it will have nine times more representatives on the committee. Having spent some time in the couloirs of European Union decision making, let me assure Members that a proposal put forward by the country holding the EU presidency carries a lot more weight than a resolution of any particular committee of any particular national Parliament, much as we all respect, love and admire our own Foreign Affairs Committee.

I invite the right hon. Gentleman to contemplate the evidence given to the Home Affairs Committee by an eminent lawyer in the field of extradition about the extent of the problem he has just described: arrest warrants coming from Poland and other eastern European places for trivial offences, resulting in many of those on the receiving end of one being locked up in British prisons and police stations, wasting a considerable amount of time and occupying valuable space.

Is my right hon. Friend aware that recently a Romanian national was arrested in east London and taken back to Romania on an extradition warrant issued by the Romanian authorities? This individual had been involved in the most terrible form of trafficking of human beings and criminal activity in Romania.

May we bring an end to these individual cases from right hon. and hon. Members?

I am glad that the “costa del crime” has been shut down thanks to enhanced European co-operation. I put it to hon. Members on both sides that in a few years’ time it might be to our country’s advantage to have an effective prosecutor’s office working to ensure that the people whom we bring to justice can face inquiry and remedy. I accept that the Bill will pass, but I am nervous about saying to our European colleagues, “Forget that idea, because we will have to have a referendum on it first.” I do not want to use hyperbole, but were I a trafficker or someone who did not want to be brought to justice on a trans-frontier basis, I would be quite happy to see a referendum take place before effective action could be taken against me.
