Commons ChamberI am afraid I will make progress, because I can see the Opposition Front Bencher itching to get up and speak and comment on my speech.
By ending this constitutionally outrageous and absurd provision on 31 December 2023, we will ensure that Acts of Parliament passed during our membership of the EU will be returned to being the highest law in the land. The will of those past Parliaments as expressed through primary and secondary legislation will no longer be secondary to the will of Brussels.
The Bill will unlock growth across the United Kingdom. As we seize the benefits of Brexit and restore a sovereign approach to law and regulation, we can again legislate in support of the UK’s interests, rather than those of Brussels. This is of particular importance now, as our country pushes forward to recharge our economy in order to make the UK the best place in the world to run a business—[Interruption]—whether you want to live here, whether you want to walk in a beautiful green field in a park in our wonderful, beautiful lands of the UK—[Interruption]—or whether you want to start a business or grow a business—[Interruption.]
Order. I have let this run, but I have had enough now. The hon. Member for Lewisham West and Penge (Ellie Reeves) must stop shouting at the Minister. It is not appropriate behaviour and it gets us nowhere. She will have an opportunity to make a speech. If the Minister wishes to take her intervention, he will take it as he has taken other interventions, but she must stop shouting at him.
Thank you, Madam Deputy Speaker. I have no issue with Opposition Members shouting, but I think that they perhaps sometimes do it a little too much. We want to make this country the best in the world; I have taken many interventions and hopefully that has been recognised. I commend the Bill to the House.

Commons ChamberI thank my hon. Friend for his comments. I appreciate that he would love me to give a date. I cannot do that right now, but I promise that I will continue with the engagement and discussion. I have spoken to officials many times about this issue over the past two weeks, and I would like to continue to meet and have conversations on that front. The key point is that there is a willingness and a framework already being discussed. It is about how and when, as he says.
Why are the Government not legislating for corporate criminal liability? That was a topic that came up throughout the debate. My hon. Friend the Member for Thirsk and Malton, the right hon. Member for Barking and my hon. Friend the Member for Weston-super-Mare raised concerns about the prosecution of corporate bodies for economic crime. I thank them for their work in this area.
As several Members referenced, the Government have taken steps to establish the case for change. We commissioned the Law Commission in 2020 to undertake a detailed review of how the legislative system could be improved to appropriately capture and punish criminal offences committed by corporations, with a particular focus on economic crime. The Law Commission, as was mentioned in the House earlier, published that paper on 10 June 2022, just a few months ago, with the two strongest options being reform of the identification doctrine and the creation of a new criminal offence of corporate criminal liability for fraud, also known as failure to prevent fraud. The Government are carefully assessing the options presented and are committed to working quickly to reform criminal corporate liability.
I will move on to a final few points. First, I will reference comments by the hon. Member for Glasgow Central—she mentioned a lot of things in her speech, so I want to ensure I cover them as best I can—and by the hon. Member for Oxford West and Abingdon (Layla Moran). On the reforms and whether they apply to limited partnerships, including Scottish limited partnerships, I reiterate that the reforms to limited partnerships will apply to all forms of limited partnership, including Scottish limited partnerships. The Bill will tighten registration requirements and require limited partnerships to demonstrate a firmer connection to the UK. They will increase requirements and enable the registrar to deregister from the register limited partnerships which are dissolved and are no longer carrying on business.
On SLAPP—strategic litigation against public participation—the Government are committed to protecting free speech. We often have debates in this place on the importance of free speech and the rule of law, which are cornerstones of our democracy. SLAPPs are an abuse of the legal system, involving the use of legal threats and litigation to silence journalists, campaigners and public bodies who investigate wrongdoing in the public interest. That is utterly wrong and should not happen.
The invasion of Ukraine heightened concerns about oligarchs abusing those laws and seeking to shut down reporting on their corruption or economic crime. The Government published a call for evidence on SLAPPs earlier this year to build a robust basis for reform. The Ministry of Justice ran a series of roundtable events with key stakeholders, including campaigning journalists, claimant and defendant lawyers, media groups and civil society organisations.
The Government’s response to the call for evidence was published on 20 July 2022, and we are currently exploring opportunities to legislate to introduce a new early dismissal mechanism in SLAPPs cases, as well as a targeted cost protection regime through secondary legislation.
I will conclude by addressing a couple of other key points that were raised—I know there were many. I note that the big folder I have here contains the original points I was going to make, so hon. Members will be glad to hear that we will finish this debate before the Committee proceedings start.
The Minister does actually have one hour and one minute left to speak. That is easy for me to say, as Mr Deputy Speaker is about to take the Chair.
In that case, shall I start my new speech, Madam Deputy Speaker? I will not, because I am conscious that hon. Members have been incredibly gracious in their speeches and even more gracious in listening to mine. I will do my best to finish these last few points, so that the Adjournment debate can begin. [Interruption.] I can assure hon. Members that they will get weekends—I do not need to legislate for that.
Several Members, including the hon. Member for Hammersmith (Andy Slaughter), raised concerns about how the supervisory regime for professional enablers works and whether it is sufficiently robust. The UK’s anti-money laundering and counter-terrorist financing supervisory schemes are comprehensive in their regulation and supervision of firms most at risk from money laundering and terrorist financing. In December 2018 the global standard setter for those organisations, the Financial Action Task Force—there are lots of acronyms, so for anyone watching who is not as understanding of the details, I will use the words involved, rather than FATF, AML and all the rest—recognised that the UK’s regime is one of the strongest of more than 100 countries assessed by the Financial Action Task Force and its regional bodies to date.
In 2018 the Government established the Office for Professional Body Anti-Money Laundering Supervision to provide a greater degree of oversight and promote co-operation between the 22 professional body supervisors. That office has driven significant improvements in the supervision by professional body supervisors, and in 2019 only 9% of PBSs fully applied a risk-based approach. That rose to 86% by 2020. It has also developed platforms, such as the intelligence sharing expert working groups, to facilitate greater information and intelligence sharing. There is still work to be done to ensure consistency of approach and to improve information and intelligence sharing, as identified in the recent post-implementation review of the OPBAS regulations and the recent OPBAS report.

That leave be given to bring in a Bill to make mental health first-aid part of first-aid training requirements; and for connected purposes.
I can still vividly recall, when I was a teenager, the sound of my sister as she sobbed and cried each night following the news that one of her best friends, someone I had always looked up to, had committed suicide. That was nearly 30 years ago, but I can still recall it like it was yesterday: the pain, the loss and the biggest question of all: could I have done something to change their mind? As I stand here today, I know I cannot change the past, but perhaps with this Bill I can—we can—change the future.
The Bill makes a simple request: to make mental health first aid part of normal physical workplace first aid in workplaces across the country. In doing so, we may not only save lives but change lives too. My proposal is a simple one. It is to ask not for a recommendation or a guideline but for a law to ensure that all workplaces have the right capacity to deal with people who may be going through difficulties. We now live in a society where mental health issues are on the rise, and as a society today we have a greater appreciation than ever before of the importance of mental wellbeing, so there must be a time now for a small change to make a big impact.
I want to assure colleagues that the Bill is not asking too much of business. Just as physical first aiders are not expected to be trained doctors or paramedics, mental health first aiders are not expected to be counsellors or full-time psychotherapists. The training simply provides the skills for the first aider to identify, understand and help someone who may be experiencing a mental health issue. This could be done through mandating accredited mental health first aider training, or perhaps just through requiring the inclusion of the existing Public Health England psychological first aid training.
The proposal in the Bill is not new to Parliament. Over two years ago, thanks to the excellent work of Natasha Devon and the Where’s Your Head At campaign, for which I am now proud to be an official ambassador, this topic was debated in a Backbench Business Committee debate. We all know, though, that times have changed dramatically since then. Given the impact of the covid crisis on the mental health of the nation, the world is drastically different today. Back then, this was important; today, it is both urgent and essential.
The proposal to have a mental health first aider in every workplace is not unrealistic. In my own constituency of Watford, I set an ambition to train 1,000 mental health first aiders, and with the incredible support of Camelot, Watford chamber of commerce, the Wellspring Church and many other community champions, we are making this a reality. I want Watford to be a wellbeing town, but perhaps we could make the UK a wellbeing country, where loneliness has no place to hide and mental wellbeing is the norm. It may take years, but we are beginning to take the steps to do so and we are inspiring others too. For example, my hon. Friend the Member for Ynys Môn (Virginia Crosbie) has already signed up 100 people to train as mental health first aiders, and I am sure that many others will follow.
But the Bill aims even higher. It will mean that every workplace will have a mental health first aider. Just imagine what impact that could have and the people it could help before they required more urgent support. It would mean that the first aiders in every workplace would not just save lives through CPR but change lives by asking people how they are. Just as workplaces are diverse, from offices to barber shops and train stations to supermarkets, each member of staff is also different. They are our mothers, our brothers, our sisters and our fathers. They are the veterans and they are the volunteers. They are all of us: all the experiences and all the emotions that we each carry with us, in times of grief, loneliness, anxiety, stress, love and loss.
But this is not just an emotional argument for the Bill: there are very sound business and economic reasons to support it. According to FirstCare, 2018 marked the first year where mental health related absences became the leading cause of lost work days—imagine that. It is estimated that one in seven workers who have taken time off due to covid related issues will also take time off due to poor mental health. It is also estimated that workers who take sick leave more than twice are 63% more likely to leave their job. This is a big issue for business.
At the truly heartbreaking moment when we look at these figures, there is an even starker example. When a person takes their own life, it is estimated that the full cost to the country, from court cases to funerals to coroners’ fees, is £1.7 million for every individual suicide—never mind the devastating loss that is caused.
I know the Government are taking mental health seriously, especially with the impact of covid. Unprecedented sums of money are being spent on mental health—£14 billion in the past year. I am also pleased that the Health and Safety Executive has included mental health first aid in its official guidelines. However, the Bill would build on all that. Given the toll that the pandemic has had on our nation’s mental health, this proposal cannot be controversial. Just as having physical first aiders is the norm and has been for decades, this Bill gives parity to mental health.
As we move forward, surely it is only right that we do not put all the pressure of tackling the stigma of mental health on our incredible healthcare sector—it is upon us all. By spotting early warning signs and signposting people to the right guidance at the right time in the right place, we can ensure early support. This Bill will help to make it okay to ask somebody in the workplace if they are okay. We cannot say enough times that it is not a weakness to ask for help: it is a strength.
I have a phrase you have may heard before, Madam Deputy Speaker, which is that hope is an acronym—HOPE: help one person everyday. With this Bill, we could help millions. To be clear, the Bill is not asking for billions from the Treasury. It is not contentious. It helps individuals, business, society and the economy, and it could help the nation heal as we all emerge from this unprecedented crisis. Surely, if suicide were a virus, would we not be searching for a vaccine, and if loneliness were a disease, would we not be attempting to find a cure?
In the coming months and years, we as a nation will need to come to terms with the impact of covid. We will hug each other once more. We will sing and we will dance and we will drink with each other, together. But as we return together to the workplace, we will also need to grieve together. We will have to face our fears together. We will have to mourn our loved ones and our missing colleagues together, and share our stories together. I truly believe that this Bill will play a small, practical part in ensuring that our nation can heal together too.
I humbly request that this Bill be given due consideration and passed into law. I ask the Government, with great respect: if not now, when; and if not, why not?

Commons ChamberJust to be on the safe side, I will refer to my entry in the Register of Members’ Financial Interests. Nobody starts a business with anything other than a dream of what they want to achieve. Many leave a secure job to start a job in something that they adore, to start their own business and to grow it into something that may change their lives and those of many others over the years.
This past year, the pandemic has hit us in a way that has not so much dashed many of those dreams but paused them. The Budget has shown a deep understanding of how small businesses run, and the need to support them through furlough schemes and different initiatives that will enable them to restart and kickstart in the coming weeks and months and for the next few years so that those dreams become a reality.
One of the truths of the past few months has been the brilliant initiative of the kickstart scheme itself. I was very fortunate recently to have a Zoom meeting with Chris Luff and Saffron from our local Watford and West Herts chamber of commerce. They put me in front of a bunch of inspirational young people who are all part of a new kickstart scheme that they are running. They told me not just about the economics and the finances, and all the stuff that we like to talk about in this place, but their dreams, how it was changing their lives, and how it was giving them hope for their futures.
The Budget gives us the opportunity to look not just inward, but outward. I have seen the hope around education. During the past year, we have seen through such things as the Oak Academy the ability to use education to teach people not just the facts but how to inspire themselves to be better and to be different. One of the bits in the Budget that was not picked up on massively was the investment in infrastructure and skills—business skills and business leadership.
I am sure you will be too young, Madam Deputy Speaker, to remember the adverts that used to talk about teaching the world to sing, but I think that global Britain will be able simply to teach the world. Our ability to invest in business leadership, to invest in our young people and, as we have proven in the Budget, to deliver on that means that we can export those skills around the world. We can export leadership around the world, and I am really proud that we can look on yesterday as a way to look forward. The Prime Minister gave an excellent speech on the road map to recovery, but this Budget is not just for the next six months or the next year; this is a Budget for decades to come, and I back it wholeheartedly.
I am afraid I do remember the adverts about teaching the world to sing.

Commons ChamberThank you, Madam Deputy Speaker. It is wonderful to see you in the Chair. I am incredibly humbled to be here. As a working-class lad, to be sitting on these Benches is an enormous honour, but to be sitting among so many other working-class Conservatives is just as fabulous. I must thank the people of Watford for putting me in this wonderful place and for giving me the honour and the opportunity to hopefully make a change in this country.
First, however, I want to pay tribute to my predecessor. Everyone who knows him will know that he works tirelessly and is a true gentleman: Mr Richard Harrington. When I first became a candidate, people would say to me, “Dean, you’ve got big shoes to fill.” At first I thought it was a dig at my height, but I soon found it was because of Richard’s amazing legacy and the work he has done for the people of Watford. Today’s debate focuses on health, and there are so many things I could talk about—from his jobs fairs to the work he has done on social housing and tenancies—but I will specifically pay tribute to his work to ensure that Watford General Hospital and the local NHS got additional funding. I am proud that Watford will get one of the six new hospitals in the coming months and years, as was alluded to in a previous speech. Richard was a true champion for Watford, and I hope I can fill his shoes in the coming years. I will work tirelessly to do so, although my height may not change.
As you know, Madam Deputy Speaker, Watford General is on Vicarage Road, right next to the legendary, most fabulous Watford football club, which famously once had Elton John as its chairman. I would like to steal one of his song titles and say that I would like to be the first rocket man of Watford as we soar to the stars.
Sadly, to be totally honest, Elton John was not actually born in Watford—I cannot do anything about that—but we do have an incredible wealth of world-famous Watfordians. We have our very own Spice Girl in Geri Halliwell. [Hon. Members: “Hear, hear!”] You have to give a whoop for that. We have our own boxing heavyweight champion of the world in Anthony Joshua. We have our own political heavyweight, too, in the dearly departed Mo Mowlam. And we have the England football manager with the best waistcoats in the world, Mr Gareth Southgate.
As a science fiction fan myself, it is particularly exciting that we have our very own member of Doctor Who’s time-travelling Tardis team in Mr Bradley Walsh. Many Members will know that Bradley Walsh hosts a famous game show called “The Chase”, in which he battles with “The Beast” Mark Labbett. As a Conservative, I feel that in this election we battled our own “Chase” and our own beast—the beast of socialism—and we won. We defeated that beast.
One of the most world-famous parts of Watford is a magical place, and it was mentioned earlier in a brilliant maiden speech: Warner Brothers studio and the Harry Potter tour. Given his love of buses, I would like to invite the Prime Minister to visit the studio, because we have neither a boring single-decker bus nor a boring double-decker bus; we have the world-famous Harry Potter triple-decker “Knight Bus.” Who can beat that?
Watford is not just a hub for entertainment. We are also a massive magnet for investment and business. We have several UK headquarters. We have Hilton hotels, so people have somewhere to sleep. We have TJX, the home of TK Maxx—looking around the Chamber, I am sure everyone has recently bought their clothes from there. We have a place to drink in JD Wetherspoon, and we have a place to win millions and to help millions more in Camelot and the lottery. We also have our very own pharmacy, a fabulous business called Sigma Pharma. Of course, every Member will want to visit our incredible market, our high street and the Intu centre for a most delectable day out.
Madam Speaker—sorry, Madam Deputy Speaker; I promoted you—at heart I am really just a family man, and it is my family who inspire me. My working-class roots may have defined who I am, but my family are the ones who drive me forward. I give credit to my parents and my sister for all the work they have done over the years and for the support they have given me. I am sure it is the same for many Members. Our families make such a difference to our lives and keep us grounded. In that sense, my wife and my daughter truly are my beating heart and soul.
However, not everyone in society has a family or even friends to support them, and, through no fault of their own, they may feel that they are on their own. That is where community comes into play. Let us all be role models to support people who feel as though they have no one. That is the role of a Member of Parliament: not just to make laws, but to help those around us. We must let everyone know that opportunity has no gender. Opportunity should have no race and it should have no age. Whoever someone is, wherever they are, they should be able to be the best version of themselves. I believe that my party is helping to represent that.
Community is very important to me, which is why I worry about modern times. Mental health has been a big issue today, but so, too, is loneliness. We used to talk about being lonely in a crowd, but today there are so many who are lonely in the cloud. The digital world, modern life and social media mean that probably more people are aware of the names of the Kardashian family than they are of those of the neighbours on their own street.
For many years, I have felt that we need to bring the world back together, to be less divisive and to try to tie those threads together. I have had a daily philosophy for many years, and it goes like this: HOPE is an acronym and it stands for Help One Person Everyday. If we all do that in our own lives, in a way that changes people’s lives, we will have a better world. I feel honoured to be in this place as a Conservative, to enable that on a much bigger scale. We may be able to effect laws and change legislation, but changing people’s lives is surely why we are here.
In the past few years, we have seen lots of divisiveness, but let us have an age of decisiveness. Let’s not just get Brexit done—let’s get stuff done, to make people’s lives better. I believe that our manifesto and the Queen’s Speech have shown that that is our goal. As we enter 2020, let us lead the world in relentless positivity, optimism and can-do-ism, and turn this into the soaring 20s. As I complete my speech—I may be going over time; I apologise—I just want to thank people for electing me to be on this Bench and tell them that I will work tirelessly for the people of Watford, and with all Members here, to make the world a better place.
I thank everyone who is speaking today but not making a maiden speech for their kindness towards the maiden speech makers, who are being given a lot more leeway. That means that we will now have to impose a time limit of four minutes on people who are not making maiden speeches and still one of six minutes or so for maiden speeches. There is no point in people looking shocked; there are only so many hours in a day and that is where we are.
