Commons ChamberDiverting young people from crime is at the heart of my approach to tackling serious violence. Factors such as domestic abuse and substance abuse can make an individual vulnerable to becoming a victim or a perpetrator. I understand these communities; I was raised alongside kids like these and I will not leave them behind. That is why we are investing record amounts in early intervention schemes to steer even more children and young people away from serious violence.
I thank my right hon. Friend for that answer. Will he also investigate changing the Police and Criminal Evidence Act 1984 to allow a recent conviction for carrying a knife or gun to be used as grounds by the police for carrying out a stop and search? Does he agree that this could divert larger numbers of people from crime?
I thank my hon. Friend for highlighting this issue, which has also been raised by the police. I have asked officials for further advice on the matter. He might also be interested to know that just yesterday we announced changes to stop and search that would make it easier for police to deploy “no suspicion” stop and search powers to combat serious violence.

Lady is right to talk about policing and the incredible work that the officers and staff do, but it is worth reminding the House that Labour planned to cut police spending by 5% to 10% had it won the 2015 election. Labour did promise an increase in 2017, but it was not enough, because we increased police funding by more than Labour promised—by £460 million. Labour went on to vote against that increase. Not a single Labour MP voted for an increase in police funding when they had the opportunity, so we will not take any lectures from Labour on policing.

Commons ChamberIt is the Conservatives who are responsible for house building last year reaching its highest level in all but one of the past 30 years, and it was under a previous Labour Government that we had the lowest level of house building that this country had seen since the 1920s.
Last year, some 217,000 homes were added to our housing stock in England. We have set out bold and comprehensive reforms to deliver on average 300,000 homes a year by the middle of the 2020s in England, including in last week’s publication of the draft revised national planning policy framework.
I congratulate my right hon. Friend on the enormous progress that he is making. Does he agree, however, that it will not be possible to get the housing shortage completely under control until we have brought migration levels down from the completely unsustainable heights that were created by Labour?
My hon. Friend will be pleased to hear that we are committed to both reducing net migration to sustainable levels and building the homes that this country needs.

The right hon. Lady is absolutely right about the importance of having local flexibility and control over many integration programmes. She might be aware of the Near Neighbours programme, which has thousands of projects all run locally, often involving voluntary groups and local authorities, which I think is a good example of that. She has made a suggestion and I have listened carefully.
The Minister will be aware that the last two Muslims to be murdered in hate crimes were murdered not by Brexit supporters but by other Muslims. Does that not show the importance of implementing this report and demanding that all communities sign up to gay rights, women’s rights and the right to interpret religion in any way one wishes?
My hon. Friend highlights the importance of promoting British values and making sure that they are accepted by all communities in Britain. That includes tolerance, freedom of speech, freedom of religion, respect for democracy and so many other things. The more we can do to make sure that every community embraces those, the better off we will all be.
First, the hon. Gentleman should just accept that Brexit means Brexit. The focus of the whole House should be on how best to deliver that. On EU funds, that is a fair question and a number of hon. Members have asked about that today. We need to reduce uncertainty. Now that the new Government are in place, we will certainly be working on this as an absolute priority.
T9. The Minister will be aware that some people who provide social care are booked to do just a few minutes at each job and spend much of the day travelling at their own expense. This does not breach minimum wage legislation, but does the Minister agree that it is none the less wrong and that we should try to address it?
I commend the Secretary of State for what he is doing to try to save this valuable industry, but I would just add—I say this as a pension fund member myself, albeit a small one—that I am slightly concerned by these proposals, so I hope we will proceed with great caution and with thought for all those who are likely to be seriously affected by them.
Many members of the pension scheme may well be concerned, and that is why it is absolutely right that they have full information from the Government in the consultation. I understand that the chairman of the trustees has today welcomed the Government’s move, but, at the same time, he has said that the trustees themselves will write to all the members. I welcome my hon. Friend’s recognition that this is all about not only getting the best outcome for the members but sustaining the long-term future of our great steel industry.
I will move on to the subject of Tata in a moment, but the hon. Gentleman is right to identify pensions as an issue, and we are considering all possible solutions.
Let me say a little about the action that we have already taken. We have taken action on power: £76 million has already been paid to steelmakers to compensate for high energy bills, and we expect to pay more than £100 million in the current financial year alone. In the autumn statement, just five months ago, we announced that we would go further. Energy-intensive industries will be exempted from renewable policy costs—a move that will save the steel industry more than £400 million by the end of this Parliament.
Surely my right hon. Friend agrees that, rather than compensating businesses for a tax that we levied, it would be far more sensible and logical to scrap the tax.
Given what my hon. Friend has said, I presume that our move towards exemption rather than compensation is exactly what he wants to see.

Commons ChamberWe are the first country in the EU to take advantage of new procurement rules. When it comes to defence needs and other infrastructure projects, we should use British steel whenever we can. For example, the Queen Elizabeth-class aircraft carriers are 94% British steel—that is 77,000 tonnes. Last week I visited Crossrail, the biggest infrastructure project in Europe, and almost all of it is British steel.
22. Under current rules, steel companies pay the highest energy taxes in Europe. Those taxes are then used to subsidise wind farms, which are made from cheap imported steel. Does the Minister agree that our policy needs to change?
I agree about the importance of energy costs, and that is an issue that the steel industry has raised time and again. We had previously announced a system of compensating for part of the cost, but we went further after listening to the industry. We needed to make a change, and we have made a change, which is a full exemption.

Commons ChamberThe Department will shortly issue a skills funding letter answering some of the hon. Gentleman’s questions, but perhaps he missed the point that I just made: the adult education budget is protected in cash terms, we will double spending on apprenticeships by 2020 and the FE budget will be up by the end of the Parliament in real terms.
2. What steps he is taking to ensure that the Government receives value for money from its funding of the Met Office.
The Met Office plays a key role in our economy. A recent review of the public weather service assessed it as delivering up to £1.5 billion of annual value. As the shareholder for the Met Office, I and my officials regularly hold it to account and ensure it delivers value for money for the taxpayer.
The BBC, no less, reported in 2012 that in 11 out of the previous 12 years predictions about increases in temperature had been wrong and that there had been a warm bias. Does the Secretary of State, as the shareholder, agree that he should be asking some tough questions at the board meeting about why we should be imposing expensive climate change policies on businesses and householders, when so often the predictions behind them are proved to be inaccurate?
I always like to ask tough questions, but I note there was flooding in my hon. Friend’s constituency recently, and the Met Office played a key role in helping the emergency services and protecting lives and property. Today is an opportunity to commend the Met Office for some of the work it does.

Commons ChamberMay I just add to the point that the right hon. Member for Delyn (Mr Hanson) made by suggesting to him that there are many people living in England who rely on getting their health service in Wales, and their MPs are unable to speak about it? Does my right hon. Friend the Secretary of State agree with me—a proud Welshman and a proud British subject—that there is a strong Unionist case for having English votes for English laws?
As ever, my hon. Friend makes a very powerful point, and I think that he is referring to the same Welsh NHS that has seen its funding cut by 10% over the last five years and that has some of the worst performance statistics of any part of the NHS in the United Kingdom.
I know all too well that England does not begin and end at the M25. Up and down the country, businesses of all shapes and sizes make an incredible contribution to our nation’s economic growth. All too often, however, they are held back by the age-old regional divides between the north and the south, and between the capital and the rest. For too long, politicians have shrugged their shoulders and claimed that these so-called divides are inescapable realities—an inevitable part of life. We do not accept that; we believe that every corner of the country has the potential to deliver economic growth and personal prosperity. We will take the steps necessary to boost local growth in England, devolving powers to cities, towns and counties, and allowing local people to take control of the economic levers in their areas.
