Before I do so, Mr Speaker, may I fully support your ruling and send my deepest condolences to the relatives of all those who have died in prison?

May I make it absolutely clear that I, Conservative MPs, Senedd Members and councillors are supportive of a 20 mph speed limit in certain areas, such as outside schools, hospitals, old people’s homes or anywhere where there are vulnerable pedestrians? But the blanket 20 mph speed limit has had a detrimental effect on road users, users of public transport and businesses across Wales, and I call on the Welsh Labour Government to think again.

I thank my right hon. Friend for his answer. Clearly, there is a strong case for 20 mph limits outside schools, in shopping areas and in other areas where there is huge pedestrian activity, but a blanket ban is outrageous. Has he any detail as to the cost to the Welsh economy of this extremely damaging move, and, indeed, the cost of implementing it across Wales in such a blanket fashion?

My understanding is that the vast majority of 30 mph roads are now 20 mph. I have seen a figure suggesting that it is around 96%—[Interruption.] Mr Speaker, it is a blanket ban on 30 mph roads and that is exactly what the Welsh Labour Government put out there. I can give my hon. Friend an indication of the costs, because the Welsh Government’s own impact assessment suggested that this would cause a £4.5 billion hit to the Welsh economy and, on top of that, taxpayers have had to pay £30 million for 20 mph road signs.

I absolutely agree with my hon. Friend and call on the Welsh Labour Government to rescind the policy of a blanket 20 mph speed limit across Wales. At the same time, I call on them to rescind their policy of building no new roads ever again in Wales, and I call on them to scrap their policy of bringing in road charging for using the motorway network. Is it not interesting that not one Labour Member present is willing to stand up to defend their own Senedd Government policy?

We have already heard about the importance of tourism to the Welsh economy. Has my right hon. Friend made any assessment of the impact on tourism, which will disappear from Wales as a result of this blanket ban?

My hon. Friend makes an interesting point. People will now not only have to pay extra money to come into Wales as a result of the Welsh Labour Government’s tourism tax, but find it a lot slower to get around Wales as a result of the Welsh Labour Government’s speed limits. In my constituency of Monmouthshire, the Labour council has recently decided for the first time ever to bring in charges for people who want to use the shops on a Sunday over the Christmas period, meaning that it wants us to slow down, but not to stop.

I am delighted that the hon. Lady has set out that the Labour party now supports nuclear power. It was not something that was evident to us when Labour was in opposition a few years ago. Labour had an opportunity over the 13 years it was in government to build nuclear power stations, but it is good that it has belatedly decided that it will support new nuclear power in Wales. I can assure her that I am happy to work with the Welsh Labour Government and anyone else who is interested in making sure that Great British Nuclear can take forward sites such as Wylfa, which is an excellent site for new nuclear.

The Government have established Great British Nuclear to drive forward the UK’s new nuclear programme. GBN will be working with the Government on access to potential sites for new nuclear projects and I will continue to build on the clear cross-party support there is to promote Wales as the destination of choice for one of the first projects.

I had a meeting with the Minister for Nuclear, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie), and yesterday I met the interim chair of GBN, Simon Bowen. We had a very interesting and informative discussion on this emerging technology, which I think is very exciting and offers huge potential for Wales.

I thank my right hon. Friend for his answers thus far. Clearly, Wales has a bright future as part of the new nuclear capability across the United Kingdom. What further measures will he take, for example on fusion, as well as on nuclear energy, which has already been provided?

Obviously, it is for Ambition North Wales to bring forward projects for the UK Government and the Welsh Government to approve, but we have taken a very flexible view of the whole thing. I assure my hon. Friend that despite the international financial problems, which all countries are facing at the moment, this Government remain absolutely committed to support jobs, driving growth and levelling up across the whole of the United Kingdom, including in his constituency.
