Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I will give the hon. Lady the best assurances that I can. I am not a Member of the Assembly, but that message has been made clear and she has put that on the record, so it will be taken back. She is right that education is an important aspect for the future generations in Northern Ireland.
We are all well aware of the difficult times that Northern Ireland has faced. We are the smallest of the four regions and, as I have already alluded to, we are still suffering from the results of the troubles, which have been a debilitating factor in the economy’s growth. That has made inward investment slightly more difficult and for the local business sector—small, medium and large businesses—sustainability has continued to be an uphill struggle. My speech contains good news for Northern Ireland, but it will also be realistic about lessons we have to learn, what we can do better and how the Assembly can move forward in the future.
At the outset, I want to praise all the companies who provide employment in Northern Ireland. I recognise the determination and energy they put in every day, along with their workforces. Their resolve has sent unemployment rates in Northern Ireland to an all-time low. When the economic crisis hit the whole of the United Kingdom, in my constituency we were at 8.5% unemployment, but as of last week that figure has come down to 4.1%. Even at the best of times the figures never fell below that, so we are encouraged by that. I have no doubt that the selfless work and processes established by companies right across Northern Ireland will continue for many years to come.
Does my hon. Friend agree that one of the main sources of employment in his constituency is manufacturing industry? Despite all the nonsense that has been spoken about the uncertainty for manufacturers because of the EU referendum, and the prospect of the people of the United Kingdom voting to leave the EU and break its shackles of dominance on our economy, manufacturing industry has actually forged ahead.
I am glad that my hon. Friend has mentioned energy costs. Does he agree that the cost of energy is one of the biggest threats to manufacturing in Northern Ireland, as it has been in England, Scotland and Wales, and that that is in part due to the insane policy of trying to move towards renewable energy when we have cheap forms of energy in coal, gas and oil?
Absolutely. I thought my hon. Friend was going to mention the EU again; he disappointed me greatly in not getting it slipped in. He is right: we need to look at other ways we can help. Some companies across Northern Ireland, certainly in my constituency, have availed themselves of gas lines, which have made a big difference to electricity costs, especially for bakeries. As the Executive move forward, I believe we have a big part to play in reshaping energy policy.
I meet companies regularly, as I am sure all right hon. and hon. Members here do. One of the major issues they raise continually is business rates—if it is not energy costs, it is business rates. In Northern Ireland, we have capped rates for manufacturing at 30%. I have to say that that is a success for my own party—other parties agreed to it, but it was brought forward by the Democratic Unionist party and we have achieved great things with it. Companies today are surviving because of it, and without it, those companies would not still be here.
My constituency of Upper Bann is the second largest manufacturing base in Northern Ireland outside Belfast. For every manufacturing job in the Province, 1.5 jobs are supported elsewhere in the economy, contributing £2 billion in wages to staff and a further £2.2 billion though jobs supported outside the sector. I fear future losses if we do not address the issue of energy costs, which I keep coming back to, because it is crippling a lot of our companies.
Does my hon. Friend agree that that is one of the reasons why it is important that Northern Ireland, like other regions of the United Kingdom, gets its fair share of the money raised through the apprenticeship levy? That is an issue that needs to be addressed by the Treasury and also the Northern Ireland Executive.
My hon. Friend is correct. We need to get our fair share of that in order to push this forward. I recently visited my local training centre in the Craigavon area. I have visited it many times, and in recent times it hosted a regional skills competition. I spoke to one of the instructors there, who told me of one young man who came to him—I think it was three years ago—as a trainee plumber. The instructor knew when he saw the young man working that he had something special. That young fellow lives in a village called Katesbridge outside Banbridge.

Commons ChamberProgress is being made on that. Our forum will meet again in the second week of January to hear an update. Hopefully we will see more movement from the Government and the Northern Ireland Assembly on this matter.
The hon. Gentleman is right that in today’s society, talking is almost a thing of the past between parents and their children. They do not interact in the way that they used to. Parents do not understand such things—I am one of them. Because of the generation that I grew up in, I still use just one finger on an iPad, let alone on a full computer. A lot of education is needed.
My hon. Friend had the same sort of education as me and, although he is an economist, I know that he has the same one-finger problem with computers.
I assure my hon. Friend that I will never be cyber-bullied because I do not have access to the means by which I could be cyber-bullied, nor do I wish to have it. He has talked about the impact on pupils. Does he also accept that one in 10 teachers has been bullied online—however that is done—which can affect their teaching and make them fear for their families?
My hon. Friend is correct that this problem affects not only children, but young adults and older folk. I mentioned Dr Cassidy. Without going into too much detail, he has to deal with such bullying on the mainland at least once a year in relation to TV personalities who appear on some of the hottest programmes on a Saturday night. He has to deal with that issue with the BBC and UTV. My hon. Friend is correct that teachers are abused in this way as well, and that needs to be dealt with.
The National Institute for Health and Care Excellence estimates that 80,000 children in the United Kingdom suffer from severe depression. That includes 8,000 children under the age of 10. We as a society need to take responsibility for preventing harmful and antisocial behaviour such as cyber-bullying and for dealing effectively with incidents of virtual violence. We need an integrated approach in which Government, schools, parents, internet service providers and charities work together to keep the most vulnerable people safe.

Commons ChamberI do not know whether it is about demand management at Heathrow, but I do know that there has been an impact not only on the pattern of where and how people fly but, much more importantly, on economic growth in the United Kingdom and on the connectivity that many of the regions need if they are to develop markets elsewhere in the world.
Let us look at the facts. Since air passenger duty was introduced, it has increased by 160% for short-haul flights and by 225% for long-haul flights. The tax brings £2.8 billion into the Exchequer, and that is expected to rise to £3.8 billion by 2016-17. If we make a comparison with other EU countries, we can see where the problem lies. Many EU countries do not have any APD, while some introduced it but abandoned it because of its impact. The countries that have retained it have done so at a lower level than here in the United Kingdom. I shall not bore the House with all the percentages, but others might want to cite them to demonstrate the impact on airports in their areas.
I do not want to be parochial, although other Northern Ireland Members may wish to spell this out in much greater detail, but it would be remiss of me not to point out that air passenger duty has a significant impact on the economy in places such as Northern Ireland. We cannot transfer between air and train travel, so the only option for people who wish to travel to places outside Northern Ireland, whether in Great Britain or elsewhere, is to travel by aeroplane, and hence to pay the duty. The Irish Government abolished air passenger duty in the Republic, with which we share a land boundary, because they recognised the importance of air connectivity to the general well-being and growth of the economy, the promotion of jobs, the attraction of inward investment, and a range of other economic benefits.
Is not a typical example of the benefits of zero air passenger duty provided by the Dutch Government who, having abolished it in 2010, discovered that £1.3 billion had been lost to infrastructure and the economy since its introduction?
The Dutch Government were not the only Government to change their mind in that regard.
It would be churlish of me not to accept the role played by Ministers—especially the Exchequer Secretary to the Treasury, who is in the Chamber, and the former Minister of State for Northern Ireland, the right hon. Member for East Devon (Mr Swire)—who listened to what was said by Northern Ireland Members about long-haul flights and, in particular, one long-haul flight to north America that connects us to a major investment market. We have managed to attract a great deal of inward investment from that place, but the main fear expressed by the Northern Ireland Executive was that the loss of that route—which was likely to go because of the air passenger duty issue—would lead to the loss of an important economic lever in the investment package of the Minister of Enterprise, Trade and Investment.
Notwithstanding what has been said about this not being a listening Government, on that issue the Government did listen and act. As a result, we have retained the long-haul flight to north America, which is still paying dividends in terms of connectivity and investment. The industry Minister has announced a number of investments from north America in the last few months, and I have no doubt that part of that success is due to the ease with which managers from New York and Boston, for example, could fly into Northern Ireland for meetings with the firms that they had set up there.
