The scheme that we are putting into place is blind to ownership, so we will not take into account whether a pharmacy is a Boots, a LloydsPharmacy or something smaller. Given the gross margins that are currently being made by the average pharmacy, including smaller ones, I do not believe that the efficiency savings that we are asking for will cause widespread closures. It is scaremongering to imply that.

Those of us who represent constituencies with both remote rural and urban communities understand the difficult issues that the Minister and his Department have wrestled with. Does he agree that this decision is one that would have to be taken by whichever party was in government at the moment because it is right to ensure that the service is modern, efficient and that it represents security for people in rural communities?

The Government’s water White Paper set out our vision for a resilient and sustainable water industry that is able to attract long-term investment. We are committed to measured reform to protect the strengths of the current system. Our draft Water Bill includes proposals to deliver evolutionary reform of the water sector. This will benefit customers and enable new players and new ways of thinking to enter the market.

The UK regulated asset base has been a great driver of inward investment into the UK for infrastructure projects. Will the Minister confirm that there is nothing in the draft Bill that will undermine the size of that asset base, and will he consider using the regulated asset model to bring in money for badly needed flood defences?

I can confirm that the golden thread running through our water White Paper, all our policies since then and, in particular, the Water Bill underpins our commitment to continued investment in this sector. It has benefited from £108 billion of low-cost investment over the past 22 years, and we want to see that outstanding success continue. I note what my hon. Friend says about the plans to extend the model to flood defences. That proposal has been put by one or two water companies. We do not propose to bring it forward at this time, but we are always open to considering such matters.

Before I start, may I welcome the new members of the Opposition Front-Bench team and the returning member, the hon. Member for Ogmore (Huw Irranca-Davies)? That is a great pleasure and I look forward to working with them in future weeks; the hon. Gentleman is living proof that one can boil cabbage twice.

The Environment Agency is working closely with partners to develop a scheme that will reduce the risk of flooding from the River Mersey to 2,000 properties in Warrington. Last year, DEFRA provided £200,000 to Warrington borough council, which it used to address local flood risk for 30 homes in Dallam and Orford. Flood risk from rivers in Warrington is also actively managed by water course maintenance, flood warning and development control.

I thank the Minister for that reply, and, as he says, the work that has taken and is taking place in Westy is much appreciated. In other parts of Warrington, around Penketh and Sankey, the previously planned work has been delayed. Will the Minister give some indication of the time scales for that work?

It is to my hon. Friend’s credit that he continuously raises these issues with the Environment Agency and the Department. The Sankey area is of great concern to a number of households. It does not rate as highly as the other much larger scheme in the Warrington area and it will be considered, as is the way, with complete transparency in the funding scheme that has been announced, which will be considered by the local flood authority in due course.

T4. The Arpley landfill site in my constituency is in the process of applying for a multi-year extension to its licence and yet we know that best practice countries, such as Germany and Denmark, have virtually no landfill because they incinerate for power that which cannot be recycled. Can we not move faster in that direction?

We are shortly to publish our waste review, which is examining the balance and trying to move waste up the waste hierarchy. It will demonstrate this Government’s serious ambition to work towards getting as close as we can to a waste-free society and to ensure that communities are protected wherever they can be.
