We made a commitment that the strike price agreed for Hinkley would be the high-water mark for new nuclear, and I note my hon. Friend’s recommendation that that apply more generally.

In my constituency, we have two nuclear power stations, which is welcome news for my constituents, but we need a third. We have the site—the seventh site—and I could line up five developers under this proposal. Would the Secretary of State like to meet to discuss this further?

I am happy to do that. I fondly remember a visit I made to a nuclear power station in my hon. Friend’s constituency some years ago. Perhaps he could bring me up to date with developments since.

Since our last questions, with the Prime Minister my ministerial team and I have launched our industrial strategy Green Paper, part of a cross-Government plan to build an economy that works for everyone. Efforts to secure global investment in British enterprise and innovation continue to meet with success, with the most recent example being the £115 million Novo Nordisk investment in Oxford, which is a further vote of confidence in Britain as a place to do both business and science. Today we launch the next energy capacity market auction. Last month, I signed a memorandum of co-operation with the Government of Japan on civil nuclear activities, and on Thursday I announced that we have secured a second mission to space for Major Tim Peake.

As always, my right hon. Friend has been extraordinarily busy, but may I ask my extraordinarily busy right hon. Friend to turn his attention to Morecambe and Lunesdale, as we now have a new link road going straight to the Heysham port and we would like an enterprise zone? Will he help me to get an enterprise zone?

I am never too busy for Morecambe and Lunesdale, and I know what a passionate campaigner my hon. Friend has been for the business prospects in his area. If I may, I will talk to the Minister responsible for the northern powerhouse, who has responsibility for enterprise zones—I am sure he will be happy to have a meeting with my hon. Friend.

Of course we looked at every component part. To construct a new nuclear power station, the first for generation in this country, at no risk to the taxpayer or the bill payer is a considerable achievement and represents good value.

This is good news for my constituency, as we are now going to have a third nuclear power station built. Good news travels fast, and I have already had the local radio station desperate to get an interview with me. I should like to congratulate the Secretary of State on all his hard work and thank him for what he has done for my constituents. Will he agree to meet me shortly to discuss how we can speed up the decisions on the five proposed reactors, and will he also help me by discussing Heysham as soon as possible?

I am grateful for the opportunity that the hon. Gentleman offers me to pay tribute again to the fantastic work that is being done in the north of England, and which has, over the years, been done throughout the country at times when such emergencies occur. I will bear in mind what he has said, and it will be considered during our future discussions.

Loyn bridge, in Gressingham—which is in my constituency —has been partly washed away, and the roads on either side of it have caved in because of the flooding. Will my right hon. Friend assure me that everything will be done to ensure that the repairs are completed as quickly as possible, as the bridge is the main thoroughfare across the Lune valley?

I will indeed. I note the leadership that my hon. Friend has shown in, and with, his community in responding to those conditions. We are determined to ensure that things are put right with the greatest dispatch, and we are working closely with the authorities throughout the area. The funds that have been made available so far will allow an assessment of what is required for restoration to be made, which will be followed by the repairs themselves.

Budget Resolutions and Economic Situation

The hon. Lady, who is a Greater Manchester Member of Parliament, should talk to her leaders in Greater Manchester who put the proposal to the Government. The proposal was not invented in Whitehall and visited upon Greater Manchester. The leaders of Greater Manchester made the very good point that when there is a strong connection between the needs of the national health service and the social care of residents across Greater Manchester, it makes complete sense for them to be managed together. That was their proposal and, in line with what my hon. Friend the Member for North Wiltshire (Mr Gray) said, we were very pleased to endorse it.

As I said, this is just the start. We want to build on the ingenuity and experience of local councils and civic and business leaders in an area to attract private investment to match the public investment. The city and local growth deals that we implemented in the last Parliament have transformed £7 billion of funds from central Government Departments into £21 billion of local investment. This Budget represents a golden opportunity for local leaders to repeat that success on a grander scale. Furthermore, with measures such as the creation of new enterprise zones, for which an invitation has gone out to places across the country, and the extension of the coastal communities fund, we are determined that this invitation should be extended to all parts of the country.

Would my right hon. Friend look favourably on an enterprise zone application for Morecambe White Lund and on a coastal communities investment, because Morecambe needs more money on top of the £1 billion that was delivered by the previous Government? I am sure that, with the Secretary of State’s help, we can do better.

I know from the last Parliament what a fighter my hon. Friend is for his area. I would welcome an application for Morecambe not just for an enterprise zone, but for the coastal communities fund—announcements were made on those two important policies in the Budget. I say to Members from all parts of the House that this is a big opportunity for them to work with the council and business leaders in their area to put forward a compelling bid for funds and, indeed, the devolution arrangements.

As I said before, we have adopted exactly the same definition that applied under the last Government. I have made it clear that if there are discussions to be held on ensuring that everyone understands precisely what is meant, I shall be very open to that, but what is crucial is that we reform planning policy in order to unlock jobs and create homes for the next generation of young people.

T5. Under the coalition Government, house building statistics in England are 22% higher than those during the comparative period under the last Government. Does my right hon. Friend agree that we must never again see circumstances in which council tax bills double yet results are so poor?
