As I say, if we get through Second Reading of the withdrawal agreement Bill, it will be possible for people who want a second referendum to put that case to the House and for the House to come to a decision on that matter. I have made changes to the offer I have put forward. I set those out today in my statement to the House. They reflect the discussions we have had across the House and address concerns raised by Members.
In her statement, the Prime Minister talked a lot about compromise. I agree that compromise is required. Since the referendum result in 2016, the Scottish Government have sought to compromise. Can she name one single part of the document “Scotland’s Place in Europe” that she agreed to compromise on?
We have had discussions with both the Scottish and Welsh Governments about their concerns, particularly around trade across the EU, and our proposals reflect those concerns, together with our discussions with business across the whole UK. As I understand it, the position of the Scottish nationalists now is that they want to revoke article 50. That is not a compromise. It is a position that goes back on the result of the referendum.

I say to my hon. Friend that we have been clear that the current system for dealing with the legacy of Northern Ireland’s past is not working well for anyone. As I have said before in this House, around 3,500 people were killed in the troubles. The vast majority were murdered by terrorists. Many of these cases require further investigation, including the deaths of hundreds of members of the security forces. The system to investigate the past does need to change to provide better outcomes for victims and survivors of the troubles, but also to ensure that our armed forces and police officers are not unfairly treated. That is why, across Government, we are continuing to work on proposals on how best to move forward, but the Ministry of Defence is also looking at the wider issue of what more can be done to ensure that service personnel are not unfairly pursued through the courts in relation to service overseas, including considering legislation.
First, may I congratulate the hon. Gentleman, because I understand that he was another of the Members who ran the marathon on Sunday? I understand that he did it in support of Glasgow Girls football club and raised money for that very good cause.
Officials in the Department for Business, Energy and Industrial Strategy are undertaking a short, focused internal review of provision for parents of premature, sick and multiple babies. They are looking at the issues that the hon. Gentleman raised—at the barriers to returning to work and staying in work that some parents can face. They have been working with organisations such as Bliss, The Smallest Things and Tamba to better understand the issues for parents. I am sure that a Minister will be happy to meet him in due course when these conclusions are reached.

Commons ChamberI commend the action being taken in my right hon. Friend’s constituency, and I see the same action being taken in my constituency, with people ensuring that defibrillators are available. He raises a very interesting point, and I will ask the Department for Transport to look at it seriously.
This issue is close to the heart of many Members, and it is particularly close to the heart of the hon. Gentleman. I know that he met Ministers to discuss this issue last year. Officials in the Department for Business, Energy and Industrial Strategy are undertaking a short, focused internal review of provision for parents of premature, sick and multiple babies to obtain an understanding of the barriers to participating in the labour market. They are working with organisations such as Bliss, the Smallest Things and the Twins and Multiple Births Association to better understand these issues, and they have held focus groups with a number of parents. They have offered to discuss their conclusions with those interested parties in due course, and I am sure that they will be happy to meet the hon. Gentleman to discuss this in taking it forward.

Commons ChamberMy right hon. Friend is absolutely right. As I said, the only way in which it is possible—other than staying in the EU, which we will not do—to ensure that no deal is off the table is to agree a deal. I gave an offer—it remains open to the Leader of the Opposition—to engage in talks with us. They were precisely talks about ensuring we can have a deal so we do not leave with no deal.
You could be forgiven for watching these proceedings and thinking that the Northern Irish backstop is the only issue that is preventing people from supporting this agreement, but last week when I visited the Glasgow Kelvin College campus in Easterhouse people expressed major concern about the Erasmus scheme and the lack of clarity for them. Not referring to universities, what reassurance can the right hon. Lady give to colleges in this country about the future after Brexit?
If the hon. Gentleman looks at the political declaration, he will see that we have referenced those aspects of working—continuing to be able to work collaboratively with colleges and universities across the European Union through initiatives like Horizon and looking at the possibility of extending Erasmus. Those are referenced in the political declaration, but they cannot be part of a legally agreed text until after we have left the EU.

Commons ChamberI believe that the best route forward for the United Kingdom is to leave the European Union with a good deal, and I believe that this is a good deal.
One thing not contained in the Prime Minister’s statement on the Council conclusions is the future of the single market. She should know that leaving the single market risks 80,000 jobs in Scotland. Does she have any idea how many jobs would be lost in the Queenslie and Baillieston industrial estates if we left the single market?
The hon. Gentleman will know that it is clear in the political declaration that we will have a more ambitious trading relationship with the European Union than any other third country—we will become a third country when we leave the European Union. We have negotiated that deal and that future trading relationship, and that political declaration is the instructions to the negotiators for the future. We have negotiated that precisely with the need to ensure that we protect jobs in our minds. That is what that deal will do.

Commons ChamberI thank my hon. Friend for again recognising the importance of small businesses, particularly in rural communities. We recognise that the widespread free access to cash remains extremely important in the day-to-day lives of many consumers and businesses throughout the UK. LINK—the UK’s cash machine network—is committed to maintaining free access to cash through its extensive footprint of ATMs. The Payment Systems Regulator, set up by the Government, regulates LINK and is ensuring that the UK payment system works in the interest of consumers. I assure my hon. Friend that the regulator is closely monitoring the situation and is holding LINK to account for its commitments to maintaining a broad geographic spread of ATMs across the United Kingdom.
I thank the hon. Gentleman for raising this issue, which is obviously, through personal experience, very close to his heart, but I know it is of concern to other Members of this House. I understand that the Department for Business, Energy and Industrial Strategy is undertaking a review of the provisions for parents of premature babies, and also for those who experience multiple births, as it is the Department responsible for the parental leave legislation,. It is working with charities representing parents of premature babies—parents of babies who require neonatal care—to better understand the pressures and the issues that those parents have to face when their child is born prematurely or sick. It expects to be in a position to share the key findings of this review with interested parties in the new year. I will ensure that a relevant Minister from the Department meets the hon. Gentleman and the charity to hear that experience first hand.

“it is the clear intent of both Parties to develop in good faith agreements giving effect to this relationship”.
The hon. Gentleman talks about the life sciences sector. This Government have been putting together a life sciences sector deal. We recognise the importance of the life sciences sector, and it is our modern industrial strategy that is delivering for the life sciences sector.
If we are being honest, the majority of Members are at an age where they have more yesterdays than tomorrows, but there are millions of young people out there whose opportunities will be curtailed as a result of Brexit. I want to ask the Prime Minister a question that I have been asking since I entered the House. Will a first-year student at Lochend High School in Easterhouse still be able to enjoy Erasmus by the time they leave high school?
We have referred to the continuing ability for us to participate in programmes, and Erasmus is one of those that we had in mind, but of course, we have to look at the conditions that would be required for our continuing membership of Erasmus. I challenge the hon. Gentleman, because I do not believe that the futures of young people are in any way restricted as a result of our decision to leave the European Union. Indeed, the way in which we will build new relationships around the rest of the world could enhance the futures of young people and the opportunities open to them.

Commons ChamberOf course, they made the commitment in Wales. The question is meeting it, and I think that the President’s intervention has made a difference and that NATO itself will ensure that it monitors that commitment and looks at the timetables to which those allies will work to meet it.
As I have said, we recognise that there are real concerns about Nord Stream 2. There are concerns about its impact on Ukraine, and we will discuss the matter further with our allies.

Commons ChamberMr Speaker, I am tempted to say that the hon. Gentleman is a right example, but there we are.
It is a matter for the Scottish Government as to what they choose to do, but I urge them to ensure they are putting the safety and security of people who are travelling first when they make that decision.
The hon. Gentleman is perfectly right to ask me questions about things for which I am responsible, and I have the right, as I did previously, to comment on issues that we are taking up with the Scottish Government.

Commons ChamberI was interested to note the comments, made by a number of other countries, that the future relationship we will negotiate with the European Union would, as the hon. Gentleman says, be a tailor-made or bespoke arrangement for the United Kingdom. I assure him that not only will I be having interaction with the other EU27 leaders, but that Government Ministers will be meeting their opposite numbers and talking to them about the significance of the continued relationship with the UK and the EU.
We know that Brexit will be an unmitigated disaster for young people across these islands. With regards to the specific reference to the Erasmus project in the statement, by the time first-year students at Lochend High School in Easterhouse get to university will they still be able to enjoy Erasmus?

Commons ChamberMy right hon. Friend is absolutely right to say that we want to ensure that we take the advantages offered by modern technology. That is why these issues have been addressed in our industrial strategy and will continue to be addressed. We recognise that when we talk about infrastructure in this country, increasingly the IT infrastructure—the broadband infrastructure—is part of that; this is not only about the physical road and rail infrastructure. So we are investing £790 million in improving broadband, taking our public investment to £1.7 billion. We are also, as she says, leading the world in the development of electric cars, and we need to ensure that we have those vehicle charging points. So we have put in place, and are putting in place, grants and policy measures to ensure that we see those charging points so that people can take advantage of those new vehicles.
It is important that we have the national living wage. It was our party, in government, that introduced the national living wage. It has had an important impact on people and, obviously, the national living wage continues to increase.

Commons ChamberMy hon. Friend is absolutely right. We know the things that can be done in negotiations to appear to make life difficult. What matters is that the Government have their vision very clearly set on the end state and the arrangement we wish to negotiate, and we are firmly committed to that negotiation. I can think of no better person than my right hon. Friend the Secretary of State for Exiting the European Union to deal with the sort of methods that my hon. Friend set out.
Is not the major issue the fact that the Government’s Brexit agenda is being driven by the Foreign Secretary on the pages of the Daily Telegraph—that is, when he is not moonlighting as Bernard Manning? Will the Prime Minister listen to the Scottish Government and not sacrifice 80,000 jobs on the altar of internal party politics by leaving the single market?
I have explained this on a number of occasions, but I shall do so again. The British people voted to leave the European Union. Leaving the European Union means not being a full member of the single market and the customs union. We have set out a proposal for a deep and special economic partnership with the EU that continues to enable both sides to trade with each other in a way that protects jobs and brings increasing prosperity to the United Kingdom and to the European Union. I say again, as I have said in the past: if the hon. Gentleman wants to ensure that jobs in Scotland are protected, he needs to make sure that Scotland remains part of the United Kingdom.

Dieter Kempf, president of the Federation of German Industries, stated that, following Brexit,
“it will be extraordinarily difficult to avert negative effects on British businesses in particular.”
Has the Prime Minister got any closer to carrying out an economic assessment of the UK leaving the single market?
What is very clear is that we want to negotiate a comprehensive free trade agreement with the European Union, which gives us access to the single market. Anybody who is looking at the economic impacts that take place as a result of leaving the single market should recognise that the most important single market to the nations within the United Kingdom is the United Kingdom.

Commons ChamberOnce we know the basis of our future relationship with the EU, it will be important to recognise that not just business but Government as well may need to have an implementation period when they are able to make the necessary adjustments. How long that period will be will depend on what the new relationship is, and will therefore be part of the discussions that take place during the negotiations.
With tens of thousands of Scottish jobs at risk, will the Prime Minister listen to her Chancellor’s warnings and protect our place in the single market?
As regards Scottish jobs, the most important single market is that of the United Kingdom.
