Commons ChamberIt is, and I think we can take some pride in the fact that the arrangements that have been put in place in recent years are seen as an example elsewhere in the world.
The Government are wrong to reject a judge-led inquiry, which was the only way to find out if the lessons have been learned. Given the Minister’s statement, will he commit to two measures: first, legislation to provide redress for victims of extraordinary rendition; and, secondly, an immediate review of guidance should it become clear that UK personnel are still at risk of breaking the law?
It is very clearly our view that if an officer in any of the agencies or someone in the armed services is complying with the principles, they should not be at legal risk. I will take advice on the final question the right hon. Gentleman put to me and write to him. Clearly, issues to do with legislation will have to be a matter for the incoming Administration.

Does the Minister accept that any UK involvement in extraordinary rendition is a stain on our reputation as a country that claims to uphold the rule of law and defend human rights? Does he agree that the best way to deal with this is for him to announce this week that there will be an independent judge-led inquiry, and also to announce the appointment of the new Investigatory Powers Commissioner?
I cannot promise the right hon. Gentleman an answer on that final point this week, but I believe that Sir Adrian’s recommendations will give him considerable reassurance.

Commons ChamberI agree wholly with what my right hon. Friend has just said. I think one of the most shocking features I have found about life in the House of Commons in the last few years is to learn, in particular from women MPs of different political parties, how they have often been singled out for the sort of misogynistic, brutal abuse that far too many have suffered.
May I ask the Minister what support he can give to local authorities, and particularly to polling station staff, who in fact may be the most vulnerable during the European election campaign?
As the right hon. Gentleman knows, we have been consulting on creating a new electoral offence of intimidating candidates and campaigners. As far as the staff are concerned, any intimidation or abuse is prima facie a breach of existing criminal law, and I hope that political party representatives and presiding officers would have no hesitation in reporting such things to the police.
I am happy to endorse my hon. Friend’s tribute to the fire and rescue service in his constituency and to support his words encouraging members of the public to co-operate fully with those services.
The problem with that proposal is that, so far, whenever the idea of a second referendum has been brought before the House there has been a majority against it. I do not think the right hon. Gentleman’s proposal would actually deliver the outcome he seeks.

Commons ChamberThough I have the utmost respect for Eleanor Sharpston, that view is very different from the views that have been expressed to us very clearly by the institutions of the European Union.
The Minister may be aware of the legal advice from the legal service of the European Parliament issued on 1 February 2019, which states very clearly:
“Even in the case that the UK would not hold elections, the new European Parliament could validly be constituted.”
Does he disagree with that?
I have not seen that particular item, but my understanding is that the legal service of the European Parliament has made it very clear that it does not see that an extension is possible beyond the date of the first plenary meeting of the new Parliament on 2 July, in the absence of treaty change.

I thank the right hon. Gentleman for giving way, because this may help us later in the debate. Can he provide some clarity about whether the Government will in fact support amendment (b), tabled by the hon. Member for South Leicestershire (Alberto Costa)? As I understand it, the hon. Gentleman has been sacked for doing so, but the Home Secretary is supportive of the amendment. I am confused, so will the right hon. Gentleman set out where the Government stand on the issue?

Commons ChamberI will come on to the specific issue of formal advice from the Law Officers in due course slightly later in my speech, but I first want to conclude the point I was making about the Government’s approach. I hope that, as my right hon. Friend suggested, what I say will be read as an attempt to find some common ground across the House, even if there is not complete agreement.
Can I ask the Minister something before he moves on? He referred earlier to the importance of providing not only some legal advice but economic analysis. Can he confirm that that economic analysis will include the merits or otherwise of our staying in the European Union?
If I may, I will answer the right hon. Gentleman while also responding to something that was said by the Opposition spokesman when he referred to the commitment that, yes, is there in the White Paper that the Government published earlier this year to provide Parliament with information and analysis ahead of the meaningful vote. I want to agree and accept on behalf of the Government that that information and analysis should include not only such things as impact assessments, which the Opposition spokesman mentioned, but a legal analysis as well.
In specific response to the right hon. Member for Carshalton and Wallington (Tom Brake), we certainly do intend to provide an economic analysis. The Under-Secretary of State for Exiting the European Union, my hon. Friend the Member for Fareham (Suella Braverman), will have heard what he has proposed one of the options should be.

Friend reminds us of the importance, in our negotiations, of seeking to achieve frictionless trade so that the just-in-time delivery systems that cross national frontiers can be sustained to the benefit of business here and in the EU.
Does the contingency planning that the right hon. Gentleman’s Department is doing include warning Departments what they would need to do if Parliament were to vote for a final say on the deal?

We are certainly seeking no hard border and, helpfully, the Government of Ireland are also committed to that objective. Having served six years as Minister for Europe, I am used to trying to resist provocation, wherever it comes from.
The Foreign Secretary’s absence tells us all that we need to know about how accountable he feels he should be to this House. I must therefore ask the Minister instead why the Foreign Secretary was speculating about the Northern Ireland-Ireland border becoming “significantly harder”. What measures was he considering that might be necessary on the border?
The right hon. Gentleman served in the coalition Government, so he knows that Government business involves Ministers writing and conversing with each other all the time. The Government’s policy is the policy that has been collectively agreed by the Cabinet, and that is what the Prime Minister and I have set out this afternoon.

Commons ChamberMy hon. Friend makes a cogent point. It will, of course, be for this House in the first place to decide whether to approve the motion that we will debate tomorrow. If the Government’s motion is carried, we will then put our case to the people.
The Prime Minister was not for calling a snap general election, but now she is, perhaps sensing a political opportunity. The choice to go for an election now is hers and hers alone, as was the choice of a hard Brexit. Will the Leader of the House make time available before the general election campaign starts for this House to discuss the party of government’s failure on the NHS, tackling violent crime, and dealing with people with disabilities and their benefits?
I am astonished that the right hon. Gentleman, on behalf of the Liberal Democrats, was able to talk about political opportunism with a straight face. The Prime Minister alone has to take the decision to put forward the motion tomorrow, but it will be a decision for every Member of the House of Commons when we meet tomorrow to decide whether that motion is approved.

Commons ChamberWill the Leader of the House make time available for a series of debates, which I think it would be appropriate for the Cabinet Office to respond to, so that it can update us on the progress on the £350 million a week for the NHS, the reduction in immigration and the cut in VAT on fuel? It would also be able to update us on the increased costs associated with setting up parallel organisations to the European Court of Justice, Euratom and REACH.
The Cabinet Office is very active in seeking to ensure that the pledges given in the manifesto on which this Government were elected are delivered, whether through legislation or through other means. The points to which the right hon. Gentleman referred have not been part of the Government’s manifesto.

Commons ChamberI stress that the consultation on the proposed new funding formula has not yet closed. When the results are in, my right hon. Friend the Secretary of State for Education will want to consider them before deciding on the way forward.
Last week there was speculation about your showering habits, Mr Speaker. Today, I would like to query your shopping habits. I do not know whether you have been to the supermarket recently, but if you have, you will have noticed that food prices are rising sharply and that “buy one get one free” offers and own-brand products are disappearing from the shelves. Will the Leader of the House make time available for a debate on those price rises and their impact on low and middle-income families, many of whom have just been hard hit by the Government dumping their pledge not to increase national insurance?
On that last point, if the right hon. Gentleman looks at what the Chancellor actually announced, he will see that people on low incomes will not be affected at all. Sixty per cent. of self-employed people will be better off, taking account of the abolition of class 2 contributions and the changes to class 4 contributions that were announced in the Budget yesterday.
The prices in supermarkets clearly vary depending on market prices, which depend in part on things such as currency movements. The price of certain vegetables depends on the weather in vegetable-producing areas this winter. The most important thing for the Government is that we maintain an economy with low inflation, high employment and vigorous economic growth, which is the best way to ensure good living standards for the right hon. Gentleman’s constituents.

Commons ChamberWith all those growth deal rounds, there have been more bids from local enterprise partnerships and local authorities than could possibly be met, given that funds are finite, however generous they may be. I suggest that if the hon. Gentleman seeks an Adjournment debate, he would have the opportunity to extract a detailed ministerial reply.
Will the Leader of the House make Government time available for a debate on the impact that Brexit has already had on some of my local businesses and others? They include a business that is having to scale back on expansion because it has been hard hit by the drop in the pound, one that is losing EU employees and another that is worried about the increasing skills shortages among teachers, doctors and engineers. Such a debate would also enable the Government to set out what their analysis of the impact of coming out of the single market will be on British jobs.
There will be opportunities next week, and certainly when the repeal Bill is introduced after the Queen’s Speech later this year, for all those issues to be explored. The Government’s objective, following the decision that the people took in the referendum, is to make sure that British businesses have the greatest possible freedom of access to, and freedom to operate within, the single European market, and that European businesses have the same opportunities here.

Commons ChamberMy hon. Friend draws attention to the deep connection between Brecon in his constituency and the 24th Regiment of Foot. I understand that the regimental museum of the Royal Welsh is at Brecon barracks, and I hope that the commemoration went well and that he will seek other parliamentary opportunities, such as an Adjournment debate, to highlight it further.
The Leader of the House would not want to constrain the debate on the article 50 Bill, so will he bring forward a money resolution to allow the widest possible range of amendments to be tabled?
I do not think that the Prime Minister needs any additional resources to trigger article 50 once the authority has been given.

Will the Leader of the House make time available for a debate about the fate of Andy Tsege, with whom many Members of the House will be familiar, who is on death row in Ethiopia? There are concerns about his safety and the safety of the cell he is sharing, and there has been no consular access since August.
As the right hon. Gentleman knows, Foreign Office Ministers have made frequent representations to the Ethiopian authorities about Mr Tsege. I shall draw the right hon. Gentleman’s continuing concern to the attention of the Foreign Secretary at the earliest possible opportunity.

Commons ChamberThe Government’s national planning policy framework makes it clear that green-belt land should be used for development only in the most exceptional circumstances. If a local authority wants to make such a case for exceptionalism, it has to provide the justification for that when it submits its draft local plan for examination in public, at which point an independent inspector tests rigorously the arguments that the local authority has made. These matters are, rightly, dealt with at arm’s length from central Government Ministers, but that is the procedure that my hon. Friend and his constituents might want to look at.
Will the Leader of the House find time for a debate or possibly a ministerial correction on the subject of how difficult, or otherwise, it is for EU countries to export to Norway? In an earlier exchange, the Brexit Secretary said that it was very easy for Sweden to export to Norway. However, I am indebted to L. Alan Winters, professor of economics, who has said that one of the messages from a conference held in Sweden earlier this week was that
“Swedish exporters find exporting to Norway far more troublesome than exporting within the EU.”
The right hon. Gentleman will have other opportunities to challenge my right hon. Friend the Secretary of State for Exiting the European Union. I must say that I may be responsible for many things, but commercial relations between Sweden and Norway are not one of them.

I agree wholeheartedly with my hon. Friend. This is an important test of Russia’s professed commitment both to the UN and its humanitarian aid work, and to a political solution in Syria.
If Assad and Russia’s shameful blocking of aid by land and air continues, will the Government redouble efforts with our allies to ensure that Assad is eventually brought to justice for crimes against humanity and war crimes?
The first objective must be to secure humanitarian assistance to those who are in desperate need. Then we need to achieve a strategy for a political settlement in Syria. When that is in place, there will indeed need to be a time when individuals who are responsible for the most appalling crimes can be held to account.

Commons ChamberYes. To date, we have allocated more than £19 million to Greece for urgent aid such as food, water and medical assistance. We are also supporting organisations that are helping the Greek Government to build their capacity to manage arrivals and monitor borders. So far this year, for example, we have offered 139 months’ worth of screening and debriefing expertise to Frontex to help it to beef up the capacity of the Greeks to manage the very large number of asylum claims that they will need to process.
I understand that the British Government have also contributed eight judges, but I also understand that the shortfall in expertise amounts to 2,500 staff. What more can the Government do to support the Greeks?
We continue to consider whether there are ways in which we can help further. We are not members of the Schengen group, so under the group’s rules we are barred from providing some forms of assistance. However, the Prime Minister talked to Prime Minister Tsipras very recently about what more we could do, and we continue to discuss with Greece and our other European partners how best we can help to manage the pressures on Greece. It is in all our interests that European countries come together to manage the crisis in the Aegean and ensure that migrants are treated humanely but also fairly, and that if they do not have well-founded asylum claims, they can be returned.

Friend’s intervention on 8 December last year was specifically about information brought forward under the terms of the Lords amendments that have subsequently been incorporated into the 2015 Act, and, as I said earlier, this leaflet is outwith the scope of the obligations under that Act. I also refer him, as I have referred other hon. Members, to the fact that the Government have published the factual and statistical evidence upon which each of the statements made in the leaflet is based. Now, if my hon. Friend wants to go away and challenge some of those findings—the statistical surveys or the independent reports that we cite in those footnotes—he is free to do so, but I believe that the Government have acted reasonably and responsibly in presenting their case clearly to the British people.
I am very pleasantly surprised that the Government have decided to issue an EU leaflet. Does the Minister agree that, in publishing the leaflet, they are simply responding to the huge public appetite for more information, which will enable the comprehensive demolition of many Euromyths—for example, that the European Union stops the recycling of teabags or prevents children under the age of eight from blowing up balloons—that are peddled by some of the Brexiters?
I hope that when people have read both the information that the Government have published and other available information they will judge, as Ministers have on behalf of the Government, that membership of the European Union makes the United Kingdom stronger, safer and better off than it would be outside it.

Commons ChamberIf my hon. Friend is expecting to reopen the debate on field sports, I will definitely disappoint him. That is one of the subjects on which I will write to him and the hon. Member for Glasgow North.
The Foreign Affairs Committee report, published on 20 October last year, came before the publication of the spending review, the national security strategy and the new development strategy in November last year. The report was important, because it contributed to an extremely vigorous public debate about the importance of continuing to invest in our diplomatic resources.
As a number of hon. Members noted, the Chancellor responded in his spending review. He noted in his statement in this place the crucial role of what he described as “our outstanding diplomatic service”, and he announced that the Government would protect the budget of the Foreign and Commonwealth Office in real terms. That is important because, as right hon. and hon. Members across the House have said, an effective and expert diplomatic service is an important element in allowing this country to respond to the international challenges that we face to our interests.
Now, there is no avoiding the fact that, despite that commitment to protect the FCO’s budget in real terms, my right hon. Friend the Foreign Secretary will still have difficult decisions to take about relative priorities in the Department, but that is no more than the challenge that would confront any Secretary of State. We would all like to feel that the budgets available to us were unlimited; in the real world, however, those budgets are finite, and they are constrained by the Government’s overall need to bring down the deficit and address this country’s long history of living beyond its means in terms of the public finances.
The Future FCO review, about which my hon. Friend the Member for Reigate asked me, is designed in part to find ways in which we can secure our objectives as a Department by doing things differently. I have talked briefly to the reviewer, who is also speaking to other Ministers and senior officials, and the purpose of the review is to advise Ministers and senior officials on how the FCO can be more expert, more agile and more focused on its key priorities than it is at the moment.
I expect the review to be in a position to set out its conclusions later this year—by the end of the spring, I hope. We intend there to be a clear vision of how the FCO should look by 2020, so that we can implement changes in the Department to enable us, within the priorities and resources we have, to secure our objectives more effectively and more efficiently than in the past. We also hope that the review will ensure that, where efficiencies can be made, the savings can be channelled straight back into serving the core objectives that the Foreign Secretary has set.
My hon. Friend asked about the spending review letter. The Government’s policy in respect of all Departments is not to publish settlement letters. There is plenty of public information in the spending review documentation and the Chancellor’s speech and answers. The letters are part of ongoing policy discussions, so it is not appropriate that they should be in the public domain at this time.
The overall resource departmental expenditure limit for the FCO will rise in line with inflation in each of the four years covered by the spending review, increasing our funding from £1.1 billion in 2015-16 to £1.24 billion by 2019-20. We believe that this settlement will enable the Department to maintain our world-class diplomatic service, including our network of posts around the world, which host not only the FCO but 32 other Government Departments and agencies. That global presence and continued foreign policy leadership in Whitehall by the FCO will serve to protect our national security, promote our prosperity and project the UK’s values overseas.
In line with the Government’s commitment to spend 0.7% of gross national income on development assistance, the FCO will be allocated additional ODA-eligible resources, more than doubling our spending from £273 million to £560 million in 2019-20. That will enable us to pursue our key foreign policies and to deliver the ambitions set out in the national security strategy and the development strategy.
The hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) asked, very reasonably, how we reconciled the priorities of different Departments and ensured that, as far as possible, they incorporated within an overall agreed Government approach. The answer, in part, is that there are frequent conversations between Ministers in the different Departments dealing with external affairs and between their officials. However, in the broadest sense, the strategic direction on the key elements of the United Kingdom’s external policy is set after discussion by the National Security Council, chaired by the Prime Minister. The NSC brings together the Prime Minister, the Foreign Secretary, the Chancellor, the International Development Secretary, the Defence Secretary and other interested Ministers precisely so that we can agree on an approach that harnesses the different skills of all Government Departments and, at the same time, establishes which Departments are to contribute which resources to that common objective.
The settlement includes increased spending to support the UK’s overseas territories. In order to meet our long-standing commitment to address their reasonable needs, the FCO will co-ordinate a new strategy for the overseas territories and chair a new director-level board to co-ordinate cross-Government activity. Furthermore, as announced by the Prime Minister during the Commonwealth Heads of Government meeting in Malta in November last year, the United Kingdom will host the next such Heads of Government gathering in 2018, and the FCO will co-ordinate that event.
The spending review settlement provides the same budget for Chevening scholarships as in 2015-16 of £46 million per year. Over its 32-year history, that scholarship scheme has built up a large and influential alumni network aligned with the interests of the United Kingdom, and this funding will ensure that that continues.
A number of hon. Members asked about language training and language skills. The FCO language centre was reopened in September 2013 to renew the focus on and investment in languages as a core diplomatic skill, and ensure that we get the right people with the right skills in the right jobs to deliver our objectives. As a priority, we will allocate new funds to improve Mandarin, Russian and Arabic language skills. In 2015, we trained 34 staff in Arabic, 14 in Mandarin and 24 in Russian, as well as 35 in French and 28 in Spanish. I completely accept that more needs to be done, but we are making progress, and there is a very clear commitment to continuing to develop language skills.
In addition, the Foreign and Commonwealth Office will spend up to £24 million over the next four years to increase the presence of its counter-terrorism and extremism experts overseas. In sum, our budget will allow us to focus on our key foreign policy objectives, including tackling Daesh and ensuring security in Europe. It will also allow us to do even more to prevent conflict and encourage stability in fragile states. My right hon. Friend the Foreign Secretary has made it clear that the Department will need to become leaner and build on its core strengths, and reinvest and refocus resources on new priorities. That is the reason for the review, about which I have already spoken, and it is also what lies behind the creation of a new digital transformation unit, the purpose of which is to ensure that FCO officials have access to the latest techniques for using modern technology in their work. After a year in operation, the diplomatic academy is already boosting both broader policy capability and specialist skills.
My hon. Friend the Member for Reigate (Crispin Blunt) asked about the tech overhaul programme. We are planning for its global deployment from 2016 to 2018, and a headline figure of £105 million has been agreed by the FCO board. We believe that the overhaul will provide greater speed, stability and reliability, and, partly by reducing the time currently lost because of inadequate IT systems, increase the productivity of staff members. We are using our IT partner, BAE Systems, to help deliver the tech overhaul to industry best practice standards.
A number of hon. Members asked about human rights. We have taken action to mainstream human rights across the FCO network. The issue remains a priority, but we believe that, rather than it being ring-fenced for a few specialist staff, it should be the responsibility of all British diplomats. More detail of our approach has been provided in our written evidence to the Foreign Affairs Committee’s human rights inquiry, to which my right hon. and noble Friend Baroness Anelay gave evidence on 24 February.
The difficulty with providing numbers is that we are talking about not only people who will be in post, but people in desk offices in London who will spend part of their time on human rights and other parts of it on prosperity and advancing British economic interest. I do not think there is a contradiction between the two. When I talk to British businesses about possible investment markets, they frequently tell me that when they assess investment opportunities in a particular country, one of the criteria they use is how good the rule of law is in that country. From a business point of view, they do not want to take the risk of putting money into a place and then finding that, because of corruption, their money, licence or permit is revoked at the behest of some political leader. This is not guaranteed, but a country with an effective rule of law of the kind that will attract inward investment is more likely to have genuinely independent courts and to respect the rights of individuals, so I think that the two go together.
In addition to its resource allocation, the FCO will be provided with a flat cash settlement of £98 million of capital funding per year, to invest in our estate. That will provide further investment across the estate, to maintain our global network and to keep diplomats and other Government staff safe while they work for the UK abroad. Additional capital requirements will be funded from asset sales and the recycling of receipts and, where necessary, through recourse to the reserve.
I have been asked about cross-Whitehall funds. I can confirm that the Government’s spending on international priorities will increase further, with a larger conflict, stability and security fund, a new prosperity fund and more funding for both the British Council and the BBC World Service. The CSSF, through which the FCO funds much of its conflict prevention work, will grow by 19% in real terms by 2019-20 to a total of £1.5 billion a year. That will strengthen our ability to support stabilisation in countries such as Syria, Ukraine, Somalia and Afghanistan, and it will strengthen our response to serious transnational threats, including extremism, serious and organised crime, and illegal migration.
In the conflict, security and stabilisation fund allocations for 2015-16, £400 million were allocated to countries eligible for official development assistance and £633 million to non-ODA countries. The new prosperity fund will be worth £1.3 billion over the next five years, and it will be used to support global growth, trade and stability. That will help us to reduce poverty in emerging and developing countries, and it will open up new markets and opportunities to the United Kingdom. Our diplomatic network helps to facilitate deals for trade and inward investment, to tackle barriers to our own businesses, and to promote open economies and a rules-based international system, which will benefit British business now and in the future.
Funding for the British Council will be protected in real terms, but there will need to be a shift in the balance between ODA and non-ODA funding to support an expansion of the council’s work in developing countries. In addition, the British Council will be able to bid for up to £700 million in additional funding to improve links with emerging economies, help to tackle extremism globally and support good governance.
I was asked about the Department’s human rights work through the Magna Carta fund, and about the balance between ODA and non-ODA countries. The Magna Carta fund has 47 priority countries, the overwhelming majority of which are ODA countries—developing countries. There are four non-ODA countries: Saudi Arabia, Bahrain, Russia and Israel. Those four, as well as being eligible for support from the Magna Carta fund, are eligible for funding streams such as the Arab partnership fund and the CSSF.
I think there has been agreement across the House that a strong diplomatic service and worldwide network are essential for this country to maintain its position in the world. I believe that the Government’s commitment to protect the Foreign and Commonwealth Office budget and provide additional funds for cross-government international activity will ensure that we are able to play a pivotal role, both bilaterally and through the membership of the many international and multilateral organisations of which we are part, in tackling the most important global challenges.
Without wanting to stray too far from the subject matter, I will simply say that I agreed completely with the point made by my hon. Friend the Member for Newbury (Richard Benyon) about how we can amplify the United Kingdom’s diplomatic reach through our active membership of the European Union. I am therefore confident that the outcome of the spending review is good not only for the Foreign and Commonwealth Office and British diplomacy, but, most importantly of all, for the interests of the people of the United Kingdom.

Commons ChamberWill the Minister take some reassurance from the fact that in the canvassing that I have been doing for Caroline Pidgeon, the Liberal Democrat London mayoral candidate, I have found that voters have no difficulty whatsoever in understanding that there will be elections for the London Mayor and the London Assembly, and that the European referendum will take place a few weeks later?
The right hon. Gentleman puts the case very well. Others have said that June is simply too soon, and I do not agree. Traditionally, in our history, a general election has been held with only six weeks’ notice. Only since the implementation of the Fixed Term Parliaments Act 2011 under the coalition Government have we moved away from that practice. The referendum has had a much longer gestation period. The intention to hold a referendum before the end of 2017 was announced in the Prime Minister’s Bloomberg speech in January 2013, and it was reaffirmed at the general election last May, and again when the European Union Referendum Act received Royal Assent in December 2015. The intended date was announced four months in advance. The referendum has been a long time coming.

I agree with my hon. Friend, and agreement on a sensible design for European co-operation that respects the right of those in the currency union to integrate further, but which equally safeguards the single market—including in financial services—and the interests of euro-outs, is an important step forward. I hope that we can nail that down at the February European Council.
Will the Minister say whether the Prime Minister’s negotiations have progressed to the point where it is clear what the impact of Brexit would be on the 2 million UK citizens who live in the EU, and the 2 million EU citizens who live in the UK?
The fate of British citizens currently living and working in other EU countries under freedom of movement should certainly be taken into account during the forthcoming referendum campaign. The straight answer to the right hon. Gentleman’s question is that it all depends on what “out” actually means. In my experience, there are a number of different ideas about what kind of relationship outside the EU it might be possible for the United Kingdom to negotiate.

Commons ChamberI am relieved that the Prime Minister has finally outlined his negotiating stance, and I wish him every success with it, because I want him to be able to bang the drum enthusiastically for our EU membership. Will the Minister confirm that, if meaningful reform is secured, the Prime Minister and the European Union will not have to deliver fully on all the fronts set out in the Prime Minister’s letter, including on in-work benefits, for the Prime Minister to be able to campaign vigorously in favour of the UK’s continued EU membership, the benefits of which were clearly set out in the EU’s balance of competences review?
We will need to have a satisfactory outcome that meets our requirements on all four of the areas of policies that I have described. Our position on welfare and migration remains as the Prime Minister set out in November and as he repeated this morning.
