Commons ChamberI completely agree. Whoever leads the next Government, it would be good advice for the relevant Department to take forward a consolidated bid in the next public spending round, so that this issue can be tackled on a cross-Government basis.
Providing national insurance data can be at the root of the difficulties that young people face when registering to vote. Will the Minister identify how Departments can better share data with local councils to help more people exercise their democratic right and still ensure cyber-security?
We are looking at the potential reform of the canvassing operation by local authorities to compile the electoral register. As the hon. Gentleman will appreciate, there is a fine balance to be struck between the benefits one gets from data sharing between different Government agencies and the importance of maintaining the confidentiality of very sensitive private data.

Commons ChamberI confirm that any investment that is legally able to be made within state aid rules now would be able to continue in the future, and any United Kingdom funding for money currently received as EU regional aid would comply with those same state aid rules going forward.
We certainly recognise the hard work and incredible risks that miners took in the hon. Gentleman’s constituency and many others. The important thing about the miners’ pension scheme is that it should pay out all the promised benefits in full. My understanding is that the scheme is funded to do just that and that no former miner will lose out.

Commons ChamberI am grateful to you, Madam Deputy Speaker. I have given way a number of times already, and I want to make some progress. I certainly intend to give way again, but I am conscious that we have finite time available for the debate, and the time taken up by taking interventions is speaking time taken away from Back Benchers.
Network Rail judged in this case that Carillion was best placed to do the work, because it had been engaged on the project for three years already and had completed all the design work successfully. By agreement with the official receiver, former Carillion employees and suppliers continue to work on these rail projects, and today they are progressing as planned.
Since the liquidation on 15 January, the Government have responded promptly and appropriately, supporting the official receiver to manage the liquidation. We have also made funds available to allow an orderly wind-down of the company’s affairs. It is worth my explaining that this company was in such trouble that it could not even fund its own administration. If the Government had not stepped in and agreed to cover the costs of the official receiver, there would have been a real threat to public services in schools, hospitals and prisons. Staff would not have come to work last Monday, as they would not have been paid.
I thank the Minister for giving way—at last. In his letter today, he refers to an investigation into the conduct of Carillion’s directors. Is the chair of Carillion, Philip Green, still an adviser to the Government on corporate responsibility?

Commons ChamberI congratulate my hon. Friend’s constituent on that achievement, and I give him the news that Arts Council England is making a priority of diversity in the arts. That has included half a million pounds for organisations such as Eclipse Theatre, which is delivering a programme supporting ethnic minority artists in northern England.
Further to the earlier question from my hon. Friend the Member for Gedling (Vernon Coaker), the Automobile Association says that our roads now resemble “Swiss cheese.” I understand that the number of potholes filled by councils in England fell by 19% last year, so when will the Government properly deal with that issue? May we have a debate, please?
The latest official assessment of road conditions in England, published in March 2017, shows that local classified roads are improving, with fewer local roads needing to be considered for maintenance. The Government have provided councils in England outside London with more than £6 billion up to 2020-21 to improve the condition of local roads, but resources are finite. Clearly priorities have to be set at local level, just as at national level.

Commons ChamberIt is in the UK’s national interest that the European Union, with which we are negotiating a new partnership, has a system of economic co-operation that is as friendly to open markets and free trade as possible, because that will enhance the opportunities for our companies and citizens when it comes to that new relationship. I would have thought that was an objective that the hon. Gentleman would support.
May we have a statement on car manufacturers who cheat on emissions tests? Volkswagen, and now it seems Renault, have serious questions to answer. If there is fraudulent behaviour, senior executives need to be held to account.
I have seen the reports of alleged malpractice by Renault. I would hope that any such allegations were properly investigated, and that those responsible for any wrongdoing were held properly to account.

Friend that Her Majesty’s Revenue and Customs, which is an independent prosecuting authority, takes this matter very seriously and has secured a big increase in the amount of money recovered for the Treasury through compliance activities, but I am sure that there is always more to be done.
May we have a debate on helping people into work? Blaenau Gwent still has stubbornly high unemployment, yet the Department for Work and Pensions wants to shut the Tredegar jobcentre. If the Government truly want to support people, they must take on board the burden that this proposal will put on jobseekers by making them pay for expensive public transport or walk for miles over the mountain, whatever the weather.
After 20 years, the contract that covers many DWP offices is nearing an end. It expires on 31 March 2018. The DWP is redesigning its estate so that it delivers better value for taxpayers while also delivering support to people. This is not about reducing services; it is about trying to stop spending taxpayers’ money on renting empty space so that we can give more through counselling and support to those who need it to get back into employment.

Commons ChamberIt has been really good to remember Sir Gerald Kaufman today. I used to talk to Gerald in the Members’ Tea Room about film whenever I could, and I got some great recommendations about what important films I should see.
May we have a debate on the rent to buy sector? Customers are being ripped off across the country. In my constituency, young families who are struggling to get by are being told by BrightHouse that they can buy a cot for their baby for just £5 a week. However, because of eye-watering interest rates, they end up paying £780 for a £283 cot. That is just not on.
It is very important that people who are tempted by offers of apparently cheap finance really do look hard at the underlying terms and conditions before they commit themselves to what turn out to be quite extraordinary and extortionate repayment obligations. The law is not always the right answer when trying to deal with these matters, as sometimes that just has the effect of driving such activity underground, but this is the sort of question that the Government keep under review the whole time.

Commons ChamberThe coalition did commit more than £1 billion to lessen the impact on those who were the worst affected by the change in pension age. No one will see their pension age change by more than 18 months. Those who face the largest increase in the state pension age received at least seven years’ notice. However, we must also be realistic about the fact that people are living longer and that, if we are going to equalise the state pension age, we need to raise the state pension age both for men and women. The cost of reversing the Pensions Act 2011 would be more than £30 billion.
In Blaenau Gwent, the air is fresh and pure. However, walking around this week, the air in London is putrid. Can we have a statement on air quality and the impact of diesel emissions? The Government need better to protect the public health of their people.
Improving air quality is a priority for the Government and in particular for the Secretary of State for Environment, Food and Rural Affairs. Our plans have always followed the best available evidence, but we are ready to update those if necessary. We have been at the forefront of action in Europe to make sure that there is more accurate real-world emissions testing of diesel cars in particular. I can point the hon. Gentleman to the green transport initiative and to plans to introduce clean air zones around the country. There is no instant solution to this problem, but it continues to be a Government priority.

Commons ChamberThe Government remain very committed to our climate change objectives and to improving the UK’s environmental performance overall. That is why my right hon. Friend, the now Home Secretary, played a leading role last year, along with the then French Foreign Minister, in agreeing the Paris deal, the first-ever binding global agreement on carbon reduction and climate change. The Government are delivering through their investment in renewable technologies, along with the additional measures in the autumn statement on electric and other ultra-low emission vehicles, to ensure that we maintain those green policies that will give us economic and commercial opportunities as well as an improved environment.
Does the Leader of the House agree that the boundary review should be carried out using the most up-to-date information, and will he therefore set out what is delaying the Parliamentary Constituencies (Amendment) Bill from going into Committee?
The hon. Member for North West Durham (Pat Glass), the Bill’s promoter, did not produce a text for the Bill until three days, I think, before it was set down for Second Reading, and there was no memorandum or other estimate of the costs associated with it. The Government, therefore, in dealing with the request for a money resolution, are doing their own analysis of the costs of implementing the Bill. I say to the hon. Gentleman, however, that for any boundary review there has to be a cut-off point after which the commission can get on with its job. If we were to follow the Labour party’s advice and simply abort the current overdue boundary review, we would go into the 2020 election with constituencies that differed vastly in the size of their electorate and on the basis of population figures derived from a consensus that by then would be 20 years old.

Commons ChamberI will flag my hon. Friend’s concerns to my right hon. Friend the Secretary of State for Work and Pensions. It is in all our interests for the Child Maintenance Service to work efficiently and fairly in ensuring that children receive the support to which they are entitled. Let us never forget that the children should be at the heart of child maintenance policy. However, I agree with my hon. Friend that it is also important for the CMS to get its calculations right so that people do not end up being saddled with bills that they are not actually supposed to be paying.
The chairman of Network Rail has said that there is a funding gap which could mean that the Swansea to London electrification project will not be completed. May we have a statement on the delivery of this important large-scale project? So far, we have had four years of probably expensive procrastination on the Swansea to Cardiff section. Wales deserves better, and the impasse needs to be resolved.
My right hon. Friend the Transport Secretary is currently considering the priorities that he wants to set for transport infrastructure in the years to come. Meanwhile, my right hon. Friend the Chancellor of the Exchequer is preparing his autumn statement, which will address some infrastructure issues. I hope that we shall be able to provide greater clarity, not just for the hon. Gentleman but for the whole House, before very much longer.

Commons ChamberOn—of all subjects—private Members’ business, I have no idea whether people will seek to divide the House and whether Tellers will be appointed. The hon. Gentleman will have to indulge in the pleasures of delayed anticipation.
Farmers in Blaenau Gwent are being forced to deal with antisocial behaviour from packs of off-road bikers, so may we have a debate on the impact of off-road biking and people riding roughshod over our countryside?
I would deplore the behaviour that the hon. Gentleman has described. Many off-road bikers observe the law and accept their responsibility, when enjoying their pastime, to respect the rights and economic interests of the people who manage and live in the countryside. I hope that the particular problem he described can be sorted out locally with effective work by the police and local authorities, but I am sure that he will find opportunities to raise the matter further in the House if that is not possible.

Lady’s congratulations to Yorkshire, and will make sure that the Sports Minister is aware of her concerns about funding—I am sure that the Sports Minister will want to have due regard to the importance of the success of that event. Everyone in the House will want to thank Jessica Ennis-Hill for all that she has done, for her achievements in her chosen sport and for the inspiration she has given to so many aspiring young athletes, and women athletes in particular, in Yorkshire and far beyond in the UK.
Houmous and taramasalata are big business in Blaenau Gwent. Zorba Foods makes dips, employs more than 300 people and has a turnover of £50 million a year. However, the cost of its imported ingredients such as chickpeas has increased because the pound has dropped by nearly 20%. May we have a debate on Brexit and its impact on family food bills, because it looks like both breakfast and lunch are getting more expensive as our currency weakens?
We seem to be moving from toast and sandwiches through to pitta bread and dips. The truth is that when sterling falls, imports become more expensive but exports become cheaper. When sterling rises, it is the other way around. Companies of all types learn to plan and adjust for those currency risks. Currencies go up and down, fluctuating in value. If the companies in the hon. Gentleman’s constituency are producing good, high-quality products in an efficient way, they should look forward to a successful future.

Commons ChamberThe hon. Lady makes a powerful point. Many of us in our constituency surgeries have experience of individual cases of the kind that she describes. It sounds to me like the right kind of subject for a Westminster Hall debate. In my experience, it is often the military and service charities working with the NHS services that are best able to reach out to and communicate with the ex-service people concerned.
The Charlie Taylor report into the youth justice system will be wide ranging and important. It is critical that we improve the life chances of young people in danger of a life of crime, so may we please have a statement and publication of the report as soon as we return here after the party conference season?

Commons ChamberI cannot promise an oral statement, but I will draw the hon. Lady’s concern to the attention of the relevant Minister dealing with the Government Equality Office.
Parliamentary scrutiny of Sports Direct has helped employees get a better deal from a rogue employer. May we have a debate on how a good increase in the minimum wage leads to some employers cutting back terms and conditions for their staff, resulting in a net reduction in pay? That cannot be right.
It is certainly not right, but I would have hoped that the hon. Gentleman might at least have acknowledged that in setting the first ever national living wage, it is this Government who have lifted, very considerably, the minimum levels of pay that low-paid employees around the country can now expect.

Commons ChamberIt is true that if the trade unions returned fully to work, that would ease the situation enormously to the benefit both of passengers using Southern services and, as our hon. Friend the Member for South West Bedfordshire pointed out, of passengers elsewhere whose services are being interrupted to try to give extra support to Southern. I undertake to contact the Transport Secretary and to make him aware of the points raised by my right hon. Friend. I hope that by the time we return in September, this dispute will be over and services will have been restored to an acceptable level so that we will not need to have such a debate. I am sure the Secretary of State will want to consider carefully the points my right hon. Friend has made.
Fear, pressure and unrealistic expectations are the words that workers at Sports Direct use about their employment. May we have a debate on zero-hours contracts and the exploitation of workers in the retail industry, where something is going badly wrong?
The management of Sports Direct have given evidence to one of our Select Committees, and its report will no doubt inform debate in the House in the future. I must say to the hon. Gentleman that this Government legislated to outlaw exclusivity clauses in zero-hours contracts. For all the protestations from Opposition Members, no such action was taken during the 13 years of Labour Government.
