I hope to take all five minutes for my speech, Mr Speaker. I apologise for that, but though I rarely speak in the Chamber, it would be remiss of me not to speak on this subject.

I am going to put a different spin, if that is agreeable, on what has been said already. I started in the pit when I was 15 and was going down the pit at 16. I will not go over all the history, but I worked in the pit for 20 years. In Scotland, we were out on strike along with the rest of the coalfields. Major decisions were made. The judges in Scotland ruled that the strike was legal there. Scotland was the only area that had a ruling on that basis.

I would like to talk about the role that everybody played throughout that period and the strength we gathered from it. Women did not just stand behind us—by the end of the strike they were standing in front of us, usually trying to protect us because most of us had been arrested umpteen times on the picket line. Great things happened as a result. Women ended up at the forefront: they became councillors, politicians and trade unionists. Some even became MPs.

We talk about the victimisation and hardships of people who want to go to work, but let me tell you about the people who worked all their days in the pits and the sacrifices that were made. I have to disagree with my hon. Friend the Member for Barnsley East (Michael Dugher) on one point: I never agreed with a ballot then, and I never agree with a ballot now. That is because an older man who had been in the pit for 40-odd years would rightly want to take a redundancy payment, but the younger men were entitled to a future. If there had been a ballot, older men would be voting for younger men to lose out. We therefore had a show of hands, and we had solidarity—there was a lot of solidarity. A lot of older people in the collieries made sacrifices on behalf of the young.

There were sacrifices in my area of the Lothians: 46 men from one pit ended that strike sacked, 36 men were sacked from the pit up the road, and five were sacked from another. Let me tell you about victimisation: of the four branch officials at Monktonhall, three were sacked, and of the 12 committee members, eight were sacked, to make sure that when we went back to work we would toe the line. We should remember that before the strike started union officials up and down the country were told, “There’s your agreement.” Previous agreements were torn up and they were told, “You’re starting three shifts next week.” We were pounded for a year before the strike started, but it goes back further than that.

In 1979, that fateful year, 11 Scottish National party Members joined the Tories, brought down a Labour Government and gave us 18 years of the Tories, but has everyone forgotten the Ridley report? It recommended taking out the union movement because we would get a majority here. The trade unions had 12 million members in those days. The report identified two unions in particular: the dockers and the miners. Unfortunately, it fell to us—I wish it hadnae, but it did.

The bottom line is that we have to learn from the past to determine what will happen in the future.

My hon. Friend is making a passionate and powerful case. Does he agree that there also needs to be an inquiry into the convictions in Scotland during the miners strike, and is he surprised that the Scottish Government have not agreed to such an inquiry?

I am not surprised. The SNP were tartan Tories in the past and they are making a similar alliance now. The Government have not agreed an inquiry, but they should.

I will not be churlish, so let me say only that it is a pleasure to follow the hon. Member for Na h-Eileanan an Iar (Mr MacNeil), with whom I have shared a number of flights to destinations both within the UK and further afield. I have therefore heard him speak at great length on some of the issues he has just discussed, but he has still not persuaded me of anything other than that we are better together.

I congratulate those Members who secured the debate. By and large, we have had some helpful and thoughtful contributions, and I was very aware from the outset that a number of Scots were in the Chamber. I was glad to see that. Most of them are still here, although I note that my hon. Friend the Member for Central Ayrshire (Mr Donohoe), who has an encyclopaedic knowledge of the airline industry and was warning of inclement weather, is no longer in his place. I am worried that the rest of us might be detained here for somewhat longer than we had wished—I hope that will not be the case.

Hon. Members have made the case for the motion powerfully and persuasively. I am not going to repeat everything that has been said, although some points are worth reiterating because the issue has clearly touched a lot of people. The fact that well over the 100,000 people needed to trigger a debate in this place were drawn to sign the fair flying petition is evidence of that. Although I perhaps did not receive as many e-mails as other hon. Members, I know from my postbag that the issue matters to people. It matters to those who fly for business purposes, for family reasons, and for leisure and holidays.

I undertook a short survey of those who responded to the fair flying petition, asking them for their comments. I heard from a 65-year-old woman who flies from Scotland regularly to see her elderly father, who lives in the south of England; from the mother of a young person who is working overseas as a teacher—she told me that she helps to pay for the flights to enable the visits; and from a grandmother who travels regularly to the other side of the world to see her grandchild, who has a long-term condition. Those are the real-life examples that people were bringing to me. It is important to recognise the strength of feeling on this issue.

There has been wider frustration at this Government’s lack of consistency or urgency on aviation policy, as well as concerns about APD. When the economy has been struggling, the family purse strings have been tightened and businesses are crying out for support, the lack of direction has not been helpful. A number of speeches have dealt with the issues of tourism and jobs. I can tell the hon. Members who mentioned the Caribbean question that I have agreed to meet a delegation to discuss that in more detail, just as I have agreed to meet a number of other organisations after this debate to see where we take things in future.

It is important to remember that when Labour was in government APD was restructured so that it would be based on four geographical bands set at intervals of 2,000 miles. It was intended that travellers flying further would pay a higher rate of duty, but I know that hon. Members have discussed some of the anomalies. The intention was that additional taxes on air travel would be targeted at the most polluting, long-haul flights—again, people have raised issues about that today.

As we heard from my hon. Friend the Member for Hammersmith (Mr Slaughter), during the election campaign both the Conservatives and the Liberal Democrats argued for reforming APD further. The Conservatives argued that they wished to

“reform Air Passenger Duty to encourage a switch to fuller and cleaner planes.”

The Liberal Democrats’ manifesto contained more detail, suggesting that they would ensure that pollution was properly taxed by replacing the per-passenger APD with a per-plane duty—PPD—and that air freight would be taxed for the first time. They also said they would introduce an additional, higher rate of PPD on domestic flights if realistic alternative and less-polluting travel was available.

Those statements in the manifestos were supposed to be translated into action following the coalition agreement, which confirmed that the Government would

“reform the taxation of air travel by switching from a per-passenger to a per-plane duty”

and

“ensure that a proportion of any increased revenues over time will be used to help fund increases in the personal allowance.”

Those allowances were referred to in an earlier debate, and they have been referred to again today.

The Chancellor announced in the 2010 Budget that major changes would be subject to a public consultation. We then saw speculation in the press that the Government had had a change of heart over per-plane duty. Indeed, that was what triggered the organisations coming together to launch the fair tax on flying campaign, to apply pressure in order at least to get some action or clarification on APD.

In the 2011 Budget, the Chancellor announced that the Government would consult on simplifying the structure of APD. He also announced that he was dropping the commitment made in the coalition agreement and not pressing ahead with a per-plane duty, and that APD rates would rise in line with inflation, although the next increase would be deferred for a year. After promises of wholesale reform, the industry and the public heard that he was not only keeping the current structure but raising the rates further.

I am always happy to try to give people credit where it is due, not that I have had to do that often in the Chancellor’s case. There was a consultation and it covered a number of areas, including private jets, different tax bands, premium economy flights, flights from regional airports and the devolution of APD—all the things that people have talked about today. However, having consulted, the Government failed to propose anything. They did not propose any changes to the tax’s banding structure, to how different classes of flights are taxed or to the application of APD to the regions. Instead, they seemed for some time to have given up on any reform of APD at all. They argued, as the Minister did again fairly recently, that although no action had been taken there was no reason for another consultation or review.

I have only a couple of minutes left to summarise the debate and I realise that this subject is very difficult, given the range of considerations that must be balanced—including those of industry and business, the travel trade, airlines, consumers and the Treasury. I recognise the Scottish issues and those in Northern Ireland, particularly those outlined as regards Scotland and the connections with the main hub airports.

If a passenger uses the same airline—British Airways, for example—from Scotland to London and then to America, Australia or South Africa, the duty in the regional airport does not matter. The real issue is the double tax.

My hon. Friend makes a valuable point and I know that he has raised that question on a number of occasions. A sensible review would allow us to consider such matters. For the Government to undertake a consultation and take no action, without even considering any further work on the issue, was disappointing and showed a lack of leadership. It did not go unnoticed by the aviation industry, and we have heard a string of comments from the travel organisations, airlines and consumers. The Select Committee on Transport stepped in, in a sense, with its inquiry into aviation. The Chair helpfully confirmed that that inquiry would consider APD issues and it has provided an initial focus.

In conclusion, I hope that the Chancellor and the Minister, who will relay this debate to him, will take note of what has been said today and will consider and act on the findings of the Transport Committee’s report when it is published. Many Members are arguing for action and a review. The motion is modestly worded, although at some points I might not have worded it in such a way. However, in the spirit of co-operation, we want to ensure that we have the opportunity to consider the issue in more detail. We recognise the significant economic issues in the UK that need tough decisions, but such decisions should be based on the best available evidence.

The consistent message coming from all sectors of the industry is that the lack of certainty is causing problems, delaying investment decisions, risking future development and, crucially, risking jobs. I hope that the Minister, who comes fresh to this issue—indeed, he is the third Minister I have faced across the Dispatch Box in the relatively short time for which I have been shadow Minister—will take account of the points that have been made today, take away the work that needs to be done and introduce the review asked for in the motion.

Pensioners and Winter Fuel Payments

I will spend some time dealing with that point during the course of the debate, but I want to say at the outset that it is time this Government took responsibility for their actions, rather than constantly blaming someone else for unpopular decisions.

Last week a Mr and Mrs Watt visited my constituency surgery. They do not make the distinction when losing that £50. They believed that they had a promise of £250. When £50 is taken off, a technical argument about whether or not that £50 is there is inappropriate. I also wish to point out that when the winter fuel allowance was first introduced—before some Members came into this place—it was temporary for the first few years and then we made it permanent. This Government could have done exactly the same.

I am sure that Mr and Mrs Watt are fairly typical of many of the pensioners we all see in our surgeries. It is not only my hon. Friend’s constituents who see this as a cut. The charity director of Age UK said earlier this year:

“While the uplift was billed as a temporary measure, renewed annually, for those older people struggling to pay fuel bills, this is a question of semantics and they will view the measure as a cut.”

Pensioners view the measure as a cut as less money is going into their pockets.

I know from my hon. Friend the shadow Secretary of State for Northern Ireland, as was mentioned earlier in the debate, that the average household energy bill is around 14% higher in Northern Ireland than in England and Wales. In the 21st century, it is absolutely shocking that around 1,300 are estimated to have died from cold weather-related illnesses in Northern Ireland last year.

I must also gently point out to the Minister and other Government Members that, although advising consumers to shop around and switch suppliers might make sense to some people, many of the pensioners I have spoken to find the range of tariffs and options on standing charges completely baffling. If people do not have access to the internet and the price comparison sites that the better-off might use, where are they to start? Pensioners do not want the hassle of complicated forms and do not always trust advice given over the phone, particularly after the bad publicity about people feeling under pressure to switch suppliers.

I heard what the Minister said about there being an 0800 number to call for advice. I do not know whether he has sat with constituents and tried—[Interruption.] He mentions pension credit, but I do not know whether he has sat with constituents who use a range of advice lines and sometimes find them difficult to use. They might be pensioners who are unused to speaking in detail over the phone and find it an off-putting experience. It is important that people can have face-to-face advice and I would welcome any effort he can make in that regard.

I also want to mention briefly those who are off-grid, and there are similarities between Scotland and Northern Ireland, particularly in rural areas. It is not so simple for people in those areas to shop around, although some helpful work has been done, for example, in ensuring that there are co-operative ways for communities to come together to purchase fuel. I hope that that is something the Government will support.

With consumer prices index inflation at 5.2%, pensioners on low and fixed incomes are among the most tightly squeezed, and again Age UK states that

“older people have experienced a rate of inflation on average 5% above headline measures and this is, in part, because the proportion of their income spent on food and fuel is higher than for other age groups.”

The harsh reality is that, instead of supporting pensioners, this Government’s actions are making life even tougher— [Interruption.] Right on cue, the Minister starts again the usual orchestrated chorus from Government Members, attacking the previous Government rather than looking at what his Government are doing today.

In view of the time and the fact that other hon. Members want to speak, I shall keep my remarks brief. I should refer to the fact I am a trustee of the Barony ‘A’ Frame Trust in Ayrshire, which received funding from the Coalfields Regeneration Trust. I will make some brief remarks about the importance of the CRT in Scotland. We have already heard some good examples of work that has been undertaken in other areas and I do not intend to go through the whole list of valuable projects across Scotland, but I shall just mention briefly a few of note.

The Barony ‘A’ Frame Trust is symbolic in my area. The hon. Member for Sherwood (Mr Spencer) talked about some of the things that are not useful because they do not create jobs, but it is important to remember that we sometimes have had to re-create communities that were absolutely devastated by what happened when the pits shut. In areas such as mine in Ayrshire, everyone has that mining heritage and it is important that we never ever forget the contribution that the miners and their families made in a range of ways to communities across Scotland.

Does my hon. Friend accept that when we talk about travel to work—a point was made about that in relation to how people can get employment—it is much easier for people in Midlothian, where 56% of the population work in Edinburgh, than for people in places such as Ayrshire, where there are no major cities or towns around?

My hon. Friend is absolutely right. The opportunities for people in the more rural coalfield areas in Scotland are difficult, which is why it is important to have schemes such as the coalfield community transport scheme in my area, which involves a fleet of yellow buses. That scheme not only enables people to get to leisure activities but, importantly, allows them to participate in things such as the east Ayrshire community planning partnership or some of the health initiatives taking place in the area. That transport scheme enables local people to go along to such initiatives and be represented, which is absolutely vital.

It is also important to stress that the CRT in Scotland tried to align its priorities with those of the Government. I do not happen to agree with all the priorities of the Scottish National party Government in Scotland—no surprises there—but some of the initiatives that are being taken forward are very important and the CRT has sought to deal with that. It has also sought to engage with the private sector, which has been important—for example, through the midnight leagues, where there have been partnerships with HBOS, Thompsons solicitors and BSkyB. A whole range of things have been taken forward to try to ensure that capacity is built in the local community.

We have heard much today about how the CRT can enable local communities to be involved, but it can also offer match funding, which is important to enable organisations to draw down money from other areas. The CRT has also played a vital role in keeping the needs of coalfield communities alive and on the agenda, as has the Industrial Communities Alliance. That organisation has recently been re-launched in a Scottish context.

We have heard hon. Members say that it is not enough simply to invest money in a patchwork manner; we have to change the policy approach. We have consistently heard about how outcomes for young people in education and health are not as good. That means that central Government have to change how they do things. Under the previous Government, we saw much of that actually happening. In conclusion, I leave the Minister with this question. What can he do to ensure that in every Department across government, the impact of policies is assessed against how we can improve the life outcomes and chances for people in the coalfield community areas? I hope that he will make some reference to that in his winding-up speech.
