I pay tribute to my hon. Friend for his work on the Homelessness Reduction Act. It is right that local authorities and prison governors work closely together to make sure that we provide that accommodation. There are three factors that help to bring down reoffending: ensuring that an offender gets a job, has accommodation—a roof over their head—and maintains family ties. If we can pursue all those, we will help to bring down reoffending.

T7. In the light of yet another stabbing at the weekend in Skelmersdale, and having heard the Secretary of State’s response to my hon. Friend the Member for Kingston upon Hull East (Karl Turner), will the right hon. Gentleman indicate whether he is satisfied that the penalties for knife crime and for those convicted of illegally carrying a knife are adequate and effective, especially as a deterrent?

As I have already set out, we are seeing more people going to prison and custodial sentences are increasing for these offences following the change in the law. On the question of deterrence, this is in part about sentencing, and these are clearly serious offences, but there are other factors when it comes to the deterrent effect; it is not just about sentences. We have to bear that in mind as well.

My hon. Friend has been tireless on this matter in recent weeks. The precise conditions are operational matters that are decided at operational level, but let me reassure him that nearly a fortnight ago I wrote to the relevant authorities and stressed the need to ensure that the concerns of victims are at the heart of the process and that the most stringent conditions are applied.

HMRC published its latest tax gap estimates on 16 October 2014. In 2012-13, the tax gap was estimated at £34 billion, 6.8% of total tax due.

I thank the Minister for those figures. Will he confirm that HMRC’s own figures show that under this Government the amount of uncollected tax has risen by £3 billion?

The number I quoted a moment ago, 6.8%, is a lower percentage of tax due than was achieved in any year under the previous Government.

9. How many firms have participated in the national insurance holiday for new businesses.

As of 25 October 2011, Her Majesty’s Revenue and Customs had received 8,761 successful applications for the national insurance contributions holiday. A breakdown of information by constituency on the amounts claimed and jobs supported for the first year of the scheme will be published shortly in a factsheet in the House of Commons Library.

Could the Minister tell the House how much of the £1 billion allocated for the national insurance holiday has actually been given to businesses?

As I say, we will be updating the House with all those details shortly, but there are 1,600 or so businesses in the north-west region that are benefiting from it. I visited one of them not far from her constituency a few weeks ago which was very appreciative of the scheme. Where the scheme is available, I encourage hon. Members to highlight it to their constituents.
