18. What discussions he has had with Secretary of State for Environment, Food and Rural Affairs on support for the fisheries sector after the UK leaves the EU.

We continue to work closely with the Secretary of State for Environment, Food and Rural Affairs on supporting our fishing industry. The Government’s vision for a sustainable and profitable fishing sector was set out in the fisheries White Paper in July 2018. As an independent coastal state, we will control access to UK waters and pursue a fairer share of fishing opportunities for the benefit of fishermen in Banff and Buchan and across the UK.

I thank my hon. Friend for his response. Will he confirm that, whatever form the withdrawal agreement takes, we will leave the common fisheries policy, as he just said, and take part in annual negotiations as an independent coastal state no later than December 2020?

15. What steps his Department is taking to help maintain the rights of EU citizens in the UK in the event that the UK leaves the EU without a deal.

The UK Government have been unequivocal that in any scenario, including no deal, EU citizens and their family members living here by exit day will be able to stay. We want them to stay; they are our friends and our neighbours.

I thank the Minister for his response, but can he specifically reassure EU citizens living in Banff and Buchan and, indeed, across Scotland that, contrary to suggestions and letters being circulated by the Scottish National party, the UK Government value them, want them to stay and are committed to upholding their right to live and work in the United Kingdom? [Interruption.] I have seen the letters.

My hon. Friend is exactly right. It is hugely irresponsible for people to stir up fear in the way that we have seen. EU citizens are highly valued members of their communities and play an integral part in the economic, cultural and social fabric of the UK. I enjoyed engaging with EU citizens from the Nordic countries on a recent visit to Edinburgh, where we made it very clear that we want them to stay. We have designed the settled status scheme to help them to stay.

T3. Will the Minister confirm that it is still the Government’s position to take us out of the common fisheries policy, with the UK participating in annual negotiations as an independent coastal state no later than December 2020?

Yes, I am very happy to confirm to my hon. Friend that that is our policy. It was good to meet the Scottish Fishermen’s Federation in his constituency to hear why it sees that policy as a sea of opportunity.

The hon. Lady makes an important point. We have been engaging closely with the pharmaceuticals industry in Scotland and across the UK. Of course, she will have noted the joint letter from the Secretaries of State for Health and for Business, Energy and Industrial Strategy setting out our intention to establish close co-operation with the European authorities, and there is huge mutual benefit in continuing to do so.

My hon. Friend will be aware of the importance of the food and drink industry across Scotland, not least in my constituency in the north-east. What recent discussions has he had with the Scotland Office and the Department for Environment, Food and Rural Affairs on ensuring the best deal for Scottish fishermen and seafood processing businesses in the UK as we leave the EU?

My hon. Friend raises an important point. I assure him that we have been meeting regularly with the Scotland Office and with DEFRA colleagues to discuss these issues, which have also been discussed in the Joint Ministerial Committee (EU Negotiations) in relation to important principles that were agreed about where shared frameworks might be required and where they will not.
