Levelling up is a central mission for this Government. We want to ensure that the full potential of our economy, businesses, people and places is reached. The Government have allocated £9.9 billion to my own Department alone since 2019 to support levelling up, in addition to the £7.5 billion committed to the nine mayoral combined authorities in England.

I thank my right hon. Friend for his response. May I ask him to join me in congratulating the towns of Peterhead and Macduff in Banff and Buchan on the success of their levelling up bid? Can he confirm that the success of that bid does not necessarily disqualify future bids, particularly if they are of a strategic transport nature, such as the much-needed safety improvements on the A947, which my right hon. Friend, being from the area, will be familiar with? That road travels not just through my constituency but through multiple others in the Aberdeenshire Council area.

I congratulate Aberdeenshire Council on its success in levelling-up fund round 2. My hon. Friend is absolutely right: success in that round does not preclude further investment. One thing, though, that would be devastating for Aberdeenshire and the north-east of Scotland would be if the Labour party’s policy of stopping all new oil and gas development in the North sea were taken forward. That would be catastrophic for levelling up and for the north-east of Scotland.

I completely understand where the hon. Gentleman is coming from, but we have had a referendum and a general election, and in both it was very clear that we were going to leave the single market and the customs union and take back control in the interests of the British people.

I very much welcome the statement, and the document to which my right hon. Friend refers. I particularly welcome the clarification and increased detail on the subject of fisheries, and not least the point that, as he said in his statement, “we will require a wholly separate agreement on fisheries. We will take back control of our waters as an independent coastal state, and we will not link access to our waters to access to EU markets.” Will he confirm to the House and to the constituents of Banff and Buchan, particularly those in the seafood sector—the catchers and those on the processing side—that we will retain sovereignty and get the best deal for our fishermen across the United Kingdom, despite the assertions from the EU and the seemingly wishful thinking of Scottish National party Members?

My hon. Friend is absolutely right. For folk in Banff and Buchan, Moray and across the United Kingdom, a sea of opportunity beckons when we leave the European Union, and it is a great pity that the SNP and the Scottish Government, despite the many talented Members that they enjoy, still want us to remain in the EU and the common fisheries policy. This is one of a number of ways in which they would sell Scotland short, and it breaks my heart.

The hon. Lady makes a very good point. We have talked to the EU because it is in the collective interests of the UK and the EU to make sure that law enforcement and national security instruments which work to the benefit of both of us are shared. That is what we seek to do.

I welcome my right hon. Friend’s comments in his statement on the provision of training and resources for the production of catch certificates for seafood. I presume that he is talking from the point of view of DEFRA and England, because the devolved Administration in Scotland, through Marine Scotland, are responsible for catch certificates in Scotland. What assurance has he received from the Scottish Government that adequate resources and training have been and will be provided to allow all catch certificates to be in place in time for 31 October?

I know how effectively my hon. Friend stands up for the fishing sector—the catching sector and the processing sector. I have been talking to the Scottish Government and the relevant Cabinet Secretary, Fergus Ewing, to ensure that we do everything we can. We want to remain closely in touch not just with the Scottish Government but with good constituency Members like my hon. Friend and local authorities to ensure that the resources are there. Of course, if specific concerns have been expressed by Aberdeenshire as a local authority or by individual businesses, I hope he will bring them to my attention.

Will my right hon. Friend confirm his commitment to boosting investment in the fisheries sector to help with expansion outside the common fisheries policy but also to promote export opportunities and the UK domestic market for Scottish seafood after Brexit?

Absolutely I will. The UK Government will work with the Scottish Government to make sure that we have investment in port facilities in Peterhead and Fraserburgh, and that we have the marketing budget necessary to ensure that the power of our United Kingdom is harnessed to help Scots fishermen and, indeed, Scottish fish processors.

There absolutely is a climate change emergency and a need to act, and Greta Thunberg’s testimony was incredibly powerful. When it comes to aviation, we need to work with the sector to ensure that we balance the need to promote growth and, indeed, the need to promote links across the United Kingdom while moving towards meeting our net zero goal.

The Scottish Affairs Committee, the Business, Energy and Industrial Strategy Committee and, most recently, the Committee on Climate Change all agree with the Carbon Capture and Storage Association that carbon capture, usage and storage technology—CCUS—is essential for achieving a net zero emissions target by 2050. Does my right hon. Friend therefore agree that, in order to tackle climate change properly, we must develop a CCUS cluster such as the Acorn project, which is centred on St Fergus in my constituency? Does he also agree that this cluster approach is far more effective technically and financially than previously proposed carbon capture and storage programmes?

My hon. Friend is absolutely right and we are absolutely committed to supporting the work in St Fergus. Technological breakthroughs in institutions such as Robert Gordon University in Aberdeen are also precisely the sorts of work that we should be getting behind.

Absolutely. We are going to become an independent coastal state, and as such we will decide who fishes in our waters. The threat to that position comes from Opposition Members who want to thwart our departure from the European Union, and who want us to stay in the common fisheries policy.

Seafood processors in Banff and Buchan have raised concerns about the possibility of them requiring ECMT permits if we leave the EU without a deal. What discussions has my right hon. Friend had with the Department for Transport to ensure that hauliers in the seafood sector can continue to transport to the EU27, regardless of the outcome of negotiations?

I am grateful to my hon. Friend for making that detailed, practical point, and he is absolutely right. Notwithstanding the occasional disagreements on the Floor of the House, I have to say that the Scottish Government Minister responsible for fisheries, Fergus Ewing, has behaved, I think, in a very mature fashion in making sure that UK vessels can have access across the waters of the UK, while, of course, respecting, and indeed enhancing, the devolution settlement.

Regardless of what happens in the coming days and weeks, we are going to become an independent coastal state, like Norway, Iceland and the Faroes. Like them, we will have to come to a fisheries agreement with the EU. Does my right hon. Friend agree that, in the negotiation of that agreement specifically, he and the officials in his Department should take the lead?

Yes, I do. It is vital that we are there getting the best possible deal for this country. I said that my hon. Friend the Member for South East Cornwall (Mrs Murray) was probably the strongest voice for the fishing industry in this House, but there is stiff competition for that role now that my hon. Friend the Member for Banff and Buchan (David Duguid) is here. I look forward to working with him and other colleagues, and those in the Scottish Fishermen’s Federation and elsewhere, who recognise that there is a sea of opportunity for our fishing industry as an independent coastal state.

I welcome the Minister’s earlier comments about seasonal agricultural workers, but can he tell the House what discussions he has had with the Home Secretary on the future labour requirements of the seafood processing sector, and the food processing sector in general, particularly in areas of low unemployment such as the north-east of Scotland?

There are many important things for the farmers whom the right hon. Gentleman represents, but the details of how payments will be paid have been laid out by the Scottish Government, by the relevant Cabinet Secretary, Fergus Ewing, and I know that he is consulting on those proposals.

As my right hon. Friend will be profoundly aware, the EU Commission wishes to maintain guaranteed and continued access to UK waters even after we leave the EU and the common fisheries policy. I am pleased that, in the fisheries White Paper published last week and in discussions with fishermen during his visit to Peterhead in my constituency last week, he confirmed that that is not the position of this Government. Will he confirm again today that, as negotiations with the EU continue, this Government will not allow the Commission to conflate its access to British waters with our access to EU markets?

I thank my right hon. Friend and his whole team at DEFRA for pulling the White Paper together—a lot of work has clearly gone into it. I also thank him for visiting the new fish market in Peterhead in my constituency earlier this week. I think that that was about the third time in the last year that he has visited Peterhead, which is most welcome. However, will he confirm that it is the Government’s position that market access for fisheries products is kept separate from the question of fishing opportunities and access to waters?

I thank my hon. Friend for the welcome that he and his constituents gave me on Monday, when I visited Peterhead for the third time this year. I also thank him and his Scottish Conservative colleagues for their support and for the detailed analysis that they have provided to ensure that we deliver on this policy. It has been a real pleasure to have Scottish Conservative Members who are absolutely committed to the health of the fishing industry and who—rather than trying to make cheap political points off the back of hard-working men and women, as some other parties in this House have sought to do—have put the welfare of the coastal communities that they represent in this House first. It is an exemplary way in which to proceed.

Absolutely. I am looking forward to representatives from DAERA coming to DEFRA next Thursday for the latest in our series of talks. I pay tribute to the hon. Gentleman and his Democratic Unionist party colleagues, who ensure that my ministerial colleagues and I are kept up to the mark with the policies that need to be shaped in the interests of Northern Ireland’s farmers and fishermen, who do so much to ensure that there is healthy food on all our plates.

I am delighted that the industrial strategy White Paper, which sets out plans to boost productivity and earnings across the UK, recognises the importance of the food and drink sector, which is why we have announced a new food and drink sector council as part of the strategy.

I thank my right hon. Friend for that answer. He will be more aware than most that, owing to the quality of the product, the seafood processing industry in my constituency is less concerned about access to markets after we leave the EU than it is about access to labour. What discussions has he had with representatives of the Scottish seafood processing industry or, indeed, the Home Office to address such concerns?

There is no better champion of the Scottish fish processing industry than my hon. Friend, and it was thanks to his work that I was able to attend a roundtable in Aberdeen a couple of months ago, at which fish processors were able to put to me their specific demands. Since then, I have talked to the Home Secretary and the Immigration Minister about precisely those issues. I must say that were it not for my hon. Friend, that argument would not be happening at the heart of Government and it would not be being heard and acted upon. He is a brilliant advocate, and the people of Peterhead, Fraserburgh, Mintlaw, Turriff and the other communities in his constituency are exceptionally lucky to have him.
