As the right hon. Gentleman will appreciate, our departure from the EU has allowed us to forge new relationships. Consequently, Scotland’s exports are performing well—they are up by 13%.

Will my right hon. Friend join me in welcoming the completion of fisheries negotiations with the Faroe Islands, which have resulted in 2,200 tonnes of fishing quota, mostly for the Scottish fleet? Does he agree that since the UK became an independent coastal state, the Scottish fleet and those who negotiate on its behalf, including SNP Scottish Government Ministers and their officials, have a far stronger voice in these annual negotiations than if the SNP had its way and we went back into the EU common fisheries policy?

The Union has never been stronger, and this Prime Minister has said that those in public life should aspire to the highest standards of propriety.

I think we can all agree about the importance of politicians telling the truth. In that context, has my right hon. Friend seen the video released by the Scottish Government in which Cabinet Secretary Angus Robertson makes a range of spurious claims about devolution being under attack by the UK Government? If so, what does he think of it?

[Mr Jack]

I did see Angus Robertson’s video clip, and I think I counted 16 false claims in the space of one minute and 40 seconds. That is a false claim every six seconds—pretty impressive, even by his standards. As usual, the nationalists are desperate to invent a grievance, but the reality is that the UK Government respect devolution, support it and strengthen it. The only people who want to destroy devolution are the ones who want to rip us out of the United Kingdom.

We will share the results of those pilot schemes. I reiterate what the Prime Minister said at Prime Minister’s questions last week to the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone), which is that the Scottish Government should U-turn on this issue and respect the fact that fishing communities know what is best to preserve stocks and know what is best for future generations. The Scottish Government would do well to pay attention to them.

My right hon. Friend will agree with me and the fishing industry in Scotland that we are not against conservation and sustainability in principle. Does he agree that the haste with which the Scottish Government are trying to implement their highly protected marine areas policy is yet another case of the Green tail wagging the SNP dog, and that that could have an extremely damaging consequence for coastal communities across Scotland, including mine in Banff and Buchan? [Interruption.]

We have taken control of our waters. We have left the hated common fisheries policy. We have seen our quota increase by 30,000 tonnes this year in negotiations. We are going to take full control of our waters at the end of the five-year period, and with the other things we are putting in place to support industry, we will increase the processing business, as well.

It is interesting to follow the previous question. Does my right hon. Friend agree that additional UK fishing opportunities totalling about £750 million—that is on top of the TCA agreement—have been secured in recent end-of-year negotiations? Does he agree with me and the Scottish Fishermen’s Federation that Scottish industry and Scottish Government Ministers and officials have a stronger voice in the annual negotiations since leaving the EU, and the hated common fisheries policy, than ever they would have when we were still in the EU?

My hon. Friend is a great advocate for the fishing industry, and I agree with everything he says. We have a stronger voice. We have increased our tonnage by 30,000 tonnes, and we will continue to increase it. Everything he does to support that industry is laudable.

I, too, welcome the unanimous ruling by the Supreme Court and respect that judgment, as other Members have said. As my right hon. Friend has pointed out, current polling and past election results do not show a majority of voters in Scotland favouring independence-supporting parties. Does he agree that there is no evidence that the democratic mandate has changed since 2014?

My hon. Friend is right; the majority of voters in Scotland vote for parties that support the Union.

The hon. Gentleman will also know that the UK Government clamped down on the abuse of Scottish limited partnerships in 2018, but we want to do more, and early in the next Session of Parliament there will be an updated economic crime Bill and further measures will be taken. He is absolutely right that those partnerships were being used by foreign individuals and companies to launder money. We know that. The reforms in 2018 increased transparency and put more stringent checks on the individuals forming those companies, but, hopefully with the support of the Labour party, we will tackle them in the next Session of Parliament.

The Scottish National party likes to present itself as the defender of devolution, but does my right hon. Friend agree that there is an inherent contradiction between that position and its desire to rip our United Kingdom completely apart? Does he also agree that it is the UK Government who are promoting devolution, including the transfer of powers regained from the European Union?

To be absolutely clear, regarding funding to the devolved Administrations, the first comment I would make to the hon. Lady is that the settlement for Scotland this year of £41.6 billion is an increase of £4 billion and is the highest settlement that the Scottish Government have received since 1998, so since devolution began. Regarding the UK shared prosperity fund, the European regional development fund and the European social fund are absolutely being replaced with no reduction whatever, as per our manifesto commitment.

Will my right hon. Friend inform the House of what engagement he has had—or other UK Departments have had—with the Scottish Government and, in particular, with local authorities in Scotland to ensure that levelling up is truly a levelling-up exercise across the whole of the United Kingdom?

As my hon. Friend knows from when he was in the Scotland Office with me, we have had a lot of engagement with Scottish local authorities. We have been very clear that we will deliver the levelling-up money and work with those local authorities to practice real devolution.

As I said before, the Chancellor has been looking at many schemes across the European Union and around the world. It is absolutely about timing and I would hope that the Treasury will be making an announcement very soon.

May I associate myself with the remarks of my right hon. Friend and others recognising the health and emergency services and public services in general? I also note the volunteer and community groups that are active in Banff and Buchan and elsewhere in Scotland and around the United Kingdom.

I welcome my right hon. Friend’s confirmation that the Scottish Government will receive at least £2.7 billion in new funding, following announcements made by the Chancellor during and after the Budget statement, to support people and businesses through the current crisis. What discussion has my right hon. Friend the Secretary of State had with the Scottish Government to use that funding to support the rural and coastal economy in Scotland, particularly businesses in the food supply chain?
