I commend my hon. Friend for his well-supported Climate Change (Net Zero UK Carbon Account) Bill and for his fantastic speech in support of it, in which he urged us in this direction. It is a source of great pleasure to me that we can meet his ambitions.

We will have an early opportunity to advance this cause with our international partners and with all countries around the world if, as I hope, we succeed in hosting the next conference of the parties, which takes place next year.

We would not be here discussing this today if not for Extinction Rebellion and the hundreds of thousands of young people who, week after week, grabbed this issue and brought it back into the mainstream. With that in mind, and given that many local authorities have more ambitious targets, will the Secretary of State agree to include in his plan at least an opportunity to meet this target at a much earlier time?

I have referred to the hugely important contribution that young people have made in advocating the action we are taking, and they are joined by many other campaigners in this country and around the world. The substantial report of the Committee on Climate Change, which I hope the hon. Gentleman will have a chance to study in detail, makes a proposal that is not plucked out of the air but is evidenced and referenced. In adopting and legislating for this target, we are doing so on the best possible advice. That is the best way to proceed.

If a country wants want to be renowned as a source of innovation and manufacturing, there is an expectation that people can look to the domestic market to see that the products are consumed there. That is important, but I am always careful to respect the fact that for some years to come conventional vehicles will be manufactured here and will be a perfectly reasonable choice for people to make. An orderly transition rather than an abrupt shift would be best for investment and confidence.

Honda’s employment base and supply chain go well beyond Swindon into the Stroud valleys, which remain a major manufacturing area. We have had a double blow with SKF’s announcement that it intends to shut its factory in Stonehouse, and the loss of our last aerospace ball-bearing manufacturer will have a major impact on Rolls-Royce. Is it not about time that the Government looked at which bits of our manufacturing base we must retain in this country and talked to Members about how the Government can do that?

The hon. Gentleman ought to come to talk to me about the automotive sector deal, which has brought investment into research and development from across the industry. He talks about aerospace; there is a sector deal with the aerospace sector that, again, is about positioning Britain at the leading edge of new aerospace technology. These commitments are being made by industry as well as by Government, and I would be very happy to see him to talk him through what we are doing with the industry.

I do not agree with the hon. Gentleman, but I note his interest and his experience in this field. National Grid is undertaking a substantial programme of transformation to make the grid smarter and able to accommodate intermittent renewables. Again, progress has been made. The amount of renewable energy being deployed is vastly in excess of what the right hon. Member for Kingston and Surbiton (Sir Edward Davey) was advised was possible when he was in office. Great strides are being made. A smarter grid is a more effective and more resilient grid.

Will the Secretary of State call together the MPs who are affected by the supply chain implications? In my case, Berkeley was predicated on both Wylfa and Oldbury. People with potential are being retrained in the nuclear industry. Does he understand the knock-on effects that that will have, and will he meet us to see how we can try to mitigate them?

I would be delighted to do that. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Watford (Richard Harrington), who is responsible for the nuclear industry, and I regularly meet the representatives of the industry, including the supply chain. I emphasise that it was Hitachi’s decision to suspend the development of the project but, as the hon. Member for Stroud (Dr Drew) knows, a bit further down the road from him is Hinkley Point C, one of the most significant pieces of civil engineering being constructed in the world.

People are being trained in construction and in nuclear engineering in a way that has not happened in this country for more than a generation, giving opportunities to many suppliers. Nearly two thirds of the value of the Hinkley Point C contract goes with domestic suppliers. He knows that there is a renaissance of the suppliers of nuclear expertise, and I am happy to meet him and the companies that we regularly meet.

My right hon. Friend is right; there is nothing in that at all.

Let me state it another way: the Bill enables the United Kingdom to set up a domestic safeguards regime to enable us to meet international safeguards and nuclear non- proliferation standards after we withdraw from Euratom, no matter what the outcome of the negotiations. So we are being prudent and prepared, taking these steps now, in very good time. The ONR does not currently have this role because, under the Euratom treaty, all members, including the UK, subject their civil nuclear material and facilities to nuclear safeguards inspections and assurance carried out by Euratom. Euratom then provides reporting on member states’ safeguards to the IAEA, which conducts nuclear safeguards globally. The United Kingdom's new regime, established under this Bill, will ensure that the UK has the right regime in place to enable the ONR to regulate nuclear safeguards following withdrawal from Euratom—it could not be more simple. That will ensure that the UK continues to maintain its position as a responsible nuclear state following withdrawal from Euratom.

Will the Secretary of State assure me that interested parties in the industry, principally the Nuclear Industry Association and Prospect, the trade union, which represents most workers in the industry, will continue to be consulted, as at the moment neither is convinced that the Bill is better than Euratom?

I will certainly make that commitment. One feature of the nuclear industry is that it is, appropriately, highly consultative. People from across the sector talk to each other. It is a community of experts and they take advice. We will certainly continue to do that.

The hon. Gentleman mentioned the Nuclear Industry Association, with which I have meetings and with which the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Watford (Richard Harrington) meets regularly. The NIA has said clearly that the publication of the Bill

“is a necessary legislative step in giving responsibility for safeguards inspections to the UK regulator”.

I have been clear with the House that the Bill is a prudent and timely set of measures that does not prejudge the discussions we will have with Euratom. I regard it as a model of good order.
