I have taken an awful lot of interventions, more from the opposite side of the House than from my own side, so with your kindness, Madam Deputy Speaker, I will make a little progress.

I thank all who contributed to the provisional settlement consultation. We listened carefully to views expressed by councils and MPs, and today I am pleased to announce an additional £740 million in new grant funding over and above the provisional settlement. This means that by the end of the multi-year settlement, councils will benefit from a 15.5% increase in core spending power, worth over £11.4 billion, compared with 2025-26.

When this Government took office, we introduced the recovery grant, targeted on those areas held back the most by Tory and Lib Dem austerity. This year we have maintained that grant, so every upper-tier council that received it will see a real-terms boost. I can announce a £440 million uplift to the recovery grant over the multi-year settlement targeted at councils the Tories hit with below average funding increases. By the end of this Parliament, we will have invested a total of £2.6 billion in the most deprived councils through the recovery grant, over and above what they receive through the settlement.

I have also listened carefully to feedback from the sector about business rates pooling. As a result, I am compensating any authorities that would have lost funding this year so that they have time to adapt to the new arrangements.

I was council leader at St Helens for five years before coming here in July 2024. I just want to say thank you to the Secretary of State and the Minister for Local Government, and the Ministers in post before them, for the engagement, because the relationship now is different from what it was before. The conversation we have had since the provisional settlement has been constructive—it has been good; it has been done in good spirit—and I am very grateful for the result that we have for St Helens. In 2010, St Helens got £127 million a year from the last Labour Government, but when the Conservative party opposite left office it was £13 million a year. Does the Secretary of State share my absolute shock at the brass neck of Conservative Members?

We come back again to the broken housing market. The need to build 1.5 million new homes is there, but—let us be clear—they have to be the right homes in the right places for the need in the local area. That means not only more social homes but council provision. We continue to see a cycle—we have all seen today’s inflation figures, which are driven by private rent—in which the taxpayer pays more and more for accommodation that is often substandard and does not even meet the decent homes standard, with no benefit to the taxpayer. We have got to rebuild council housing and social housing and make it fit for purpose and affordable.

Thank you, Madam Deputy Speaker, and merry Christmas—I won’t get any longer for saying that.

I thank the Minister for his statement and welcome the announcements made today. In 2010, the last year of the previous Labour Government, St Helens borough council received £127 million in central Government funding. Under the Conservatives, that was cut to just £13 million a year. Services cannot be run on thin air and, despite the best efforts of council staff and Labour councillors, cuts have had consequences. Will the Minister assure me and my constituents that under this Government we will get the funding for the essential services that we need?

That is exactly the reason core spending power in St Helens will increase by 8.6% just through these measures. Given the type of council, we could easily expect that to top 10%. That is our down payment to say, “We need time to prepare the multi-year settlement and we need to do the fair funding review, but we know that councils cannot wait for that, given the last decade,” as my hon. Friend described.

I agree with my hon. Friend. When the previous Labour Government brought in the national minimum wage they had the same sort of arguments made at them, but what we actually saw was that the minimum wage lifted millions of people out of poverty. It will be this Labour Government who can stand proudly and say that we stood up for the workers, and for those good employers in our country that are doing the right thing by protecting and looking after their employees.

We are clearly going to hear a lot of the same arguments that we heard years ago, when Labour introduced the minimum wage. Does the Deputy Prime Minister agree that good employers have nothing to fear from the Bill, and working people have a lot to celebrate?

I agree with my hon. Friend. The Bill is pro-worker and pro-business; that is the context in which the Bill has come to fruition. We have been consulting wide and long on the measures, and we believe they strike the right balance to get our economy working across the board, so that people can contribute and feel that their contribution is valued as part of the UK economy.

The Bill also delivers a once-in-a-generation upgrade of the rights of our proud seafarers. Never again will any company be able to get away scot-free with exploiting a loophole to sack employees without notice. No longer will our seas be the byword for a race to the bottom on standards.

The next step in our package to transform the rights of working people is on unfair dismissal. At present, employees must wait two years for basic protections against unfair dismissal, so it is not surprising that they can be loath to change jobs and restart the clock. That is not right. It deprives people of promotion opportunities and pay rises, and it limits businesses’ ability to recruit. Under the Bill, employees will not have to wait years for protection from unfair dismissal. Instead, they will receive it from day one. Those measures alone will benefit close to 9 million people.
