I understand the point my hon. Friend is making and he will know that my right hon. Friend the Prime Minister is also aware of it, as shown in a reply he gave during Question Time yesterday. Street lighting is the responsibility of the local highways authorities, including Essex county council in my hon. Friend’s constituency. The Government advise that, when considering its street-lighting needs—including when considering turning them off—an authority should work closely with the emergency services and other key partners on community safety.

Further to the question asked by the hon. Member for Rugby (Mark Pawsey), the Leader of the House will know that the country will be looking to Parliament to play our part in the world war one commemorations, and I know that Members on both sides of the House will wish to do so. We had a very good debate in this place last year, but this year many of the key anniversaries fall during the summer recess, so may I ask the Leader of the House whether we can have a debate before the summer recess, so that Parliament can be given the opportunity to pay its own tribute to those who served us 100 years ago?

The hon. Gentleman is right and I hope to be able to announce such a debate before the summer recess. Since our last debate on the subject I, like many Members throughout the House, have seen great evidence of how constituents are proposing to commemorate the events of 100 years ago.

I am glad my hon. Friend raises that. I saw that and I shared with him the sense of optimism that those brave steps generated. It was important for Cyprus and for the European Union and member states of the European Union that those steps were taken. I will, if I may, refer what he says to my hon. Friends at the Foreign Office, who might want to find an opportunity to say something about that to the House at some point.

Given that the House rises today and that the Criminal Justice and Courts Bill is scheduled for Second Reading on the day of our return, may I raise a concern that relates to schedule 4, part 1, which deals with the restraint of children in custody? My concern is that in the light of a judgment by the Court of Appeal in 2008, permitting the use of force for good order and discipline in secure colleges may not be lawful. Will the Leader of the House use his good offices to liaise with his colleagues at the Ministry of Justice to confirm that this is indeed the intended position, as currently stated in the Bill?

Of course I will raise the point with my colleagues at the Ministry of Justice. The hon. Gentleman will understand that the Second Reading debate will offer an opportunity to debate the principles of the Bill, but the point he raises might also profitably be pursued then and in Committee.

My hon. Friend will know that we are doing everything we can to try to reduce the high incidence of bovine TB. This is a very important issue and whenever we debate the mechanisms of the badger cull we should never forget that it meets a very important purpose. I understand my hon. Friend’s point about compensation. I will raise it with the Secretary of State for Environment, Food and Rural Affairs and ask him to respond to my hon. Friend.

For some time I have been working with the pensions Minister—the Minister of State, Department for Work and Pensions, the hon. Member for Thornbury and Yate (Steve Webb)—and the Yorkshire Post to bring about a satisfactory conclusion to the Carrington Wire pension fund saga, which affects hundreds of pensioners in Yorkshire, including in my constituency. The case is important because it represents the way in which the Government protect UK pension holders. I believe it is our responsibility to ensure that our laws and regulations properly protect the public, but the longer this particular matter takes to be resolved, the less likely that appears to be the case. Will the Leader of the House ensure that we get the opportunity to debate the matter?

I will, if I may, talk to my hon. Friend the pensions Minister so that he can update me. I cannot promise a debate, but I will, of course, make sure that if there is anything we can do to assist in the matter that the hon. Gentleman has rightly raised, we will try to do so.
