I know that my hon. Friend is seeking funding from the housing infrastructure fund for that scheme. I have been to the area and seen what is needed. I think that it is a very good scheme, and I hope that his application is successful. The reality is that, if we are to drive economic growth in the northern part of the country, we need road improvements. Those who argue against road improvements are letting down the north.

I declare an interest as a metro mayor. My hon. Friend the Member for High Peak (Ruth George) is absolutely right: the connectivity, both road and rail, between south Yorkshire and Greater Manchester is not fit for the 21st century. The 30 miles between Sheffield and Manchester is just about the longest 30 miles anywhere in England. It is good to hear from the Secretary of State that investment and work are taking place to address that, but does he agree that there is still more that we can do to improve that connectivity across the Pennines?

I absolutely agree with the hon. Gentleman: that route needs to improve; the M62 needs to improve; and the proposals for the trans-Pennine tunnel need to be taken forward. On rail, the Hope Valley line needs to be upgraded and then, of course, Northern Powerhouse Rail and the network that that will create, and the links that HS2 will bring, will be essential to unlocking the potential of Sheffield and the area around it.

I absolutely will—no question. I expect HS2 to be good corporate citizens as it embarks on this huge construction project. If there are examples of its failing to do so, I invite all Members to come to me and the Under-Secretary of State for Transport, my hon. Friend the Member for Wealden (Ms Ghani), who will be leading within my team on HS2. We will want to make sure that, where it is humanly possible to do so, we do the right thing by all those on the route.

I agree with the hon. Gentleman. I am pleased that under this Government sentence lengths have increased. It is absolutely right and proper that those who commit crimes should serve a proper period of recompense for what they have done. Of course, it is also important that we rehabilitate them to ensure that they do not do it again.

The whole House will have been disturbed by the story of Geraldine and Peter McGinty, parents who lost their son and have been repeatedly let down by the criminal justice system. After they heard from a judge last year that their victims’ personal statement would make no difference, the Justice Secretary met them and promised that they would be kept informed about the progress of their case. This month they were among the last to learn that their son’s killers are being released into an open prison. Does the Justice Secretary agree that the fact that victims can be forgotten like that, even after he personally intervened in the case, shows just why we need our plan for a victims law?

First of all, I have now met Mr and Mrs McGinty twice, including with the chief executive of the Parole Board, who apologised to them for the lack of information provided to them, and rightly so. This is about good practice and people behaving in the right way, and I am afraid that this kind of issue will not be solved by changes to the law; it will be solved by changing the culture in the system.

The mechanism for monitoring the performance of all our providers in the private, voluntary and social sectors is very simple: are they successful in bringing down reoffending? This is not a payment by results programme as ambitious as the Work programme because we have to fulfil the orders of the court over which there is no discretion. But they still represent good value for the taxpayer as they ensure that we pay when we get results. That is the way that Government should operate.

If the Government want to improve value for money, they should start by scrapping the £85 million contract for a secure college, which is a flawed proposal that has twice been rejected by the other place. Given the universal opposition, how close we are to the general election and the fact that the project is facing difficulties obtaining planning permission, will the Secretary of State agree that the contract should not be signed before 7 May so that we can avoid saddling the taxpayer with a huge bill for this untried, untested and unworkable project?

I am not aware of the individual circumstances of the hon. Gentleman’s local court, but I can tell him that any changes being made to the listing procedures in our courts in Bassetlaw are being made at the instigation of local committees, local magistrates and other representatives of the justice system, who are taking a decision in the best interests of the area.

It is important that we reduce reoffending so that we have fewer victims of crime, but far too many victims are being failed by our criminal justice system. Yesterday, a serial victim of domestic abuse was almost forced to disclose her safe address during a court hearing; she was saved only when the local Member of Parliament intervened. Months have passed since the Government blocked our proposals to prevent such cases from happening. When is the Secretary of State going to protect victims with a proper victims law?

The Opposition always talk about laws. What we have is a victims code, which was put in place last year and was widely welcomed by victims’ groups. We are also following innovative new approaches, such as the scheme being trialled now to protect vulnerable witnesses by keeping them outside the cordon of the courtroom. I am always open to ideas about how we can improve the situation. Victims are a priority and will continue to be so.

T7. Will the Minister publish the risk register for his probation privatisation plans, so that the public can see at first hand the dangers they are being exposed to as a result of this reckless rush to dismantle and fragment our probation service?

Let me tell the hon. Gentleman what I think would be a danger to the public—to continue to release people on to our streets after short sentences and with a high risk of reoffending with no supervision whatsoever. It should never have happened, it is unacceptable and the sooner it stops the better.
