My hon. Friend is absolutely right and gives some key examples. The employability innovation fund announced in our prisons strategy White Paper will help prisoners to build more partnerships with employers like those at HMP Thorn Cross. I have seen other organisations and initiatives such as twinning projects that are looking into different things and are even using sports such as football to prepare prisoners for leaving prison and contributing positively to their community and future life. Those are great projects, and my hon. Friend gives a good example of a good prison doing great work.

One in three prisoners are released on a Friday, but many support services are closed over the weekend, which makes the transition and route into employment more complicated. It is welcome that the Government have said that they want to end Friday releases. Will the Secretary of State update the House on when that will happen?

The hon. Gentleman makes a clear and correct observation about timing. A private Member’s Bill on the subject—the Offenders (Day of Release from Detention) Bill—will come before the House in the next few weeks, and we are looking at it very carefully.

I am sure that the right hon. Lady recognises that this has primarily been an issue for the Northern Ireland Executive to deliver on. I have been clear: they have not done that, that is not good enough and we need to resolve that issue. We are already recruiting the team from my Department to put the commissioning in place. I will return to the House soon after the May elections if that has not been progressed by the Department of Health to lay the regulations to ensure that these services are provided.

5. What recent discussions he has had with Cabinet colleagues on his legislative proposals on Northern Ireland legacy matters. [R]

The Government’s core and shared objectives in addressing the legacy of Northern Ireland’s past are to implement an effective investigation and information recovery process that will provide answers for families, deliver on our commitments to those who served in Northern Ireland and help society move forward.

Consensus is historically difficult to achieve in Northern Ireland but when it comes to dealing with the past I am sure that we can all agree that the current process is failing those who have suffered, so we need a new way of delivering justice, and soon. Does the Secretary of State agree that his Bill or any proposals he brings forward must not in any way weaken or undermine our commitment to international law?

I agree with the hon. Gentleman and I appreciate his support on a point that I have made consistently: the current system is failing everybody. That is why we need to bring forward proposals that work for the people of Northern Ireland, for the victims as well as those who served so admirably in Northern Ireland to protect life and country. I can assure him that we are absolutely determined that this will be article 2-compliant. It has to be for it to be effective for everybody.

The Government will bring forward legislation to address the Northern Ireland legacy issues very soon, focusing on information recovery and reconciliation.

The Government are absolutely committed to fulfilling their manifesto commitments to provide certainty to the many veterans who served courageously to defend the rule of law during the long years of the troubles. I can give my hon. Friend and his constituents the reassurance that we will deliver on our manifesto pledge, but we are also clear that this is about ensuring that we are addressing the needs of victims and veterans at the same time.

I offer my sympathies to the families of Dennis Hutchings and John Pat Cunningham during what must be an incredibly difficult period for them. The last time I raised the forthcoming Bill, I was told that veterans were being consulted. The Secretary of State will therefore be aware that a range of views are held, including in Northern Ireland where many oppose a blanket amnesty. Will he commit to continued close engagement with veterans to fully understand the views of those who served?

I join the hon. Gentleman in offering my condolences and thoughts to those families. As in the rest of our engagement, we have heard a range of views from across the community, particularly on that side of the discussion from the veterans community. We are considering that carefully.

We have always been clear that dealing with the past in Northern Ireland must equally address the needs of victims and veterans. I am happy to restate the answer that I gave the hon. Gentleman previously and say that we will continue to engage closely with veterans groups across Great Britain and Northern Ireland as we seek to bring in legislation to address those important, complex and sensitive issues.

The Secretary of State denies that these proposals would create a moral equivalence between our veterans and the paramilitaries, but the reality would mean a legal equivalence. Does he accept that many who served during the troubles will feel a deep unease about a blanket amnesty? Can he outline how our veterans community will be consulted over the coming months?

As the hon. Gentleman rightly acknowledges, there is no moral equivalence here. Obviously there is a legal equivalence going back to the Good Friday/Belfast agreement, but there is a distinct legal difference between what he outlines and the statute of limitations that we are looking at. I assure him that not only have we been engaging with veterans groups but we will continue to do so across Northern Ireland and Great Britain, not least through the offices of the Veterans Commissioner, whom we appointed in Northern Ireland. That work will continue, as it already has been this week.

I saw that quotation as well, and I think it underlines and highlights the fact that this was a difficult decision. No one has said that it was easy. As the Home Secretary herself said, in the House yesterday—and she was here yesterday, answering questions on this matter—and also during previous appearances in the House and when meeting the campaigners, a difficult decision had to be made and many factors weighed up. Ultimately, however, we had to make a decision about what was in the wider public interest, and this decision is in the wider public interest.

May I ask the Minister a very simple question? Will the Home Secretary meet members of the Orgreave Truth and Justice Campaign to discuss this matter further?

The Home Secretary has met the Orgreave campaigners, and she spoke to Barbara Jackson yesterday. She has also written to the campaigners, and I think that they need time to digest her letter. I know that they made a statement shortly before I came into the House today, but we shall have to await their response to the Home Secretary and take matters from there.
