I want to reassure the hon. Gentleman that we have plenty of bilateral meetings that cover some of the elements that he has raised. We will be having a meeting of the National Security Committee soon, and when that takes place I will be able to reassure him.

That is a very interesting suggestion. I believe that such a set-up would be a matter for the House, but I am sure that other Select Committees have heard my hon. Friend’s suggestion, and they may indeed take up the opportunity themselves.

There will be huge concern across south Yorkshire and further afield at the Home Secretary’s decision. May I therefore ask her specifically if she will meet with the Orgreave Truth and Justice Campaign to discuss this matter further?

I spoke to the head of the Orgreave Truth and Justice Campaign this morning, and I am not surprised that she was very disappointed. I set out my reasons and I have written her and the campaign group a six-page letter. I suggest to the hon. Gentleman that they be given a chance to digest its contents before we set up any meeting.

My hon. Friend is absolutely right to raise this. We will engage with the industry in order to reform these grants—the renewable heat incentive and ECO, the energy company obligation. The Sustainable Energy Association is one of the stakeholders we will work with to make sure that our reformed system delivers even better value for the people who are really in need.

We know there is a link between cold homes and excess winter deaths. Last winter, 43,000 people died completely unnecessarily as a result of the cold. What work is the Secretary of State doing with colleagues at the Department of Health to reduce excess winter deaths, specifically by ensuring that households meet minimum energy efficiency standards?

The hon. Gentleman is absolutely right to point this out. Any excess winter deaths are too many, and we work very hard across Departments to make sure that we do what we can to help people who are in the poorest homes. We do work with the Department of Health, but also with the Department for Communities and Local Government. There is more we can do through regulation to address cold homes and some of the energy efficiency measures that I would like to put in place in existing homes.

The Minister may have missed my reference to Arts Council England, and I pay warm tribute to it and its work. We should be careful about the tone of this debate. We have all come here in good faith to talk about the relative merits of a number of bids, which is the tone at which we should pitch this debate.

Newcastle has not bid for the city of culture, so I urge the hon. Gentleman to give his views on the city of culture process. In the spirit of cross-party engagement, I ask him to observe that my borough council, which is Labour-run, has been leading on its bid, with which I have been involved. Now is not the time to make so many political comments; instead, we should celebrate how, together, we can do city of culture bids for the best of this country.

I am grateful for the hon. Lady’s intervention. She might note that I was actually conducting this debate in a manner of which she would approve until the Minister intervened, which is when I felt the need to respond. I suggest that we move on and raise the tone of the debate.
