I find myself in rare, perhaps unique agreement with the hon. Gentleman on that point. I am sure that he and I will not want to see that happen too often.

Returning to the Government’s wider plan, the new plan for immigration states:

“The UK’s commitment to resettling refugees will continue to be a multi-year commitment with numbers subject to ongoing review guided by circumstances and capacity at any given time.”

If nothing else, Lords amendment 11 invites the Government to take a small step forward—I agree with the hon. Member for Aberavon (Stephen Kinnock) that it is a small step, but it is a significant step and I hope we will vote on it later—to strengthen their objectives with a concrete and predictable floor of 10,000 places. That would provide local authorities and civil society more widely with the certainty, time and space to plan and to deliver the capacity so that resettlement can be successful. I should pause and pay tribute to my own local authority in Ashford, which was very active in coming forward early for the Syrian resettlement scheme and has done the same with the Afghans. I also pay tribute to the civil society NGOs in my constituency that are doing the same with Ukraine. I suspect that that is reflected all around the country. There are lots of people out there who want to be generous.

It seems to me that the Homes for Ukraine scheme offers a model that could be used for all sorts of other nationalities as well. There is no reason why we should have one lot of refugees who are being housed and able to work from day one while others are in hotels decided on by the Home Office and often planted on councils that are trying to do their best but do not have much accommodation. Does my right hon. Friend agree that this is a real opportunity for us to rethink how we accept refugees in our country now?

I do; my hon. Friend makes an extremely profound point. We are facing a crisis of a type we have not faced before, and we should use this opportunity to look at ourselves and our systems and ask whether we can do things differently. We should use the entirely justifiable outpouring that we have seen over Ukraine to set up a permanent system so that if we get something like this again—God forbid, but sadly it will probably happen—we will have the systems in place to make it is easier for people, particularly those who are fleeing persecution and death. The Syrian refugee scheme saw 275 local authorities—two thirds of the local authorities in this country—volunteering to resettle refugees. I think that proves the point that an ambitious and intelligently designed programme can meet the appetite of people in their own areas to help those who are fleeing persecution.

At this stage, with three days to go before the deadline, the sensible thing for me to point out is that the Conservative party is completely committed to getting the Executive re-established, as is the Democratic Unionist party. We both believe that decisions about the funding of public services in Northern Ireland should be taken by politicians in Northern Ireland. That is the logic of the devolution settlement that we have with the other countries in the United Kingdom, and that is the position we want to get back to in Northern Ireland as well.

Spreading infrastructure development, bringing stability to Government, delivering the Good Friday agreement and helping to implement a soft border with the Republic of Ireland are all good for Northern Ireland and for the United Kingdom. If none of that is welcome to the hon. Member for Perth and North Perthshire (Pete Wishart) and his party, would my right hon. Friend confirm that the Government would be happy to receive back from the Scottish National party the moneys received for the Scottish city deals?

I rarely disagree with my hon. Friend, but I disagree with him on that point. I do not believe that the SNP speaks for Scotland on this matter. I am interested in the prosperity and future of the Scottish people, just as I am in the people of England, Wales and Northern Ireland. That is the logic of being a Unionist, and I will preserve that logic to the end.

Since, I think, this is the second time that we have discussed this issue in a week, it is hard to argue that Parliament is not having a say. We have followed the usual procedure: we have tabled a statutory instrument, which the hon. Gentleman and his party leader, the hon. Member for Westmorland and Lonsdale (Tim Farron), are free to pray against, and which then goes through the usual channels. This is a perfectly normal procedure.

There appear to be two frequent misunderstandings about the legal judgments: first, that the Government amendment amounts to a cut, and, secondly, that people with mental health disabilities get less under PIP than under DLA. So will my right hon. Friend confirm again that actually there is no cut at all to people who previously had an award through PIP, and, secondly, that actually those with mental health disabilities get more under PIP than they did under DLA?

I am happy to reassure my hon. Friend that nobody who had an award from the Department for Work and Pensions will have that award reduced, and indeed that PIP is demonstrably a much better benefit than DLA for people with mental health conditions. Is there room for improvement? There is always room for improvement in life.

I am sure that the hon. Lady heard the answer I gave a few moments ago about the action we are taking with the Director of Public Prosecutions, police and crime commissioners and chief constables to look beneath the detail of that and ensure that all proper cases are referred. I am happy that the facts do not bear out her accusation that this is anything to do with resources, as in nine police areas the number of referrals has gone up over the two years since the new guidelines came in.

The maximum sentence for causing death when driving disqualified, uninsured and drunk is only two years and because of the rules of custodial sentences, the actual sentence served is only eight months. Does my hon. Friend agree that that only increases the sense of injustice felt by my constituent Mandy Stock, whose husband was killed in that way in Tredworth, Gloucester?
