I am happy to agree with my right hon. Friend. It is clear that anything that aids investment, particularly for disadvantaged communities, ought to help to produce a more positive political atmosphere in Northern Ireland. I am sure that Labour Front Benchers heard his other thoughts with interest.

In welcoming this deal and the increased role of Northern Irish MPs in Westminster affairs, does the First Secretary agree that it is time to look again at the donations to the Northern Irish parties to ensure that they are consistent with the rules on the mainland, both in terms of transparency and of being sourced from outside the UK?

As I say, an improvement plan is in place, which lets the hon. Lady know that things need to improve. They are being improved, as I explained in answer to the question from my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst). I hope the hon. Member for Wallasey (Ms Eagle) can be reassured by the fact that we are recruiting a team of health professionals to help us to scrutinise the suppliers’ training and assessments. Both suppliers have their own improvement plans in place as well. We will be trialling audio recording of selected assessments from the beginning of next month to understand better how assessments can be improved.

As part of the improvement plan the Secretary of State refers to, will he ensure that those who need assessments in their own homes will be able to get them from both providers?

Yes. That point has been made by a number of non-governmental organisations, as well as colleagues on both sides of the House. We are looking at it very seriously.

Of course, PIP is not a work-related benefit, as the hon. Lady knows. It is a benefit that is designed to meet the extra costs of those who have a disability, and it is sensible that people go through the appropriate assessment for it. As I have said, I completely agree that it is important to ensure that people have access to work, and that is why we are so keen on the Access to Work programme. There will be different ways for people to access work. As I have explained, the real-terms funding for the programme will increase through to 2021. I agree with her that this is an important issue, and we are doing something about it.

Will the revised system ensure that if somebody is found fit for work on the basis of receiving a particular level of support, the need for that support will be passed on through the system and that support will be made available?

I join my hon. Friend in paying tribute to Katy Bourne’s work. I am not an unqualified admirer of the effect of the Human Rights Act 1998, but the clue to what he said was when he talked about illegal Traveller incursions. There is no legal right to trespass: landowners, local authorities and the police have a range of powers available to remove trespassers and regain possession of land, and I would encourage them all to use them as strongly as possible.

13. What assessment he has made of the effect on victims’ services of the work of police and crime commissioners.

We expect that the needs of victims will be one of the key priorities for police and crime commissioners and that the effect on victims’ services will be a positive one. PCCs will be ideally placed to commission the most appropriate services to support victims in their area.

Central Government currently spend about £66 million a year on supporting witnesses and victims of crime, and we aim to raise up to an additional £50 million a year from offenders, through the victims surcharge and other financial impositions, to be used for support services for victims and witnesses. The police and crime commissioners will therefore have sufficient budget to enable them to make their own judgments on how best to support victims in their area.

Many victims feel let down by the whole process. Does the Minister agree that the police and crime commissioners, with their local knowledge, will be able to ensure that victims get a fair deal throughout the investigation and sentencing processes?

My hon. Friend is right. Individual PCCs in specific areas will be the best placed to understand the needs of the local community and to commission the services to meet those needs, as they will be taking those decisions closer to the people who will be most affected by them. That is the whole thrust of this important reform.

The hon. Gentleman can be assured that I visit Heathrow regularly. I am happy to join him in paying tribute not just to the hard work of those who work as immigration officers and customs officers at our borders, but to the dedication they bring to the job. They are very serious about keeping the wrong people and the wrong things out of our country. As I say, I visit Heathrow extremely regularly and will be glad to go there in the coming weeks to see the new control room and the more flexible rostering that we are setting up and to see the better use we intend to make of those dedicated staff.

Does the Minister agree that airports themselves as well as Border Force can do more to improve this process and make sure that the right number of staff are available at the right times to deal with the expected flight volume?

I do. There are two significant areas where work could be done by our partners at airports. One is in the provision of information so that Border Force can respond as quickly as possible to any delays caused by wind or that sort of thing that makes planes occasionally bunch in their arrivals. The other is the physical layout of the airports, which is a role for airport operators. For example, people need to have clear lines of sight so that they can see the gates for as long as possible, and as much emphasis as possible should be given to reassuring passengers that they are going through a process smoothly, as often happens on the retailing side of airports.
