No. The founder of the BDS movement, Omar Barghouti, has been clear in his opposition to the existence of Israel as a Jewish state. He has attacked what he calls the “racist principles of Zionism”—that is, the fundamental right of the Jewish people to self-determination. The man who founded and is in charge of the BDS movement has argued that Zionist principles

“maintain Israel’s character as a colonial, ethnocentric, apartheid state.”

On that basis, he opposes any idea of a two-state solution—a secure Israel alongside a viable and democratic Palestine. Instead, the BDS movement’s leader wants a

“one-state solution…where, by definition, Jews will be a minority.”

It is entirely open to any individual to agree with that proposition, but it is no part of this Government’s determination or intent to give any heart or succour to a movement that argues that the two-state solution is wrong and that Jews should be a minority in one state.

Can my right hon. Friend help us here? As the effect of Israeli policy since 1967 has been to build out of existence the possibility of a two-state solution by settling 700,000 Jews who have arrived in the state of Israel, with their right to go there under Israeli law, it is now no longer possible for there to be a two-state solution, so what is British policy to be?

British policy is, as my hon. Friend knows, to promote a two-state solution. I know that he has a long, passionate and committed interest in this subject and I respect the compassion and knowledge that he brings to the debate but, respectfully, I disagree with him. I believe that a two-state solution is the right approach, which the BDS movement does not believe.

I congratulate the hon. Gentleman and all supporters of Cambridge United, and I extend my sympathies to Newcastle and Arsenal fans, given the unfortunate events of the weekend. On his very important point, I hope that the withdrawal of the consolidated advice note and its replacement with the BSI-approved PAS 9980 will play a part in helping his constituents and others to be in a position once again to operate fully in the property market. Lenders to whom I have spoken have given our proposals a fair wind so far, but obviously engagement needs to continue.

In welcoming my right hon. Friend’s statement, may I draw his attention to the situation at Nobel House in Redhill? The development has 126 apartments, 86 of which are privately leased, but the ownership of the freehold has changed twice. The managing agents failed to make an application to the initial £1.6 billion building safety fund. I was told in June that a new fund of £3.5 billion would be coming forward, but that is yet to materialise and leaseholders are already having to pay over £2,000 each towards the cost of this exercise. Can they be fully reassured that they will get their money back, given the ownership status of the building?

My hon. Friend raises a very important case. I will look at what we can do to help his constituents. I will not make an absolute promise from the Dispatch Box at this point, but the situation he describes is clearly unacceptable.

First, I thank the hon. Lady for her question, because it gives me the opportunity to echo her in saying how much we value the work of local pharmacists and how critical they are to the effective operation of our NHS in providing all our constituents with the treatments that they need in an effective and timely way. Talking of the effective and timely delivery of medicine, it is the case that the freight transport that my right hon. Friend the Secretary of State for Transport has secured is enough for more than 120% of our category 1 priority medical goods needs. It is also the case that the steps we have taken to ensure business readiness and to improve flow over the short straits should ensure that there will not be the shortages or delays about which the hon. Lady is concerned.

Does my right hon Friend agree that uncertainty has a price, and that price is growing not only in the United Kingdom but, importantly, in the European Union? It is absolutely in the EU’s interests to bring this uncertainty to a close by declining our formal request for an extension and forcing the House to a decision. It was as true on 29 March as it is for 31 October: the only way the House is going to vote for a deal negotiated by the Government with the membership of this House as it is constructed today is if there is a straight choice between deal and no deal. The rhetoric from the Opposition about the unacceptability of no deal will then be called out, we will get the deal, we will have the certainty of a transition period and a proper place to negotiate our future relationship, and 14 months in which to do it. If the EU delays, we are pitched into further uncertainty and further cost.

The hon. Lady is absolutely right. One of my principal concerns is that far too often the courses that have been offered and the qualifications that have been available to women in prison have not reflected the genuine needs—the circumstances that led them into offending in the first place or the needs that they have when they leave custody. One thing that Dame Sally will be looking at is exactly what needs to change, and there are no options off the table.

In the days of the coalition I discovered as prisons Minister that the budget for prison education was held in a Department led by our coalition ally. The result was that it became very difficult to achieve the objective of getting the commissioning of education in prisons into the hands of prison governors. Does the Secretary of State now have sufficient control to achieve that objective?

My hon. Friend was an excellent prisons Minister, and he is absolutely right that we need to give the governors greater control. The response that I have received both from the Secretary of State at the Department for Business, Innovation and Skills and the Minister for Skills, the hon. Member for Grantham and Stamford (Nick Boles), has been hugely encouraging. Obviously, we have Offenders’ Learning and Skills Service contracts—the contracts that govern spending in prisons at the moment—which need to be honoured, but I hope that we might be able to move at pace to devolving responsibility to individual governors.

The Secretary of State has reported Ofsted’s concern that governors are trying to impose a narrow faith-based ideology on what are non-faith schools, but that is also not in the public interest in faith-based schools, and surely it is part of the purpose of faith schools to deliver a faith-based ideology. Since we have had three decades of unhappy experience of violent division in Northern Ireland being reinforced by state-funded, faith-based education, is it not now about time that we asked people, if they want to exercise the freedom to have a faith-based education for their children, not to expect the rest of us to pay for it because it is not in the public interest?

I am grateful to my hon. Friend for his point. In the light of what has been revealed, it is important to have a debate about the proper place of faith in education, but I have to say that I respectfully disagree with him. I think that the role of a number of faith institutions from a variety of faiths in education has been all to the good.
