We have to secure our borders, which means that all the good work that we have done over the course of the last year—the Albania deal, the asylum backlog work, and the deals with Bulgaria, France, Italy and others—is not enough. We are not going to stop the boats purely through that work. We have to interject the strongest possible deterrent, and the best deterrent—the only deterrent—that we can use in the course of the next 12 months is the Rwanda deal. That is why it is so critical that we get it up and running.
I genuinely believe, having immersed myself in this issue for 14 months, that this is a good policy, that it can work and that it will help our country to fight back against this great scourge. In my job, I have seen the consequences of that every day. I have gone with my hon. Friend the Member for Dover (Mrs Elphicke) to meet her constituents whose homes have been broken into and whose lives have been ruined by illegal migrants. I have spent time with my right hon. Friend the Member for Bournemouth West (Sir Conor Burns) and read about his constituent who was murdered by an asylum seeker, who posed as a child and then killed somebody on the streets of Bournemouth. I have worked with almost every Member of this House on their determination to close asylum hotels. Even the greatest advocates for open borders change their minds when there is an asylum hotel in their constituency. Hypocrisy is all over this issue.
That is why we have to fix this problem. When I said “whatever it takes”, I meant it, and I honestly believe that that view is shared by all of us on this side of the House and many good colleagues on the other side as well. To do that, we have to make sure that this policy works. This is a good-faith disagreement—there are good people on both sides of the House, and certainly within my party, who have disagreements about how we can make the policy work—but my point of view is this: untold damage is being done to our country and this issue will be with us for years, if not decades, to come. If we do not operationalise this policy correctly, we will see the numbers rise for many years to come. If, God forbid, there was a Labour Government, there would be a decade of small boat arrivals. I want to stop that.
To my mind, there are two big flaws with this Bill. First, as I have said to many who have asked me, including on the media, it does not address the question of individual claims. If I have learnt anything in this job, it is that those seeking to frustrate their removal from our country will stop at nothing. The small-boat-chasing law firms and legal representatives will help them to fight, each and every way. Give them an inch and they will take a mile. Even the best-meant things the country has done in recent years, such as our world-leading modern slavery laws, are abused. Some 70% of the people we are seeking to remove put in a modern slavery claim at the eleventh hour.

This is proven to be correct every time, so why would we not put into the Bill a provision that says that those people cannot bring forward individual claims?
I will give way in a moment.
First, such a provision would bring legal certainty; secondly, there are operational reasons for it. I have met no one who really understands the operationalisation of the policy who does not believe such a provision is crucial. Those advisers have told me time and again that the scheme will be seriously impeded. People will put in claims and go to court. The upper tier tribunal, which is already under pressure, will be overwhelmed. Our detention capacity—just a few thousand spaces—will be full. In a single week in August, 2,000 beds in our detention facilities could be filled. Those arrivals will go on to our streets. They will abscond, as they always do, never to be seen again, and the scheme will be brought into quick disrepute. I do not want to see that happen. I will give way to the right hon. Lady.
There has been a tenfold increase in the pace of asylum decision making, so we have absolutely transformed the decision-making system. We have massively increased the number of returns—the hon. Lady is on rocky ground on this one, I am afraid—as 22,000 people have been returned. The difference between our side of the House and hers is that we have the guts and the determination to fix this problem once and for all, which means interjecting the strongest possible deterrent. Were there a Labour Government, I would worry for this country, because we would see a massive increase in the number of small boat arrivals, and the people smugglers would be celebrating. First, I am sorry that the hon. Member for Motherwell and Wishaw (Marion Fellows) is feeling unwell, and I hope she recovers quickly.
With respect to my hon. Friend’s question, I can report good news: we are making good progress on the pledge we made at the end of last year to eliminate the legacy asylum backlog. The number of caseworkers is rising rapidly and we are on course to achieve our ambition to double them. Productivity is increasing. We will see those results flow through very rapidly. That is the right thing to do, although it is not the totality of the response to this challenge, because the reason we have a backlog in cases is the sheer number of people crossing. We published the impact assessment yesterday. I hope my hon. Friend will read it and it will inform any further discussions we have in this House following their lordships’ deliberations.
The impact assessment illustrates the cost of the Government’s decisions. Nobody else is to blame. The Government have had 13 and a half years, but we are in this mess. On 25 May, when I asked the Minister about dealing with asylum claims, he told me that increasing the pace of dealing with asylum claims would likely increase the number of people coming across on small boats. He also said in answer to my hon. Friend the Member for Westminster North (Ms Buck):
“the faster the process, the more pull factor”.—[Official Report, 25 May 2023; Vol. 733, c. 439.]
Where are those statements borne out in the impact assessment?
The point I made then and have made again today is that the Labour Party’s policy is merely focused on the symptoms of the problem. It is saying that, if we can grant the decisions faster, everything will be fine. That will not resolve the problem; in fact, it is dangerously naive. We are dealing with the most evil people smugglers and human traffickers, and highly determined economic migrants. That is why we need a much broader approach. At the heart of it has to be deterrence. The Rwanda policy is part of that. That is why we have brought forward the Illegal Migration Bill. The sooner we get it on the statute book, the sooner we can implement it.

Commons ChamberThe ONS has changed its methodology and increased the estimate it made in the middle of last year, to say that net migration was 606,000 at that point, when it previously published its data, and it sees no evidence that it has increased since then, which suggests that numbers are now flatlining. There are reasons to believe that the number of individuals coming on our humanitarian schemes from Hong Kong and Ukraine will reduce over the course of the year, although it is difficult to predict that with certainty, particularly with respect to Ukraine. The measures that we have taken this week with respect to student dependants will have a material impact, so it is reasonable to assume that numbers will now be on a downward trajectory. But I do not want to give any impression of complacency, because there is clearly a great deal more to be done. If we need to make further interventions, we will.
The Government have clearly lost control of all aspects of immigration and migration. Labour voted against the Nationality and Borders Act 2022 and the Illegal Migration Bill because we said that they would not work, and the figures show that they have not worked. Will the Minister explain why fewer than 1% of the people who arrived on small boats last year have had their asylum claims determined, and why the figure is so low?
The hon. Gentleman and his party have voted against every measure that the Government have brought forward to control migration, whether legal or illegal migration, so his contention that Labour would get control of migration is laughable. It is important that we bring the backlog of cases down. That is why the Prime Minister, the Home Secretary and I have set out a clear plan to do that. We see the dividends of that, and we expect the legacy backlog to be cleared over the course of the year, as we promised. It is not correct, however, to suggest that if illegal migrants’ claims are processed faster, that will reduce the number of people coming into the country. In all likelihood, that would lead to an increase.

Commons ChamberThe Home Office and the Department for Levelling Up, Housing and Communities are trying to work as closely as possible. My hon. Friend the Member for Kensington (Felicity Buchan) is working closely with us on the operation of schemes such as Homes for Ukraine, the Ukraine family scheme, the Afghan schemes, Syria and so on—that is very important. We also have officials who are working jointly between the two Departments, so I hope my hon. Friend will see that all of Government are working closely together to address this complex, multifaceted challenge.
The Minister has told us that newly arrived migrants are going to be taken to this new form of accommodation, so they will be competing for places with the people he wants to move out of hotels. It seems to me that he is planning for the failure of his attempts to stop the boats through the Illegal Immigration Bill, because he is increasing capacity with the spaces that he is planning. Can he tell us how many more people he is planning to accommodate, in addition to those who are already accommodated by the Home Office?
I am confused by the hon. Gentleman’s question, because he does not support the Bill in the first place. However, it is our intention once we have secured the passage of our Bill through Parliament—its Committee stage over the past two days showed the strength of support for the Bill on the Government side of the House, although there was not quite the same reaction on the Opposition Benches—to bring forward the Rwanda proposal. Once that is operationalised, people will be detained, their cases will be heard in a limited fashion, and then they will be removed from the country swiftly. In the meantime, we need some capacity, and that is going to be provided by these new large sites.

Commons ChamberI usually have great respect for the hon. Lady, but it is wrong to equate the actions of far-right groups with the comments of the Home Secretary. The Home Secretary has condemned the violence we saw in Knowsley, and she is working with the police to ensure it is properly investigated and that the police have the resources and the support they need for that investigation. We will bear down on far-right extremism, just as we care about Islamist extremism. There is no place in this country for any form of extremism, and we will ensure the police have the resources they need.
When the Government use language closely associated with the far right, it only provides encouragement. We know these far-right groups are trying to stoke local problems around the hotels in which asylum seekers are being housed. Has the incident in Knowsley inspired the Government to review how they assess the safety of these locations and the powers that the police and those investigating online activity need to deter the people who are trying to exploit this situation?
We have reviewed the security at these hotels and other asylum accommodation centres. The national police co-ordination centre will be issuing updated guidance to our providers and local partners on how they should ensure correct levels of security at each site. Security is based on risk, so procedures will vary depending on intelligence. I assure the hon. Gentleman that we take this issue very seriously.

Commons ChamberIt is important that we recognise what the United Kingdom is actually doing. The vast majority of those who arrive at Manston have literally had their life saved by the UK. The Royal National Lifeboat Institution, Border Force and the Royal Navy have ensured that as many as 95% of those individuals are saved at sea, brought to land, given clothes, food and medical support and then processed at Manston until they can be accommodated elsewhere. We should be clear about how we are meeting our obligations as a country—in fact, we are going far beyond our neighbours. My hon. Friend is right, though, that those standards of decency and humanity must be matched by hard-headed common sense. We should not be accommodating individuals for long periods in expensive hotels.
In an exchange last week relating to the situation at Manston, the Home Secretary told the House:
“I have never ignored legal advice.”—[Official Report, 31 October 2022; Vol. 721, c. 639.]
Has the Minister been briefed, seen any information in his Department or been told by any colleagues any information that would show that that was not a correct statement to this House?
I have no reason to believe that the Home Secretary has misled the House. The Home Secretary was advised that we needed to procure more hotels, and we have procured more hotels—dozens of further hotels, so that thousands of migrants were able to leave Manston over the course of this week alone. That is exactly the right approach.

Commons ChamberIt is disappointing that proposals have not been brought forward so far, but we want to work with my hon. Friend and her local council. I saw from Accrington when she and I visited just how much potential it has. It is a very beautiful town centre, but in need of investment. We will bring forward proposals shortly for the second round and I or my right hon. Friend the Chancellor will set that out later in the year.
The good news for the hon. Gentleman is that that is exactly what we are going to do, so I hope he will be an enthusiastic champion of the planning Bill when it reaches the House. He is right to say that there is an issue with developers not building the homes they have got permission for. Successive studies suggest that it is overstated, but none the less, it is an important issue, its time has come and we as a Parliament should tackle it. The planning Bill will include such proposals and I hope that we can work on a cross-party basis to achieve them.

Commons ChamberMy hon. Friend makes a very important point, and I am very happy to give him my full support. When providing public services, local councils will need to balance their individual financial positions with the needs of their own constituents and residents—hard-working people whose incomes will be under pressure.
With respect to Blackpool Council, as my hon. Friend says, we provided it with an exceptional degree of support over the course of this year. Its core spending power is £148 million, so the sum that he quotes is very significant in that context. Some £26 billion has gone to pay for that council’s covid-19 expenditure, and it is also, of course, the recipient of our first towns fund town deal, amounting to £39.5 million of investment into Blackpool. That will, I think, go in part to ensure that the Blackpool illuminations are back and brighter than ever next year.
Council tax increases have become a stealth tax for this Government. Council tax now makes up 60% of core spending in local authorities—up from 49% just five years ago. Does the Secretary of State acknowledge that raising council tax year on year, as this Government have done, without recognising deprivation levels is, far from levelling up, leaving local authorities with high deprivation, such as mine in Greenwich, further and further behind?

Commons ChamberWe said at the outset of the crisis that we would ensure that councils have the resources they need, and that is exactly what we are doing. We have now brought forward over £4 billion of funding for covid-related expenditure. We have also created the income guarantee of 75p in the pound for lost income on sales, fees and charges, and I am working with the Chancellor with respect to tax losses so that councils have the confidence to move forwards and end the financial year in good financial health.

That is why we have created the £4 billion housing infrastructure fund—it is exactly to deal with this problem—and a £600 billion pipeline of new infrastructure projects. He and I have already met to discuss the issues in his constituency, and we will be taking that forward.
Is it possible to provide the funding that our NHS needs and at the same time keep to the reckless tax cuts that the Government announced in their manifesto last year?
