We did not announce any reckless tax cuts in the manifesto last year. The Prime Minister made it very clear in her announcement about NHS funding that we will continue to deliver on our fiscal rules, and we will continue to ensure that debt falls. I will make announcements at future fiscal events explaining exactly how we will do that.

Commons ChamberHouseholds’ financial positions have improved. Household debt has fallen from 160% of household income in quarter 1 2008 to 144% in Q3 2016. UK households have undertaken the second-largest amount of deleveraging in the G7. However, we should be alert to signs of a recent reduction in the level of household savings. The savings ratio is now—in Q3 2016—at 5.6%, which is down from 6.6% in Q3 2015.
Notwithstanding that, household debt is very high, and housing costs are a big proportion of households’ expenditure. Has the Chancellor made an assessment of the impact of an interest rate increase on growth, given that that growth is driven by consumer spending?
Yes. The Bank of England makes regular assessments of the impact of changes in interest rates—that is a central part of the modelling work that it does. The hon. Gentleman is absolutely right that one of the drivers of the relatively high household debt levels in this country is our housing model, with relatively high percentages of home ownership.

Commons ChamberI suspect that those two eternal inevitabilities, death and taxes, are rather more immediately unavoidable in Daesh-controlled territory than they are in most other places. There are some signals—this was set out in the debate two weeks ago—that Daesh is facing some financial stress. Stipends paid to fighters have been cut. There are many reports of fighters being unpaid and payments to fighters being delayed. This is still a very well-funded organisation, but the huge one-off bonanza that it acquired in the early days of its surge into Iraq, where it was capturing hundreds of millions of dollars in cash in banks and simply taking it away, has ended. I think it is facing a little more pressure financially than it was then, and we intend to keep tightening the screw.
Will the Secretary of State say more about what is being done in relation to the position of the Iraqi Government on the Sunni community, who are a mainstay of Daesh in that area and are enabling it to run an effective economy and to pay wages to civil servants, soldiers and others because of the technical expertise of many of the people who have gone from Iraq into the area? If we are going to deal with Daesh in the long run, what pressure can be put on the Iraqi Government to deal with that fundamental problem?
We are working very closely with the Iraqi Government, and we are supporting Prime Minister al-Abadi, who remains committed to the programme of outreach to the Sunni community in Iraq but is facing significant challenges in delivering it. His immediate predecessor is opposed, and a significant bloc in Parliament is making it impossible to progress with two key pieces of legislation: on the creation of a national guard, which would see regionally based forces composed of groups that reflected the ethnicity and the confessional allegiance of the regions; and on repealing the de-Ba’athification legislation passed in the immediate aftermath of the collapse of the Saddam Hussein regime, which has driven many capable Iraqis who were associated with the Ba’ath regime into the arms of ISIL. Many of the military brains behind ISIL’s initial success were former Ba’athist military officials from the Iraqi regime.

Commons ChamberIn the Secretary of State’s response to the resilience review, he stated that he was dissatisfied with previous performance and the level of disruption and that it would be sorted in time for this winter. What went wrong? His response just now was not good enough. It is not good enough just to say that there has been a bit extra snow.
Let me make this clear: when we have extremely heavy snow and extremely low temperatures, there will be disruption to the transport system. The question is not about whether there is disruption. The question we now have to ask is whether anything could or should have been done that was not done. If there is anything, we will learn the lessons from that.
In the events earlier this year, the problem was that local authorities and the Highways Agency had inadequate supplies of salt and grit. We have more than adequate supplies of salt and grit and we have new equipment out on the strategic road network. Six runs per day across the strategic road network have been going on over the past 48 hours. The strategic road network, with one or two specific exceptions, is open and operating today.

The Highways Agency and the rail directorate within the Department for Transport are in constant contact with Transport for London. TfL has responsibility for strategic roads in London and needs to operate continuously in conjunction with the Highways Agency. My understanding is that the service on the tube network has been pretty good over the last two days. There may be isolated incidents such as that to which the hon. Lady has referred, but on the whole the service has been good.
The Secretary of State really must get a grip on this situation. For my constituents, Southeastern Trains provides the main route into London as we do not have access to the London underground. We have no trains running on the service through Eltham this morning, yet people are standing on the platforms and the station concourse because they do not know what is going on. What is the Secretary of State doing to make sure that train operating companies are giving up-to-date information to people who might mistakenly be standing on cold platforms waiting for trains that are never going to turn up?
I agree with the hon. Gentleman that the lack of information is inexcusable. The Office of Rail Regulation said this morning that it will have its inspectors out on the Southeastern and Southern networks, looking at the information that is being provided and making sure that operators are meeting their obligations under their franchise contracts, and if they are not they will be dealt with according to the provisions in those franchise contracts.

Commons ChamberThis is not about the commercial position of franchisees; it is about the economic benefits. We are not just looking at costs and revenue. If revenues were able to justify the costs, franchisees would be able to do the work on their own, without Government support. We are looking typically at situations where the revenue from fares does not cover the costs, but the wider economic benefits justify the investment of public money.
My constituents are served by Southeastern and face the highest fare increases in the south-east network. They also suffer from pixies on the line—or rather, PIXCs: passengers in excess of capacity—at peak times, and there is a plan to deliver 12-car trains at peak times on that section of the network. Do the Government still intend to deliver those 12-car trains and relieve the congestion on the line?
That is part of the Thameslink project—12-car trains running with Southeastern—and it will go ahead.

Commons ChamberThe Swindon to Kemble project, which my hon. Friend mentions, was uniquely the only Network Rail scheme brought forward under the regional funding allocation system. It had not submitted a business case to the Department before the cut-off date of 10 June, but it is the type of scheme that might be put forward in a future locally prioritised funding process. Alternatively, it might be submitted as a proposal for control period 5 in the Network Rail settlement from 2015.
Will the Secretary of State provide some clarification of the Prime Minister’s comments at the CBI yesterday—reported in today’s media—where he seemed to give a commitment to building the Thames gateway bridge, which, as the Secretary of State will be aware, was abandoned by Mayor Boris when he was first elected? That seems to suggest a lack of communication between City Hall and No. 10. People in south-east London are demanding that something be done about the daily congestion that builds up at the Blackwall tunnel. If the Secretary of State is in communication with the Mayor, will he consider that option since many local people are demanding that something be done about that daily nightmare?
I have not seen my right hon. Friend’s speech, but I suspect that he was referring to the statement made last week about the Dartford crossing, where we have made the tough decision to increase charges. We have also made a commitment that the crossing will not be sold, as the previous Government proposed, and that we will work up proposals for additional capacity crossing the Thames at or in the region of that area.
