Commons ChamberLet me repeat my apologies for what I got wrong and what went wrong in Downing Street and also my explanation for why I have spoken as I have in this House.
Originally, there was one party, and the Prime Minister told the House that he had been assured that there was no party. It then turned out that there were parties but he was not in attendance. He then had to tell the House that he had in fact attended parties. He told the House that he had been assured on each occasion of the truth of what he said, so someone must have committed a serious breach of their responsibilities to advise the Prime Minister in a way that led to him coming to the House and inadvertently misleading the House. What has happened to those people?
I have apologised for what I have got wrong and I take full responsibility for everything that happened in No.10. For the rest of his question, the hon. Gentleman must wait for the completion of the investigation.
I apologise sincerely to—I think the hon. Gentleman said the name of his constituent was Steven—Steven and his family for what we got wrong and what I got wrong during the pandemic, and the event for which I have apologised today. But I think the best thing we can do—I have said what I have said about how I have spoken in this House—is get on now with delivering for the people of this country, up and down this country, getting us through the aftershocks of covid, as we got people through the pandemic.

Commons ChamberI thank my hon. Friend. Indeed, as I extend the hand of co-operation to our friends in the Scottish Administration, I hope the Welsh Administration in Cardiff will see the way forward. As I have said many times before, the similarities in our approach greatly outweigh the differences.
It is hard to imagine that this is the Prime Minister who missed five Cobra meetings at the start of the pandemic. My constituent who spoke to me yesterday is immunosuppressed. She anticipated the difficulties that the Prime Minister is having over testing for people who are clinically vulnerable. She wanted to know whether she would have ready access to free tests and anti-virals should she test positive. What is the situation that those people have been plunged into today?
The answer to those questions is yes and yes. The 1.3 million clinically extremely vulnerable will of course be given access to free testing. They will also have access to the largest quantity of anti-virals and therapeutics per head of any European population.

Commons ChamberNo. I want to thank my hon. Friend and say how deeply I sympathise with him and his family for their loss. All I can say, again, is that I am very, very sorry for misjudgments that may have been made by me or anybody else in No.10 and the Cabinet Office. I can only ask him respectfully to look at what Sue Gray has said and to wait for the conclusion of the inquiry.
It is important that this House can trust what Ministers tell us from that Dispatch Box. On 8 December, regarding events at No.10 Downing Street, the Prime Minister said:
“I repeat that I have been repeatedly assured since these allegations emerged that there was no party and that no covid rules were broken. That is what I have been repeatedly assured.”—[Official Report, 8 December 2021; Vol. 705, c. 372.]
The people who gave him those assurances led to his inadvertently misleading the House. Have those people faced any disciplinary proceedings?
First, the hon. Gentleman needs, I am afraid, to await the conclusions of the police inquiry, because the premise of his question may or may not be substantiated. What I can tell the House is that, yes, as I have said before, there will certainly be changes in the way that we do things, and changes in No.10.

Commons ChamberWe will make sure that we hold the developed world’s feet to the fire. We got very close to the $100 billion, and we will get there or thereabouts by 2023. Frankly, that is much better than seemed possible earlier in the negotiations.
The Prime Minister has dodged the issue of turning the City of London into the capital of green investment. The UK represents 1% of global emissions, but the City of London’s corporations and financial institutions represent 15% of global emissions. Where is his plan to ensure they commit to 1.5° and zero emissions?
The City of London is already the global centre of green investment, and its lead is continually growing.

Commons ChamberMy right hon. Friend is right consistently to campaign in the way in which he does for low earners. We are increasing the threshold for which people can be liable for paying anything at all from £14,000 to £20,000, which is a benefit that has not really come out properly in the conversation. People need to understand that we are lifting the minimum assets for which people can be liable from £14,000 to £20,000; that helps people on low incomes. As my right hon. Friend knows, we are also increasing the living wage. I am pleased to see that one of the effects of the current rebound in the economy, which I know he will be studying, is that wages are now starting to rise again—in exactly the way that some of us who campaigned for Brexit wanted to see.
When I was first elected to this place in 1997, one of the first people who came to see me in my surgery was the wife of a man who had been waiting two years for open heart surgery, and we are back there again with the waiting lists. There was no righteous indignation from the Tories when the list reached 2 million before the pandemic hit. Will the Prime Minister commit today to hitting the 18-week target for waiting lists, and to clearing the backlog by the end of this Parliament?
I think what the Labour party needs to do is come up with any type of plan at all. Every day in this country, plan beats no plan. We are putting record investment into the NHS. We have a plan to clear the backlogs—to reduce the backlogs as fast as we possibly can with this levy. What would Labour Members do? Answer comes there none: they have no plan.

Commons ChamberWell, I have not been invited to attend the Green Man festival, but it sounds great. My hon. Friend is obviously a big fan. I will do what I can to pass her message along. I thank her for campaigning for Wales and for the Green Man festival.
My message—I am sorry, obviously, for the condition that Jacqui suffers, and I think that the Labour party obviously needs to work out whether it is in favour of going ahead with step 4 or not, because that is not at all clear from what the hon. Gentleman has said, or what the Leader of the Opposition has said. They do not have a clue. But what I can say to the hon. Gentleman, and to Jacqui, is that we expect and recommend everybody to wear a face covering in a confined space where they are meeting people they do not normally meet, and that is quite right.

Commons ChamberMy hon. Friend is absolutely right to stress the backlog that we now face in the NHS, and the stroke care and stroke services that need to be addressed. The weight of work is enormous, but we will make sure that we fund it and we get it done. It is vital that people who have conditions and need treatment—stroke patients and others—come forward now to get the treatment they need.
The Government’s own figures suggest that since March we have built up a stockpile of about 12 million vaccines. During that period, we in London were told that supplies were down and that the vaccination rate would not be as fast as it had been. Can the Prime Minister explain that? What can he do to ensure that we get those vaccines into people’s arms and that the stockpile does not continue to grow?
That is a misunderstanding, I believe. We have been vaccinating and continue to vaccinate at a steady rate and as fast as we possibly can. We are secure in our supply, but obviously we do not want to get to the stage where we run out. We are confident that we will be able to offer everybody in this country—every adult in this country—a vaccination before the end of July.

Commons ChamberI thank my hon. Friend for what he is doing to help local businesses and rally them. If we can stick to this road map—and I believe that we can—there is not long to go now for those businesses. For hospitality in Bolton, there are two dates: there is outdoor hospitality on 12 April and then indoor, with all its potential, on 17 May. That gives some dates for us all to think about and for business to work towards, and I hope that it will be of some reassurance to them.
Some eminent members of SAGE have indicated that they are concerned about a resurgence with the return of children to schools. Can the Prime Minister say whether the chief medical officer and the chief scientific adviser support reopening schools in their entirety on 8 March? During the last term, many schools suffered an enormous amount of disruption because staff were off isolating. Is not the best way to prevent that from happening in the future to ensure that all school staff are vaccinated?
I have a deal of respect for the hon. Gentleman as he and I have clashed many times over issues in London, but I think he uncommonly showed a failure to follow what I already said in my answer to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer): the CMO and the CSA both approve of reopening in full.

Commons ChamberThe hon. Lady raises an excellent point, and I direct her to the answer that I gave a few minutes ago about the statement that will be made shortly by my right hon. Friend the Secretary of State for Transport.
Local authorities have stepped up to the plate to tackle covid in their areas, but they are facing additional costs from local track and trace, while losing income from taxes and fees. Will the Prime Minister give us an undertaking that local government will be recognised in the current spending review and that there will be extra resources so that it can pay for the extra services it is required to provide?
I thank local government for everything it is doing. I think that it is doing an amazing job in incredibly difficult circumstances. The hon. Gentleman can be sure that it will be recognised in the spending review.

Commons ChamberWith great respect, Mr Speaker, I think that I have answered the question and I think that my friends opposite are going to oppose.
This comes on top of the more than £200 billion that we provided since March. We will also ensure that, throughout this period, our schools stay open. We will not allow this virus to do any further damage to the future of our children. I said in the summer that we had a moral duty to reopen our schools as soon as it was safe to do so, and that they would be the last element of our society to close down again. We have stuck to that pledge. Our schools will remain open, as will colleges, universities, childcare and early years settings.
The measures before the House are designed to arrest the virus, to drive it down and to get on top of it once and for all. If we are able to test on a big enough scale to identify the people who are infected, often without symptoms and who unwittingly and asymptomatically pass the virus to others, those people will be helped immediately—this is the key thing—to self-isolate and to break the chains of transmission, reducing the spread of the virus, reducing the numbers of people in hospital, and reducing the numbers of people dying. I think that if we all play our part in this system it could be a hugely valuable weapon in our fight against covid in the short, medium and long term, and an alternative to the blanket restrictions that have been imposed in so many parts of the world.
This week we are piloting a mass test in Liverpool, where an immense effort benefiting from the logistical skill of the armed services will offer everyone a test, and our aim is to make mass repeated testing available for everyone across the country. Thanks to the pioneering work of British scientists, we already have a life-saving treatment for covid and the genuine possibility of a safe and effective vaccine next year. Taken together, these achievements provide every reason for confidence that our country can and will pull through this crisis, and that our ingenuity will prove equal to the challenge.
No, I will not—I am finishing up.
This year, I and the whole of Government have asked much of the British people: more than any Prime Minister, I believe, has asked of the British people in peacetime. I have to say that the public have responded magnificently and selflessly, putting their lives on hold, bearing any burden, overcoming every obstacle, and tolerating every disruption and inconvenience, no matter how large or small—or inconsistent—so that they could do the right thing by their fellow citizens. I wish that it had been enough to defeat this autumn surge. But while I am more optimistic now about the medium and long-term future than I have been for many months, there can be no doubt that the situation before us today is grave and the need for action acute.
It is absolutely right for this House to have doubts—

Commons ChamberThat is the policy very accurately summed up, but for better elucidation and understanding of it I urge people to get on to the website to see exactly what they need to do.
I accept the need for extra restrictions in order to get on top of the R rate and bring it down, but it is disturbing that the Government do not seem to have any specific targets that they seek to achieve through this lockdown. When we have the debate on Wednesday, will the Government be coming back with specific targets they want to achieve by 2 December?
These measures are time-limited—they elapse on 2 December—but I repeat that the objective is to get the infection rate to stop doubling and to start halving. To do that, we need to get the R down below 1—it is currently estimated to be between 1.1 and 1.3; I think the Office for National Statistics said recently that it was 1.6, but it has been coming down. Our intention is to use this period to get it below 1 and get that infection rate halving, not doubling.

Commons ChamberI thank my hon. Friend for representing his constituents well in the way he does. Of course, we will make sure that we regularly review the measures for his constituency, and indeed for every constituency in this country.
The only think that is world beating about the Prime Minister’s track and trace system is its capacity to take taxpayers’ money and put it in the hands of friends of the Tory party, and deliver a chaotic system. That contrasts with the performance of local government, which has performed miracles at a local level while being starved of resources by the Government, who promised money and then reneged on that promise. Will the Prime Minister now provide the resources to local government if he is going to give it extra responsibility in delivering track and trace?
I note the ideological scorn of any private sector work, which I thought I had left the Labour party these days, but does not seem to have done. I share the hon. Gentleman’s veneration of local authorities, as a creature of local government myself, and that is why we have given an extra £3.7 billion to support local authorities in this crisis. As I told the House just now, there is a billion more to come.

Commons ChamberI think I know Roger Koppl and I would be very interested to hear what he has to say, but I must say I think that the guidance from our scientists has been incredibly valuable. It has helped us throughout the period. But be in no doubt—I am sure my hon. Friend will understand—that the decisions that we have taken are decisions that we as Government have taken, and for which we take full responsibility.
I have many large leisure facilities in my constituency that could open now—gymnasiums, swimming pools and even an outdoor lido, but they fear that they have been lumped in with smaller facilities that would find it difficult to open. They could open now, meeting social distancing regulations, whether 2 metres or 1 metre. How long will they have to wait for the taskforce to enable them to open?
The hon. Gentleman makes a very powerful point, and I am sure that that kind of point will be echoed in multiple ways around the country today, as people look at apparent inconsistencies. All I can say is, we will work as fast as we can with him, with the gyms and swimming pools that he mentions, to try to get them into a state where they can open as fast as possible.

Commons ChamberMy right hon. Friend invites me to comment on the social distancing rules, and he is wholly right that we will continue to review those rules. I am determined to make life as easy as possible for our retailers and our hospitality industry, but we must defeat this virus, as I am sure he knows and I am sure the people of this country understand. We are making great progress as a country: the numbers of deaths have massively come down; the number of new hospital admissions has massively come down. We continue to make progress, but we must make sure that we get the virus fully under control before we make the change my right hon. Friend wants.
In his statement, the Prime Minister said that
“a dividing line between aid and foreign policy runs through our whole system,”
but back in 1994, when that dividing line did not exist, we ended up with the Pergau dam scandal, when we poured billions of pounds of taxpayers’ money into a scheme to win a foreign trade deal on arms. That led to the introduction of the International Development Act 2002, to outlaw linking aid to foreign policy. Can the Prime Minister give us a guarantee that that is not his objective?
The hon. Gentleman is entirely right; there was a scandal involving the Pergau dam, and he and I remember it vividly. It was wrong that huge sums were given in aid for a project that did not have a good business case, but the International Development Act protects us from that kind of mistake and that kind of approach, and we will not take that approach. Let me stress: this is not a return to the idea of tied aid. It is very important that the House understands that. This is about coherence and projecting our mission abroad; it about projecting the UK abroad.

Commons ChamberMy hon. Friend speaks well for the interests of his constituents, and he is absolutely right. As I said earlier to my hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown), of course we are rolling out superfast broadband—gigabit broadband. We have put in £5 billion, the legislation is on track, and my right hon. Friend the Chancellor has given me every assurance that Arundel and South Downs will be very well catered for.
The hon. Gentleman is right to say that the new Office for Environmental Protection will have powers to hold the Government to account, but let me draw his attention to the record of this Conservative Government. Under this Government, we have seen carbon dioxide emissions fall by 42% from 1990 levels, despite a 75% increase in GDP. On some days, most of our energy now comes from renewable sources. We will be leading the COP26 summit, where we will introduce enforceable limits not just for this country, but for the whole world.

Commons ChamberWe are all accountable to the people who send us here. If we want to verify whether we still have their confidence, of course the best way to do that is to have a general election.
I did not expect any humility from the Prime Minister today because he has a track record, but given that he was found to be acting unlawfully in the advice he gave to the Queen and to this House, I am stunned that the Conservative party opposite applauded him like a returning hero. It is absolutely shocking and the public will make their own minds up about it. [Interruption.] Yes, let us get to the general election, because what the Prime Minister has been doing consistently, and the reason he was found to be acting unlawfully, is to use every single device to try to take this country out with no deal. He can use words like “surrender Bill” and all the rest of it, but the fact is that taking this country out with no deal is the least patriotic thing he can do. I did not come here to do damage to my constituents and knowingly vote for it with no deal.
The Prime Minister has waved his finger, pointed over here and said, “If I get a deal, will you vote for it?” My question to him is, will the European Reform Group vote for it?

What does it say to the promises of restoring sovereignty to this House that the Prime Minister made when he was leading the leave campaign that he has appointed Dominic Cummings as one of his major policy advisers? Was he right to defy a Select Committee and not attend?
The Government are appointing a fantastic team that will take this country forward. It is absolutely astonishing: the hon. Gentleman talks of the campaign to leave the European Union; Opposition Members voted to trigger article 50. It is an utter disgrace that they are now trying to reverse that result.

Commons ChamberHas the Secretary of State had the chance to speak to the Sri Lankan ambassador regarding his defence attaché Brigadier Priyanka Fernando and his behaviour on 4 February, when he made throat-slitting gestures to Tamil protesters? If somebody else incited hatred in that way on our streets, they would be interviewed by the police. Will the Minister make arrangements for Brigadier Priyanka Fernando to be interviewed by the police about that crime?

Richard Ratcliffe’s representatives wrote to the Foreign Office requesting diplomatic protection for Mrs Ratcliffe over two months ago. What consideration was given to that request, and has the Foreign Secretary’s position on it changed since his appearance before the Select Committee on Foreign Affairs?
As I said in answer initially to the right hon. Member for Islington South and Finsbury (Emily Thornberry), on the question of diplomatic protection I will be talking to Mr Ratcliffe in person, and will then inform the House of how we intend to proceed.
Absolutely, yes. A number of Members, especially the hon. Member for Folkestone and Hythe (Damian Collins), and my hon. Friends the Members for Vauxhall (Kate Hoey) and for Bassetlaw (John Mann), specifically referred to people at the grassroots of sport. I could not agree more with my hon. Friend the Member for Torfaen (Nick Thomas-Symonds), because it is time that we empowered those people. They are the ones who do the heavy lifting. They make a real difference in our communities. They know where the resources should go to make the biggest difference, and it is time that we had a long-term strategy for sport that empowered those people at local level, allowed them to make decisions about how resources are used and where they are targeted, and gave them oversight of local development plans for sport. When we use the term “sport” we must remember that we are talking about not just sporting activities but physical activities of all kinds. That point was made very well in one of the contributions.
My hon. Friend the Member for Feltham and Heston (Seema Malhotra) called for a comprehensive, long-term plan for sport. When we talk to people at the grassroots, the one thing they consistently say is that they want an end to the stop-start approach that they get from politicians. In saying that, they criticise us all, not just the current Government. We need what many speakers asked for: a long-term plan for sport, where all of us, in all parts of the House, agree on how we can take things forward and engage with people at the grassroots. It is an unfortunate fact that, in the past, the only consistency has been a consistent run of bad figures on participation since 2012-13.
Our motion focuses on participation. On the back of winning the Olympic bid, participation went up by 1.8 million people from 2005 to 2012, but since then participation figures have been going backwards. It is no good hon. Members saying, “Look at all the figures for transport, regeneration and jobs.” We accept all that—we are not criticising that side of it—but one of the targets for winning the Olympic games was to drive up participation. That worked from 2005 to 2012, on the back of winning the bid, but under this Government’s watch, since 2012, performance has not been good enough.
The hon. Gentleman is saying some sensible things, but will he not, in all candour and intellectual honesty, admit that even since the 2012 games, there has been a continuous increase in sporting participation in London?
I accept that there has been a boost in London, but we are looking at the overall figures. There are underlying issues, which were highlighted by my hon. Friend the Member for Worsley and Eccles South (Barbara Keeley). The figures for women’s participation are down, as are those for people with disabilities. There are some important issues that we need to address.
In a recent survey by the Chief Cultural and Leisure Officers Association, 70% of local authorities that responded said that they were looking to recover all or part of their costs through fees and charges. In the participation figures, the worst-affected sports tend to be those that rely heavily on local government facilities—sports such as gym exercise, dance, swimming, football and cricket. The impact is bound to be more severe on those who rely on those facilities—people from low- income households. Nearly half a million fewer people participate in sport now than in 2012. It is that form of social exclusion that we should be tackling.
I accept that the sports Minister was in earnest when she said that the figures are not good enough and that the Government have to accept part of the blame. Sport England has said that the figures are disastrous. We can bandy figures back and forth, but we have to accept that what people are looking for is consistency. All they have had consistently so far is bad figures, year after year since 2012. We need to work together on this. I wish the sports Minister all the best in convincing her right hon. and hon. Friends to give sport priority in the future, although I have to say that her predecessors failed woefully. I will be there supporting her all the way if she can convince them that we need a cross-Government, long-term plan for sport that we can all work towards.
We need to empower the people who do the heavy lifting: the coaches, PE teachers, school games organisers, volunteers, people who run the clubs and classes, academics, businesses, local authorities and county sports partnerships. Incidentally, if anyone recognises any of this, it is similar to the points Steve Hilton was making just recently, only I wrote it all down a year ago.
Sport governing bodies have a role to play. They have nothing to fear from being part of a strategy to increase overall participation, as they can then fish in a much bigger pool of talent for the next generation of elite athletes. We need a long-term plan, so that policy does not change every time we have a bad set of figures or the Minister changes. We need to empower the people at the grassroots, let them tailor what goes on in their area to meet local needs and oversee local sports plans, and trust them, because they can do it. Let us put the failures behind us. Let us do what people out there want us to do: trust them, and set out a long-term plan that we can all work towards, so that we get our nation healthy, happy and active.
