I completely agree with my hon. Friend. I have had a number of meetings with the Department for Business, Innovation and Skills to discuss exactly this point. In its 2014 report “Getting ready for UK shale gas” Ernst & Young said there would be significant benefits for jobs and growth from a successful UK shale industry, including a projected need for over £2 billion-worth of steel.

15. The Sustainable Product Engineering Centre for Innovative Functional Industrial Coatings—SPECIFIC—national innovation centre in Neath Port Talbot relies on EU funding to use Tata British steel to develop buildings that are completely decarbonised. Such buildings lower household and business energy bills and help the UK to achieve its carbon reduction targets. Will the Minister support SPECIFIC in developing its use of British steel in its innovative projects, and replace any EU funds that might be lost as a result of Brexit?

My Department has been working closely with the Department for Business, Innovation and Skills to look at how we can help Port Talbot with its energy costs. We have already made announcements about how we are going to reduce the impact of carbon policies on the steelworks in Port Talbot, and we will continue to look at further ways of helping, including considering how energy-intensive industries across the board can reduce their electricity costs by changing the way in which they generate power.

What I can say as an Energy Minister is that the Government’s position is that the UK should stay in a reformed European Union.

10. When her Department plans to start its consultation on the phasing out of coal-fired power stations.

We are among the first developed countries to consult on phasing out coal. It is vital for our decarbonisation that we move away from the dirtiest fossil fuels, so holding a consultation is extremely important to make sure that we get views on how best to achieve our goal while ensuring energy security, which, as the hon. Lady will know, is non-negotiable. The consultation will begin in the near future.

I am grateful to the Minister for her response. There are still many people in the UK, in Wales and, indeed, in my constituency of Neath, who work in or are connected with the coal industry. What assurances will the Minister provide that the consultation will be properly thought through and will take time to explore the issues thoroughly so as not to leave people unduly concerned for their livelihoods?

The hon. Lady is exactly right to speak out for her community, which is precisely why we are undertaking the consultation. We want to take all the factors into account. I am sure that she and Opposition Members will agree that it is right that we move away from the dirtiest fossil fuels over time, but in a measured way, taking into account the impact on local communities and their livelihoods and what other opportunities there are for them in the energy space and in the workplace. I can totally assure her that we will consult carefully.

18. What steps her Department is taking to promote investor confidence in low-carbon energy generation.

I welcome the shadow Secretary of State to her position, and in particular I welcome Otis, who I gather was born only a few months ago. That is fantastic, and I congratulate the hon. Lady on being here so soon afterwards. I wish her every success in her new role.

The Government remain totally committed to our green energy future and to tackling climate change. The success of our renewables programme has exceeded expectations, which means that we are on track to meet our targets comfortably. A key priority for the Government is to keep consumer bills down and limit the cost to hard-working families, while ensuring that the UK remains an attractive location for all forms of low-carbon energy.

That is an incredibly important question. More than £42 billion has been invested in renewables, nuclear and CCS since 2010, and 2014 was a record year with more than £8 billion being invested. The Government remain committed to our long-term, low-carbon future in all areas of low-carbon generation. As the hon. Lady will appreciate, we must also consider our other priorities, such as keeping bills down for consumers. The policy reset that we are undertaking is about ensuring that through our success in generating renewables, we do not impact in a devastating way on the bills of hard-working families in this country.

Will the Minister outline when the contract for difference negotiations on the Swansea bay tidal lagoon project are likely to be concluded? My constituents in Neath are eagerly awaiting the job opportunities and apprenticeships that will follow.

The hon. Lady will be aware that the Government are incredibly keen on those new technologies, and we are looking closely at that tidal lagoon and doing our due diligence. The Government would like to support that project, but it must of course offer value for money. It has gone through the first stage of the process and it will take some time, but I assure the hon. Lady that that project, and other firsts for the UK, are on this Government’s agenda.
