Thank you, Madam Deputy Speaker. On Monday, the Official for National Statistics released its reports on alcohol-specific deaths registered in 2022. There were 10,048 deaths related to alcohol, which is a 32.8% increase on pre-pandemic levels and the highest number on record. It has been over a decade since the Government last set out an alcohol strategy. Can we have a statement from the Government on what they are doing to tackle the issue and the stigma of addiction?

I thank the hon. Gentleman for raising that important matter. I will ensure that the Department of Health and Social Care has heard what he has said. He will know that, in addition to that strategy, a huge amount of work has been going on in all parts of our healthcare system to ensure that the right interventions are getting to the right people, including, notably, alcohol screening services at hospitals, which for many are now part of the standard processes to go through when people are taken into accident and emergency, helping to identify those who need support, particular interventions, and, of course, an expansion of those services.

I thank my hon. Friend for welcoming the excellent service Pharmacy First, which is a much appreciated and convenient scheme that enables people to access certain prescription drugs without having to go to their general practitioner. Given that pharmacies are private businesses that receive NHS funding for pharmaceutical services, closure decisions are obviously made by those commercial organisations, but my hon. Friend’s local care board will have a responsibility to ensure good coverage of those services. I shall ensure that the Secretary of State for Health and Social Care has heard his concerns, and that all his constituents are able to make use of all available services, including Pharmacy First.

I join the Leader of the House in wishing the Jewish community, whom I am proud to represent, chag Pesach sameach.

Will the Leader of the House join me in congratulating Bernard, Jonno and the entire team at Radcliffe football club on reaching their highest ever position as champions of the northern premier league? They will be lifting the trophy this Saturday. Will she agree to a debate in Government time about the importance of grassroots football and its benefit to local communities? But more importantly, up the Boro!

I am sure that the whole House will want to join the hon. Gentleman in congratulating Bernard, Jonno and the whole team on their incredible achievements. As the hon. Gentleman knows, we have recently held debates on the importance of community sport to not only helping communities but providing a pipeline of new talent. The hon. Gentleman has hit on it: if the rules have been followed and if we are not questioning the character of the individuals, it must be that the rules are wrong. I will raise this with the Department and the permanent secretary. However, I can reassure the House again that these matters have considerable oversight both from the monitoring officers in the Departments and from the propriety and ethics team.

This week, 4 March marked the one- year anniversary of Anu Abraham’s death. Anu was a young man with a bright future and he should still be here. After speaking to his family and seeing photos of him, I can say that he was one of the kindest individuals that anyone could know and that he had a smile that would light up a room. Anu tragically took his own life following bullying while working as a trainee police officer with West Yorkshire police. Can we have a debate in Government time on police recruitment, the training of police officers and the support packages that are available? Lessons must be learned, changes must be enacted and voices must be heard.

I thank the hon. Gentleman for allowing us to remember Anu and to get that on the record. Clearly, Anu was somebody who wanted to step up to public service and serve his community. His suicide is an absolute tragedy. I know that police services in general, and in particular those responsible for training and ensuring that the right safeguarding support is there for those going through training, review these matters. I know, too, that the Home Secretary takes these matters very seriously. I will tell him that the hon. Gentleman has raised this today and ask that he is updated on progress to help ensure that this tragedy never happens again.

I thank my right hon. Friend for all the work she is doing on this issue. I have witnessed that work at first hand, having visited her constituency and met with one set of those parents she mentions—I praise them for all the work they are doing to turn the tragedy that befell them into some positive action. As she has kindly mentioned, the Home Secretary is committed to this issue, and is continually looking at what more can be done. The particular statutory instrument to which my right hon. Friend refers, which was laid before Parliament on 25 January, is currently on remaining orders and is yet to be debated in both Houses, but I think that will happen extremely soon. As she knows, we are making progress on that.

On 18 January, I raised the case of Pilsworth South landfill in my constituency, which has been giving off an awful smell due to the operator breaching its licence. I asked the Leader of the House whether we could have a debate in Government time about giving the Environment Agency more teeth in relation to matters like this, and I appreciate her writing to the Environment Secretary on my behalf. However, can we have a statement from the Secretary of State on potential prosecutions of operators that breach their licence, so that our constituents no longer suffer from this stench and we can stop the stink?

I would also like to put on record my sadness at the loss of our dear friend and colleague Sir Tony Lloyd. As the shadow Leader of the House said, he was a thoroughly decent bloke. He was kind and a great conversationalist over a pint, especially when we were talking about the losses of Manchester United these days, about which we shared our depression. More importantly, this place and politics are much poorer without him.

This week, I met the Environment Agency on behalf of concerned residents regarding the odour coming from the Pilsworth South landfill site in my constituency. The Environment Agency serves an important function for all our constituencies, particularly on issues such as flooding, balancing the needs of people and the environment. Could we have a debate in Government time on the appropriate level of funding for the Environment Agency to ensure that it has enough teeth to monitor and potentially punish operators that breach licences?

I am sorry to hear about that ongoing issue in the hon. Gentleman’s constituency. He will know that that is the purpose of the Environment Agency. It has quite considerable investigatory powers and, with other bodies, the ability to sanction particular people. The next questions to the relevant Department are on 1 February, and the hon. Gentleman may wish to raise that issue then.

I hope what my hon. Friend says will be met by agreement from both sides of the House, particularly from party leaders. I happen to know that my hon. Friend has suffered appallingly at the hands of a particular individual and I urge him to raise that matter with the relevant party leader. We should take these things seriously. I know from my own party that our candidates are required to sign up to the Nolan principles of public life, which is matched with training. This week our sitting MPs and parliamentary candidates received training from the Antisemitism Policy Trust. This is an incredibly important point and I hope we will all hold our colleagues, whether they are MPs or prospective parliamentary candidates, to account on this matter. I hope that my hon. Friend’s particular situation is resolved swiftly.

Last Sunday, I was proud to march against antisemitism, standing shoulder to shoulder with British Jews alongside my friends and constituents. I welcome the increase in funding to the Community Security Trust, as laid out in the autumn statement, and thank it for keeping my constituents safe. However, since the pogrom of October 7, we have seen a staggering 1,300% increase in antisemitism, with many Jews no longer feeling safe in Britain. With that in mind, can we have a debate in Government time on tackling antisemitism and hate speech, to ensure people of all communities feel safe?

I am sure I speak for all Members present when I say how sorry we are at that sad news, and that our thoughts are with Sir Thomas’s friends and family. He achieved the only Conservative gain in the 1974 election, which was the second time he stood for Parliament. He was Parliamentary Private Secretary in the Northern Ireland Office and later in the Foreign and Commonwealth Office. He was vice-chairman of the party under Peter Brooke in 1983, and I am told that the most enjoyable time he spent in Parliament was when he headed the Commons Treasury Select Committee, which included an investigation into the downfall of Barings bank. He achieved a great deal for this country, and we remember him and his service fondly. [Hon. Members: “Hear, hear.”]

On 26 October in a point of order, I named Zaher Birawi and Muhammad Qassem Sawalha as Hamas operatives living in London. Since then, further Hamas operatives such as Majed Khalil al-Zeer and Ziad El Aloul have come to light as British nationals with links to Hamas, a terrorist organisation. Given the national security implications, can we have an urgent statement in Government time on what the Home Office is doing about Hamas operatives here in Britain?

I thank the hon. Gentleman for raising this matter, which I know is a concern for many Members across the House. We have given the police new and updated powers, and we will continue to look at what further support they can be given to tackle this appalling situation. There can be absolutely no tolerance for anyone who facilitates or supports terrorism—that is very clear, and I think that view is shared on all sides of this House, even if some Members sometimes find it hard to articulate it.

I thank my hon. Friend for raising awareness about those very important areas. She will know that the National Institute for Health and Care Excellence has approved treatments that can now cure the hep C virus in over 90% of patients. We also have the commitment to ending new HIV transmissions by 2030, and we have just signed up to an international programme to eliminate the hepatitis virus by the same year. These are incredibly important matters. It is our Department of Health and Social Care, our NHS and our life sciences community that are helping these incredible achievements to happen.

This week is Alcohol Awareness Week, with a theme of alcohol and cost. The ultimate cost is alcohol-specific deaths, which have risen sharply since 2019. The 9,641 deaths registered in 2021 saw a 27.4% increase on 2019 figures, with figures for 2022 set to rise even further. Alcohol duty may bring in around £12 billion, but the cost that alcohol has on our health service and society can be anything from £35 billion to £50 billion, which, I am sure the Leader of the House will agree, makes no sense, and, more importantly, no fiscal sense. Therefore, can we have a debate in Government time on a full alcohol strategy, especially as it has been more than a decade since the last one; numbers are not going backwards and lives are being lost?

I thank the hon. Gentleman for raising this important matter, which he may also wish to raise with the Health Secretary on 11 July. He will know that there has been a huge push in parts of the country where this is a particular issue, but of course it is relevant everywhere. One innovation, for example, is an automatic screening service for people who go into accident and emergency, which identifies those who may need further support and services. It is a good topic for a debate and I encourage him to answer the call of the Chairman of the Backbench Business Committee. I am sure that, if he applied for a debate, it would be well attended.

I thank the hon. Lady for raising this issue. I encourage her to attend the next question session for the Department for Energy Security and Net Zero, which is next Tuesday, and raise it there. That Department is also running surgeries because of the complexity of the issues and the casework that hon. Members are dealing with in relation to the energy market and schemes such as the one she outlines. I encourage her to sit down with officials and have that bespoke surgery with them.

This weekend, Bury football club has its first outing, away at Thackley, since it went into administration in 2020. As this is such a pivotal moment in the club’s history, will the Leader of the House join me in wishing Bury FC the best of luck for its first new season? Will she also pay tribute to the fans and volunteers who have worked tirelessly to make this happen? Up the Shakers!

I thank my hon. Friend for raising this important matter. Usually hon. Members do so in the wake of an accident, so I congratulate him on getting ahead of that and trying to prevent one from happening. I understand his concerns and I will certainly make sure that the Secretary of State for Levelling Up, Housing and Communities and the Transport Secretary hear his remarks. I also suggest that my hon. Friend might like to raise this on 10 July with the former, who is likely to be able to assist him in his campaign, which again I congratulate him on.

“We are paid handsomely for the job we do and if you need an extra £100,000 a year on top then you should really be looking for another job.” Those are not my words, although I agree with them, but the words of the hon. Member for Ashfield (Lee Anderson). I therefore read with much interest this week that the hon. Gentleman has a show starting tomorrow on GB News, for which he will be paid the sum of £100,000. With that in mind, can we have a debate in Government time on MPs’ second jobs, and does the Leader of the House agree with 100G Lee?

We did have a debate on those matters—I do not know whether the hon. Gentleman attended it. He will know that the Standards Committee looked recently at this matter and, after much deliberation, felt very much that, as we have had these conversations ad infinitum in this place, what he is suggesting is not the best course of action. I direct him to the Standards Committee report; it made other recommendations, which the House adopted, and in it he can read why that suggestion was not supported by the House.

I am sorry to hear that the hon. Lady’s constituents are having difficulty in getting the relevant support. She says that she has accessed all available opportunities to assist. Has she made use of the surgeries that the Home Office provides and the consular service that the Foreign Office provides? Perhaps if she gives my office a little more detail, I shall see what the best route will be, but having dealt with officials in those Departments who are standing up those services, I know they are doing an amazing job and that they would want to help her constituents.

The city of Manchester has a rich and vibrant history, in which those of different faiths and backgrounds have lived together, as well as stood together through difficult times and times of division, so I am concerned that Roger Waters is due to play at the AO Arena in Manchester next month. Mr Waters performed in Berlin this week and used the name of Anne Frank to stoke division, performed while dressed as an SS soldier and used the star of David on a giant pig to insinuate that Jewish people run the world, forcing the Jewish Representative Council of Greater Manchester to issue a statement condemning his divisive actions. Will the Leader of the House agree that such concerts have no place in our society and should not go ahead? Will she agree to a debate in Government time on the record levels of anti- Jewish hatred in this country?

I think the whole House was shocked by what the hon. Gentleman said. I shall make certain that the Home Office has heard the hon. Gentleman’s concerns. This House has made great efforts, particularly in recent years, to ensure that the scourge of antisemitism is addressed and stamped out from our country. I shall make sure that all relevant Departments have heard the hon. Gentleman’s concerns.

The right hon. Gentleman touches on an issue that affects both social housing and affordable housing. He will know that more than 2.2 million additional homes have delivered since we came into power, including more than 632,000 affordable homes, and that the annual housing supply is up 10% on the figure for the previous year, with the third-highest yearly rate in the past 30 years. Blockages are occurring to developments that have been planned for and where sites have been identified. There are lots of reasons for that, but one is a lack of capacity in planning departments. I know that the chief planning officer at the Department for Levelling Up, Housing and Communities is very much looking at this issue to see what we can do to build capacity in local authorities, so that we can get on with these developments and give everyone a warm, safe, secure home.

I declare an interest as chairman of the all-party group on alcohol harm.

No one chooses to be an addict, yet the Equality Act 2010 has a memorandum of exclusion that treats addiction as a personal choice. May have a debate in Government time on addressing this issue, so that addiction is seen for what it is, a mental health illness and not a personal choice?

This is a serious matter and I thank the hon. Gentleman for raising it and for all the work that the all-party group is doing. Many Departments will touch on this issue, but primarily it is about healthcare. If the sentiments that sit behind his question are to be fulfilled, it should remain that Department that is in the driving seat on this policy.

Radcliffe was awarded a new high school in wave 14 of the free school programme. However, having first been threatened by the then Education Secretary, it is now being delayed by an inept Department for Education. May we please have a statement or a debate in Government time on the progress of wave 14 schools?

I am pleased that the hon. Gentleman has obtained funding. As I said in response to an earlier question, Education questions is not until a bit later in February, so I will be happy to write this afternoon to the Department for Education and get him an update on what is happening with that particular project. But it is good to hear that his constituency has secured money for that.

I thank the hon. Gentleman for noting that the public might be concerned for the former Chancellor, but I think what they are really going to be concerned about is their own household budgets and their businesses. That is why it is important that this decision was taken, and we will hear from the Chancellor shortly. With regard to the hon. Gentleman’s other point, I would point out that there are many people, including many in Scotland, who would like the First Minister to apologise for some of her decisions.

I will not seek to educate the hon. Gentleman about the inaccuracies that he has just spouted on the Floor of the House. The Government are not the party that is not adhering to the democratic mandate of the people of this country and of the people of Scotland. It is the hon. Gentleman’s party that is doing that.

Raising benefits in line with inflation “makes sense”—powerful words with which I am sure everyone will agree. They were, of course, the words of the Leader of the House at the Conservative party conference. Does she still stand by those words and, if so, will the Government be following suit?

The hon. Gentleman will be more familiar than most with what my party has done to improve the welfare system. We are the party that has introduced the triple lock and ensured that we have a modern welfare system, and the amount of benefits going to particular groups—we mentioned those with mental health issues earlier—is vastly improved from when we took office. I point him to our record, with which he will be very familiar, because he helped us deliver some of it. He should wait for 31 October.

Again, the hon. Member has an opportunity tomorrow to raise those issues directly with the Chancellor. We have had fairly recent debates on the aid budget, but I am sure that, when the announcement, which is imminent, on the Global Fund is made, there will be further opportunities to question Ministers about that.

The Edenfield Centre mental health unit in Prestwich in my constituency is to be subject to a police investigation following a “Panorama” investigation due to the mistreatment of patients. Following those devastating announcements, will the Leader of the House be able to arrange for either a statement from the Health Secretary or a meeting with me, so I can discuss those concerns moving forward?

The hon. Member raises a very important point. The Department of Health and Social Care has done a lot of work in recent weeks on ensuring care settings for individuals are appropriate for them.
