It is 20 years since the Rwandan genocide—my right hon. Friend the Foreign Secretary was in Rwanda over recent days to commemorate that terrible event—but since then, Rwanda has taken huge steps forward in development. It is one of the beacons showing how countries can develop rapidly when there are the resources and the political will. We will continue our work with Rwanda.

T4. I have just returned from a fact-finding mission to Qatar with the construction workers union, the Union of Construction, Allied Trades and Technicians, to look at the terrible plight of migrant workers in Qatar. I was reassured by some of the Secretary of State’s comments in reply to the question from my right hon. Friend the Member for East Renfrewshire (Mr Murphy). Will she, however, give the House an assurance that she will make representations to the Qatari authorities to end the kafala system, which is effectively bonded labour, and to stop the appalling circumstances of migrant workers living in abject squalor? Some 1,200 have been killed on construction sites already, and if some action is not taken, 4,000 will be dead before the World cup starts.

The hon. Gentleman is right to raise those issues, and I assure him that we are raising them with the Qatari authorities. I will also do that.

It was a huge pleasure to visit Warton with my hon. Friend and see the quality of the apprenticeships that BAE Systems is offering in building the Typhoon aircraft, an absolutely superb aircraft. I can give him my assurance that I will go on banging the drum for British exports, including defence exports. We had very good progress with the order from Oman, which will secure and safeguard jobs in his constituency. I was criticised by the Labour party for taking defence contractors on trade missions overseas; that party does not think it is appropriate, but I think it is. I think we should be standing up for our defence industry and defence jobs.

Will the Prime Minister end the speculation over the future of the Hunting Act 2004 by confirming that he does not intend to use a statutory instrument to repeal or amend the Act by removing the limit on the number of dogs that can be used to flush an animal to guns?

This will quite properly be a matter for the House of Commons. As the hon. Gentleman will know, a group of Welsh and other Members of Parliament have looked at a particular problem of pest control in upland areas of Wales and other parts of the country. They are making a proposal, which will be properly examined by the Department and, in the end, the House of Commons will be able to decide.

The Prime Minister
First, I pay tribute to my right hon. Friend, who was instrumental in getting the landmark Autism Act 2009 on to the statute book. The impact of the Act, I believe, continues right up to this day and beyond. We want all adults living with autism to be able to live fulfilling and rewarding lives within a society that properly accepts them. She is absolutely right that the review of the strategy is coming up next year, between March and October. It is vital that it is a proper cross-Government effort, and after her remarks I will make sure that it is dealt with in a proper and co-ordinated way.

Q8. The green investment bank is due to be given new borrowing powers in three years’ time. In view of the Chancellor’s abject failure to meet his borrowing target, because it was predicated on meeting the borrowing targets set by the Government, is the Prime Minister still committed to giving the bank borrowing powers and, if so, when?

First, let me make the point that this Government have set up a green investment bank within two years, whereas the Labour party did nothing about that for 13 years. Secondly, even at a time of fiscal difficulty because of the mess we were left, we put £3 billion into the green investment bank, so right now it does not need to borrow because it has the money to invest. I think that what is needed in green investment is that equity risk finance, and that is exactly what the green investment bank can provide.

My hon. Friend is absolutely right. The key thing is that the head of Sure Start services has herself said that there is money available in the Budget to keep Sure Start open. That money is not being reduced.

On 24 March last year, six weeks before the general election, the Derby Telegraph reported that the Prime Minister had accused me of distributing inaccurate information about Conservative plans for the winter fuel payment. It turns out that I was right and he was wrong, so, unless he is going to overrule his Chancellor, will he take this opportunity to apologise to the millions of pensioners who rely on the winter fuel allowance and to me for his unfair censure?

I cannot believe that I accused the hon. Gentleman of anything because I had absolutely no idea who he was. While we are at it, we promised that we would keep the winter fuel payments and we have kept the winter fuel payments. We promised that we would keep the cold weather payments and we have kept the cold weather payments. We promised to uprate the pension in line with earnings and we increased the earnings link. We said that we would keep the bus passes and the TV licences—we did all those things. Yes, he did mislead his electors at the election.
